On October 10, Politburo member, Standing member of the 14th Party Congress Document Subcommittee Nguyen Van Nen attended and delivered a speech directing the 1st Congress of Tay Ninh Provincial Party Committee, term 2025-2030.

Standing member of the Party's XIV Congress Document Subcommittee Nguyen Van Nen agreed with the Political Report submitted to the Congress, and emphasized the following key issues:

Firstly, in terms of guiding viewpoints, Tay Ninh province needs to continue to promote the spirit of thoroughly grasping and creatively applying the Party's platform, guidelines, policies, resolutions, State policies and laws to local practices; closely linking and synchronously implementing key political and strategic tasks, in which socio-economic development and environmental protection are central tasks, Party building is key, cultural development is the foundation, strengthening national defense and security, promoting foreign affairs and international integration are essential and regular.

Second, the merger of the two localities Tay Ninh - Long An not only meets the inevitable objective requirements of reality but is also a great opportunity to create new values, a strategic step to optimize potential, resources, and create breakthrough momentum for faster and more sustainable development. Requires new thinking from centralized management to creation to serve the people, long-term vision, looking far and wide with a huge "asset" rich in potential and unique identity, not available everywhere. This is the golden opportunity to reorganize planning and invest in development according to new spaces and new conditions.

Therefore, it is necessary to urgently adjust the Tay Ninh Provincial Planning for the 2021-2030 period, with a vision to 2050, to orient development space, form industrial, trade - service, agricultural, and tourism centers; create dynamic regions, connect economic belts in a multi-center - multi-polar direction.

Proactively propose to the Central Government a number of special mechanisms and policies applicable to border economic activities, aiming to realize the goal of turning Moc Bai Border Gate Economic Zone into a new dynamic region.

At the same time, study the planning of the political - administrative center and square of Tay Ninh province in accordance with the scale, stature, nature and new conditions.

Third , focus on implementing strategic breakthroughs and economic restructuring towards innovation, high technology, digital transformation, and green transformation, on the basis of the main driving forces: high-tech industry, smart logistics, ecological - circular agriculture and sustainable tourism.

In particular, continue to strongly restructure the agricultural sector, forming value chains and brands that are attractive and highly competitive in the domestic and international markets, associated with building a civilized new countryside, a model of a peaceful and happy village.

Regarding tourism, it is necessary to focus on developing a smart and sustainable tourism ecosystem, exploiting traditional, historical, cultural and spiritual tourism chains. Turning Ba Den Mountain National Tourist Area into an international-class tourist area, combining with exploiting river and lake tourism.

Review, adjust and issue new policies to promote internal strength, mobilize all resources, effectively exploit land resources; arrange and effectively use public investment capital, create breakthroughs in attracting private sector resources and foreign investment for investment in developing a synchronous and modern socio-economic infrastructure system.

Prioritize coordination in implementing and completing dynamic traffic axes connecting regions and within the province; proactively invest in building key connecting traffic axes with Ho Chi Minh City. Focus on developing water transport, effectively exploiting the river port and seaport system.

Fourth , focus on concretizing and flexibly and creatively applying the 7 strategic Resolutions and Conclusion 195 of the Politburo on the situation and performance results of the political system apparatus and 2-level local government.

In particular, special attention is paid to research, application of science and technology and digital transformation, considering this as one of the top important driving forces, a mandatory requirement in the development process. Strengthening the training of high-quality technical and technological human resources, at the same time quickly building a digital government model, establishing a smart, modern, comprehensive and synchronous governance system, strongly applying digital transformation in all areas of state management, socio-economic management, infrastructure management, and public services.

Fifth , persevere in the goal of cultural and social development, environmental protection, and comprehensive human development, closely combining economic growth with social progress and equity; shifting from "caring" to "practical caring": social security, health care, and education must reach each person, according to their needs, at the right time; ensuring that every person lives in a safe environment and has the opportunity to develop, leaving no one behind.

Continue to fundamentally, comprehensively, effectively and substantially innovate education and training. Better care for policy beneficiaries and meritorious people. Pay special attention to infrastructure investment, unlocking the economic development potential of Dong Thap Muoi region and other disadvantaged areas. Determined to soon complete the goal by 2030, the whole province will have no poor households according to the national poverty standard.

Sixth, strengthen national defense and security potential, build a strong national defense and people's security posture, proactively respond more effectively to traditional and non-traditional security challenges. Improve the quality and effectiveness of the movement "All people protect national security"; strengthen prevention, combat, and reduce all types of crimes, aiming at the goal of building a secure and safe society, protecting the peaceful life of the people.

Strengthen and consolidate sustainable relations with Cambodian provinces, contributing to building a peaceful, stable, cooperative and developed border between the two countries. Continue to implement and complete border demarcation and marker planting as soon as possible. Arrange stable settlements with long-term livelihoods at the border, contributing to firmly protecting national sovereignty and security, and preventing cross-border crimes.

Seventh, strengthen the work of building and rectifying the Party and the political system, protect the Party's ideological foundation, fight against, prevent and repel the degradation of political ideology and lifestyle ethics.

Focus on leading the successful organization of the 16th National Assembly and People's Council elections at all levels. Synchronously carry out the task of building a rule-of-law state; quickly perfect the organizational apparatus, build a streamlined, effective and efficient 2-level local government, truly a center of creation and development in the new period.
