The draft Political Report of the 13th Party Central Committee at the 14th National Party Congress is being consulted to determine many important contents related to salary reform and organizational structure.

Research on overall amendments to the 2013 Constitution

Specifically, in part XIII - Continuing to promote the building and perfecting of the Vietnamese socialist rule-of-law state, the draft clearly states: Building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, for the people, led by the Communist Party of Vietnam is a central task of political system innovation; must always be placed in the overall work of building and rectifying the Party and the political system to be clean, strong and comprehensive; building a modern, effective and efficient national governance; having a complete legal system that is strictly implemented; ensuring and protecting justice, human rights and civil rights.

Research and comprehensively amend the 2013 Constitution to suit the reality and requirements of national development in the new period.

Innovating thinking, perfecting methods and processes of law making

Continue to build the National Assembly to truly be the highest state power body, representing the will and aspirations of the people; promote democracy, rule of law, modernity, professionalism, science , publicity, transparency, effectiveness and efficiency in the organization and operation of the National Assembly, decide on important issues of the country, exercise supreme supervision over the activities of the State; promote the role and responsibility of the National Assembly Standing Committee in explaining the law.

Innovate thinking, improve methods and processes of law-making to ensure professionalism, science, timeliness, efficiency, and meet the requirements of rapid and sustainable national development in the new era.

Continue to review and complete regulations on organizational structure.

Continue to review and complete regulations on functions, tasks and organizational structure of ministries, ministerial-level agencies and government agencies.

Promote the role of the Government, the Prime Minister and Government members in building development institutions, policies, laws, strategies, planning, development plans, macro-management, decentralization, delegation of power, assignment, coordination, inspection and supervision mechanisms.

Continue to innovate, build a professional, modern and effective administration, and drastically reduce administrative procedures in the operations of the Government, ministries, branches and local authorities.

Continue to perfect the functions, tasks, powers, organizational structure, staffing, and working relationships between government levels.

Promote decentralization and delegation of power towards enhancing autonomy and self-responsibility of local authorities with the motto "locality decides, locality acts, locality is responsible".

Continue to improve the operation of two-level local government, effectively exploit development space, promote the potential and advantages of localities and regions in accordance with the characteristics of each locality, associated with the requirements of regional development and regional linkage.

Continue to improve the functions, tasks and effective and efficient operations of the People's Court and People's Procuracy systems; improve legal aid institutions, judicial assistance and other institutions, contributing to building a professional, modern, fair, strict, honest judiciary serving the Fatherland and the People; improve the effectiveness of out-of-court dispute resolution mechanisms; continue to improve policies and laws in the field of judicial assistance and legal aid.

Continue to innovate the organization and operating mechanism to improve the quality, effectiveness and efficiency of the State Audit.

Improving the effectiveness of regional linkages; continuing to promote decentralization, delegation of authority, and authorization in a scientific and reasonable manner, coupled with enhancing responsibility, linked with ensuring resources, in accordance with the capacity to perform tasks; strengthening inspection and supervision; ensuring unified management by the Central Government, while promoting the proactive, creative, and self-responsible role of localities.

Building a team of cadres, civil servants and public employees at all levels, especially at the strategic and grassroots levels, with adequate qualities, capacity, professional qualifications, true professionalism, integrity, and strict implementation of responsibilities and public service ethics.

There are policies on treatment, salary and income regimes to ensure a living for cadres, civil servants and public employees so that they can work with peace of mind, be honest and impartial, and meet the requirements of their tasks in the new situation.

Conducting salary policy reform; regulations on allowance regime

The draft also defines the task: Building a culture of integrity, without corruption, waste, or negativity among cadres, party members, civil servants, and public employees, with a salary and treatment regime appropriate to contributions and talents so that corruption and negativity are not wanted and not needed.

Regarding the content of salary reform, the draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of the Party (attached with the Political Report of the 13th Party Central Committee at the 14th National Congress of the Party) assigns Government Party Committee; Central Organizing Committee; Central Party Office: Carry out salary policy reform; regulations on allowances for holding multiple positions; social housing policy for cadres, civil servants and public employees facing housing difficulties; social insurance policy, preferential subsidies for meritorious people in line with reality. Implementation period in December 2025 and June 2026.
