
According to the Ministry of Finance , total state budget revenue for the first 9 months is estimated at 1,887.9 trillion VND, equal to 96% of the year's estimate and up 27.9% over the same period last year.
Of which, domestic revenue is estimated at 96.9% of the estimate; revenue from crude oil is estimated at 69.9% of the estimate, down 15.6% over the same period; revenue from import-export activities is estimated at 98.8% of the estimate, up 11.9% over the same period.
Regarding expenditure, by the end of September it is estimated to reach 1,591.3 trillion VND, equal to 61.7% of the estimate; of which development investment expenditure is estimated to reach 53.7% of the estimate, debt interest payment is estimated to reach 68.4% of the estimate, regular expenditure is estimated to reach 68.1% of the estimate.
According to the Ministry of Finance, budget expenditures have met the needs of development, defense, security, state management and payment of due debt payments, care for beneficiaries of salaries, pensions, and social allowances from the state budget, timely payment of regimes and policies for beneficiaries when reorganizing the apparatus according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government , commemorative expenses, and gift giving to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
The central budget has spent from the reserve about 25.9 trillion VND to supplement ministries and central agencies (19.8 trillion VND) to carry out important and urgent tasks and support localities (6.1 trillion VND) to reorganize administrative units at the provincial and communal levels, support plant varieties, livestock, aquatic products, and restore production in areas damaged by natural disasters and epidemics according to regulations.
The Ministry of Finance said that in the last months of the year, it will continue to direct tax collection agencies to effectively manage state budget collection, expand the tax base, and ensure correct, sufficient, and timely collection of arising revenues.
At the same time, step up the fight against revenue loss; effectively manage new revenue sources arising from e-commerce transactions; resolutely handle and urge the collection of tax debts; strive to complete the state budget collection in 2025 at the highest level.
