How to get people's opinions to contribute to the drafting of documents for the 14th National Party Congress?

On the afternoon of October 15, the international press conference announcing draft documents to be submitted to the 14th National Party Congress informed about the forms of public consultation.

According to Mr. Lai Xuan Mon - Deputy Head of the Central Propaganda and Mass Mobilization Commission, up to now the content of the document basically meets the requirements for submission to the 14th National Congress of Delegates to shape strategic thinking and orientation for national development.

To continue to supplement and perfect the documents, demonstrate the strategic vision with three strategic breakthroughs of institutions, infrastructure and human resources, and clarify development orientations in the new situation, the documents were officially announced to solicit public opinion.

Contents of public consultation

Regarding the process and method of collecting comments, Mr. Lai Xuan Mon said that the documents for which comments were collected include: the draft political report of the 13th Party Central Committee to be submitted to the 14th Party Congress; the draft report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years; the report summarizing 15 years of implementing the Party Charter 2011 - 2025 and proposed directions for supplementing and amending the charter.

On that basis, the public consultation on the draft documents submitted to the congress will take place from October 15, 2025 to November 15, 2025. The subjects of consultation are party members, people of all walks of life and our compatriots abroad, with the contents of the draft documents as above.

Opinions will be collected through three forms: conferences, seminars, and discussions; VNeID application; and through feedback letters.

For the Central Committee of the Vietnam Fatherland Front , socio-political organizations will collect opinions by vertical sector; Party committees at all levels, central and local press agencies will receive letters of comments sent by the people.

At the same time, the Ministry of Public Security coordinated with the Party Central Office, the Central Propaganda and Education Commission to collect opinions via VNeID; Vietnamese representative agencies abroad received letters of comments from overseas Vietnamese.

The Central Propaganda and Mass Mobilization Commission will synthesize comments on the draft documents to be submitted to the 14th Congress to report to the sub-committees.

In response to questions from international press agencies about why an international press conference was held to announce the draft document to solicit public opinion when it had not been held before, Mr. Mon said that the Politburo and the Central Executive Committee wanted to be receptive and listen thoroughly to the opinions of party members and the people.

On that basis, gather and promote the people's intellectual mastery to participate in contributing to Party building, building and planning important guidelines, policies and decisions of the country.

Mr. Mon emphasized that all policies and decisions of the Vietnamese Party and State are for the people, caring for the people, taking care of the people's legitimate rights and interests. Therefore, soliciting people's opinions to participate in building the country's policies, guidelines and decisions is to ensure these rights, interests and the responsibility to participate.

Regular and continuous consultation

Professor Ta Ngoc Tan - Permanent Vice President of the Central Theoretical Council - emphasized the need to collect public opinions to fully and thoroughly complete and prepare for the congress according to the plan and time announced to collect public opinions.

According to him, this is not the first time that public opinion has been collected, but throughout the process of drafting Party Congress documents, opinions have been collected at many different levels. Accordingly, the entire process of drafting documents is an open process, continuously asking for opinions, so every time there is a change in opinion, it is updated.

For example, the first target does not set double-digit growth. However, when orienting the general target of the 100th anniversary of the Party's founding in 2030, our country will become a developing country with modern industry, high average income and by 2045, the 100th anniversary of the country's founding, it will be a developed country, high income with socialist orientation, the requirement of double-digit growth is set.

"To achieve high income, of course, the growth rate must be double digits. Although international organizations calculate that maintaining a growth rate of 8.5% is enough, to ensure the above target, growth must be set. Therefore, it is not only now that we ask for the opinions of the people, but the process of collecting opinions and building documents is an open and continuously improving process," said Mr. Tan.
