Decentralization of management of 18 socio-economic fields

On September 26, the Hanoi People's Committee issued Decision No. 61/2025/QD-UBND on decentralization and regulations on state management authority in a number of socio-economic fields, aiming to clarify the management responsibilities of all levels of government, from the city to the grassroots.

The Decision issued with the Regulation includes 3 chapters, 22 articles, decentralizing the management of 18 key areas. Including: roads; public lighting; parks, flower gardens, trees, lawns; urban drainage, wastewater treatment; clean water supply; irrigation; dykes; forests; science and technology; education and training and occupations; culture, sports, information and communication; health; cemeteries, crematoriums; and the fields of markets, bus stations, parking lots, passenger transport; underground technical infrastructure works; solid waste management and tourism.

Specifically, in the field of trees and grass, the City People's Committee directly manages the system of shade trees, ornamental trees, and grass on the roads managed by the city and the Hanoi Zoo (Thu Le Park). The city also directs the management of large parks and flower gardens. The Commune People's Committee is responsible for managing trees and grass on commune roads, villages, alleys, and local parks and flower gardens, except for projects managed by the city.

In the field of culture, sports and information and communication, the City People's Committee manages key heritages and relics such as Thang Long Imperial Citadel, Co Loa Relic Site, Temple of Literature - Quoc Tu Giam, Hoa Lo Prison, and other special national relics. At the same time, the city directly manages the system of cultural centers, exhibitions, libraries, museums, theaters, sports training centers, sports schools; as well as monuments and murals within the inter-commune scope or at relics and parks managed by the city. Meanwhile, the commune level manages radio stations, cultural houses, community entertainment areas, local relics and grassroots cultural and sports facilities.

Regarding passenger transport infrastructure, the city unifies the management of public transport and related infrastructure, including inter-provincial bus stations and truck stations according to the planning. The People's Committee at the commune level manages parking lots in residential areas, commercial centers, and public areas; announces the introduction or cessation of parking lots; and controls vehicle parking service prices according to regulations.

By clearly defining responsibilities among levels, Decision 61/2025/QD-UBND is expected to increase local initiative, while improving the efficiency of management, infrastructure exploitation and sustainable development of the capital's socio-economic sectors.
