According to the Department of Construction, on June 21, 2023, the Provincial People's Committee issued Official Dispatch No. 3098 on the detailed planning at a scale of 1/500 for the Trade Union Institution Construction Planning Area in Vinh Long , agreeing with the content of the Department of Construction's proposal. On June 23, 2023, the Department of Construction issued Official Dispatch No. 1301 on responding to the Trade Union Institution Project Management Board with specific content of the above contents.

The Department of Construction proposed that the Provincial People's Committee assign the Provincial Economic Zone Management Board to preside over and work with relevant sectors with the Trade Union Institution Project Management Board on the plan to implement investment in trade union institutions in Vinh Long province (at the Hoa Phu Industrial Park resettlement area), promptly propose solutions to speed up the project implementation progress, contributing to completing the social housing development target of the province.

Regarding Tra On Port - Shipyard, through studying the approved Master Plan for Tra On Town, Tra On District to 2030, the People's Committee of Tra On Commune has proposed a number of locations for investors to choose from.

Regarding the Binh Minh Industrial Park Social Housing Project (CC1; C3 apartment complex), the Department of Finance is currently processing the application for adjustment of the Binh Minh Industrial Park Social Housing Construction Project (CC1; CC2; CC3; CC4 apartment complex) of Hoang Quan Mekong Company and the Department of Finance also has Report No. 240 dated September 12, 2025 on the results of the appraisal of the application for adjustment of the Binh Minh Industrial Park Social Housing Construction Project (CC1; CC2; CC3; CC4 apartment complex), summarizing the content of the proposed project adjustment: The investor requests to adjust: project name, product consumption plan, number of apartments, total investment, project implementation progress.

In particular, speed up the progress of social housing projects to solve the urgent housing needs of people and workers in industrial zones, contributing to ensuring social security and promoting socio-economic development.
