Special term, many new and unprecedented contents

The draft report on the work of the 15th National Assembly clearly states that the 15th tenure is a special tenure, operating in a challenging and volatile context. The workload and pressure of work has increased many times compared to previous tenures, with many important issues, many new, complex and unprecedented contents.

Under the correct, timely, and close leadership and direction of the Party Central Committee, the Politburo, and the Secretariat, headed by General Secretary To Lam; the concentration, clarity, strength, and decisive actions of state agencies; and the proactiveness, determination, steadfastness, solidarity, and unified actions of the entire political system, the 15th National Assembly has achieved many positive results.

Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung emphasized that the National Assembly has strongly promoted its role in perfecting institutions and laws, especially the timely amendment and supplementation of the 2013 Constitution to institutionalize the Party's major policies, especially on the arrangement of the state apparatus in the direction of "streamlining, effectiveness, efficiency, close to the people, close to the people, close to reality".

Legislative activities have seen strong innovations in methods, thinking, and construction processes, with proactive, early preparation from afar. Supervision activities have been strengthened and put into practice; the work of deciding on important national issues has been fundamentally reformed. The way of organizing National Assembly sessions has many improvements, innovations, and flexibility to adapt to the realities.

Along with that, the National Assembly's foreign affairs activities have been strengthened and promoted on both bilateral and multilateral levels, going into depth and being implemented at many levels, contributing to raising the level of Vietnam's foreign affairs activities from "active participation" to "proactively contributing to building and orienting common rules of the game".

The National Assembly is exemplary in organizing the apparatus and proactively ensuring the quality and progress of assigned tasks, together with the entire political system, determined to put the two-level government model into official and smooth operation.

In addition, the Digital National Assembly, the digital popular education movement - Digital National Assembly have been actively deployed; the application of artificial intelligence has been promoted... The organization of activities to celebrate the 80th anniversary of the first General Election to elect the Vietnamese National Assembly was practical, with rich content; in particular, for the first time, the meeting between General Secretary To Lam and generations of National Assembly deputies was successfully and solemnly organized.

The term of the 16th National Assembly is identified as an important milestone on the new development path of the country, with the meaning of orienting the future, entering a new era of the Vietnamese nation. In that context, the 15th National Assembly recommends that the 16th National Assembly and the following terms continue to innovate their thinking, perform well the three most important functions: legislation, supreme supervision, and deciding on important issues of the country. Continue to research, improve, and innovate the way the National Assembly and its agencies operate, ensuring efficiency, reducing formality, and increasing substance; strengthen coordination between agencies of the National Assembly, the Government, and the Vietnam Fatherland Front in preparing contents to be submitted to the National Assembly, ensuring closeness and efficiency.

A more comprehensive assessment of the supervision of legal documents

The National Assembly Standing Committee basically agreed with the content of the draft Report summarizing the work of the 15th tenure of the National Assembly and the National Assembly Standing Committee and highly appreciated the Drafting Committee for its meticulous and careful preparation.

Regarding the work of law-making, Chairman of the Committee on Culture and Society Nguyen Dac Vinh noted that the National Assembly has made many innovations in a progressive direction, making laws in a concise and clear manner, demarcating responsibilities and having good coordination between the agencies of the National Assembly and the agencies of the Government. The content of the legal documents also mentions new areas such as: regulations on cyberspace, digital transformation; regulations on decentralization and delegation of powers.

In addition, the National Assembly has also issued many laws and resolutions to promptly institutionalize the policies of the Party and the State, resolving many outstanding issues. Law-making is a bright spot.

Regarding supervision work, the Chairman of the Committee on Culture and Society noted that the conclusions of the questioning and answering questions were implemented immediately and were very important; the explanation sessions of the Committees were also conducted in a very methodical and orderly manner, focusing on hot issues.

Recently, the National Assembly Standing Committee has successfully organized the National Assembly Forum on Supervisory Activities and will soon organize a forum on law-making. These are very important forums, in line with the functions and tasks of the National Assembly. Through the forums, many solutions have been proposed to help the National Assembly, the National Assembly Standing Committee and the National Assembly agencies improve their legislative and supervisory work. Therefore, the Chairman of the Committee on Culture and Society hopes that these activities will continue to be promoted in the next term of the National Assembly.

Chairman of the Law and Justice Committee Hoang Thanh Tung stated that when talking about the results of institutionalizing 156 legislative tasks, it is necessary to emphasize that during the term of the 15th National Assembly, the National Assembly Standing Committee added many other draft laws and resolutions to the legislative program to promptly institutionalize the Party's policies and guidelines, remove obstacles, and serve socio-economic development.

The Chairman of the Law and Justice Committee also suggested that it is necessary to review and supplement the fields of economics - finance, culture - society, science and technology, environment, national defense and security... to ensure comprehensiveness, not too biased towards the field of law and justice. At the same time, it is necessary to evaluate and analyze more fully the activities of supervising legal documents because this is also one of the achievements that the National Assembly Standing Committee has paid great attention to directing and implementing in this term and has many innovations compared to previous terms.

In his concluding remarks, National Assembly Chairman Tran Thanh Man highly appreciated the Drafting Committee and the National Assembly Office for preparing the Report very seriously, elaborately, and methodically; however, he suggested that the report should be shortened, with focus, key points, and high generalization.

Regarding the content of the report, the National Assembly Chairman noted that it is necessary to emphasize that power control, prevention and fight against corruption and negativity are carried out regularly; personnel work is completed promptly during the term; the organization of the National Assembly Forum on supervisory activities is also a new point; at the same time, continue to review and update new content, with full supporting data; for recommendations in the Summary Report of the work of the 15th National Assembly term, it is necessary to present them briefly and concisely.

The National Assembly Chairman highly appreciated the high-quality and diverse opinions of the National Assembly Standing Committee at the meeting; requested the Drafting Committee to fully absorb them to complete the Reports; clearly separate the two Reports, highlighting the leadership and direction role of the National Assembly Standing Committee.
