Hoa Binh Hydropower Plant opens the third bottom spillway at 3:00 p.m. today.

On July 17, the Minister of Agriculture and Environment issued Official Dispatch No. 4476/CD-BNNMT to the People's Committees of the following provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh, the Director of Hoa Binh Hydropower Company and relevant departments and branches on opening the bottom discharge gate of Hoa Binh Hydropower Reservoir.

Hoa Binh Hydropower Plant will open the third bottom spillway gate at 3:00 p.m. on July 17, 2025.

At 8:00 a.m. on July 17, 2025, the upstream water level of Hoa Binh Lake was at 104.54 m, the downstream water level was 13.84 m, the flow to the lake was 3,932 m ³ /s, the total flow to the downstream was 5,461 m ³ /s. The Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to open the third bottom spillway gate of Hoa Binh Hydropower Lake at 3:00 p.m. on July 17, 2025.

To ensure the safety of works and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to immediately notify authorities at all levels, people; organizations operating on rivers and riverside; aquaculture facilities, water transport vehicles; ferry terminals. Review and ensure the safety of works under construction; activities of exploitation, gathering, and transfer of sand and gravel to know information on flood discharge from Hoa Binh Hydropower Reservoir to proactively take preventive measures to ensure the safety of people and property. Report and promptly propose solutions to handle unusual situations that may occur during flood discharge to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
