On the morning of October 1, the working delegation of the Ho Chi Minh City Party Committee led by Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang visited and worked with the Party Committee and government of Di An ward on the operation of the two-level local government and party building work.
Also attending was Head of the National Assembly Delegation of Ho Chi Minh City Nguyen Van Loi. Acknowledging the efforts of the leadership of Di An ward in implementing the 2-level local government model, ensuring smooth operations, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang assessed: Di An is a locality with a workload exceeding the general level of the City, so it needs to be considered according to a separate mechanism.
With the largest population in the city, Di An ward cannot apply the average mechanism. Departments and branches must coordinate directly with the locality.

To solve problems arising in the locality, the head of the Ho Chi Minh City Party Committee noted that local leaders should not wait for or depend on instructions from superiors, but should proactively handle work within their authority; localities should adapt and proactively manage.
From the recommendations of Di An ward, Secretary of the City Party Committee Tran Luu Quang assigned the relevant agencies to study and propose a solution to give special priority to wards with large populations, first of all in Di An ward, to ensure the rights of the people and motivate the grassroots staff.
Regarding the issue of organizational structure, Mr. Tran Luu Quang requested the City People's Committee and specialized agencies to study solutions to ensure regimes and allowances for grassroots cadres.
Reporting at the meeting, Secretary of the Party Committee of Di An Ward Vo Van Hong said that the locality is currently managing more than 234,000 people, the largest population in the City after the administrative unit arrangement, leading to great pressure on the social infrastructure system, security and order and administrative procedure settlement.
The ward's public administrative service center is currently staffed with 17 employees at 20 reception counters; on average, it processes over 400 files per day, mainly in the fields of justice, land, business and construction.
According to the Party Secretary of Di An Ward, the ward's human resources are not commensurate with the actual workload. In particular, the education sector is lacking 267 teachers, and the number of schools is not enough to meet the needs of children residing in the area.
The Ward Party Committee proposed that the City Party Committee consider applying a special mechanism in allocating staff, prioritizing public investment capital for urban beautification and allowing the issuance of land use right certificates for eligible spontaneous subdivision areas.
Di An Ward was established on the basis of merging the entire area and population of Di An and An Binh wards and some neighborhoods of Tan Dong Hiep ward (former Binh Duong province); the economic structure is in the direction of industry-trade-service-agriculture, with 4 industrial parks and 1 industrial cluster in operation./.
