Today, in the land of the ancient capital, in the space of the World Cultural and Natural Heritage Trang An Scenic Landscape Complex, which marks the long history of humanity and the Vietnamese people, Ninh Binh province in coordination with the Ministry of Culture, Sports and Tourism, the Vietnam National Commission for UNESCO solemnly organized the 10th Anniversary of Trang An Scenic Landscape Complex being recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO) as a World Cultural and Natural Heritage.

On behalf of the Party Committee, Government and People of Ninh Binh province, I warmly welcome and respectfully send to Comrade Tran Luu Quang, Member of the Party Central Committee, Deputy Prime Minister of the Socialist Republic of Vietnam; leaders and former leaders of the Party, State and Vietnam Fatherland Front; Chairwoman of the UNESCO General Assembly; distinguished delegates, guests, all people and tourists my greetings and best wishes for health, happiness and success.

Ninh Binh province is proud to have many unique landscapes and historical and cultural relics. Following closely the leadership and direction of the Central Party, the Government, the National Assembly, especially the attention, leadership and close direction of the Party and State leaders of all periods and the Central agencies; since 2001, the Party Committee, the Government and the People of Ninh Binh province have implemented an economic model shifting from "brown" to "green", focusing on developing tourism and services based on preserving and promoting cultural - historical, natural - ecological values. Having early identified the potential and value, focused on research and building a submission dossier, on June 25, 2014, Trang An Scenic Landscape Complex was recognized by UNESCO as a World Cultural and Natural Heritage, with outstanding global values in: (1) Geological and geomorphological evolution representing the formation and tectonic formation of the Earth's crust; (2) The aesthetics of the natural landscape have existed for millions of years; (3) The continuous settlement and adaptation process of humans over 30,000 years of history . Becoming the first and only "dual" heritage to date of Vietnam and the Southeast Asia region.

Immediately after Trang An became a World Heritage Site, the Provincial Party Committee, People's Council and People's Committee of Ninh Binh province focused on implementing the master plan, promulgating many policies and synchronously implementing solutions in managing, preserving and promoting the value of the heritage on the basis of the provisions of the 1972 Convention on the Protection of Cultural and Natural Heritage and the laws of Vietnam; implementing a development model that harmoniously combines heritage restoration, conservation and green, sustainable growth; in which, focusing on developing the role of the subject and the central position of the people, mobilizing the participation of the whole society in preserving and promoting heritage values.

Therefore, after 10 years of being recognized as a World Heritage Site, Trang An Scenic Landscape Complex is considered by many organizations, experts and scientists to be an exemplary model, a typical example of successfully combining economic development and sustainable tourism while still respecting nature, ensuring the harmony of interests of the people, the State and businesses; and promoting the effectiveness of public-private cooperation.

Trang An Heritage, like a "precious gem", has become the heart, maintaining the beat, rekindling the past, filtering and preserving the precious values of nature, culture and humanity. The values of this Heritage are strongly promoted, becoming an invaluable resource, with strong attraction, an endogenous resource and an important driving force for Ninh Binh to develop in the period of innovation and international integration and development; bringing Ninh Binh into the UNESCO-titled heritage network; at the same time, playing a core, central role, shaping the development of the province's urban system in the direction of heritage urban; promoting the socio-economic development of Ninh Binh province in the right direction, which is: "Fast, Sustainable and Harmonious" development, economic growth is always associated with cultural and social development, ensuring social justice and progress, protecting the ecological environment; Developing green, clean, environmentally friendly industry; Developing organic, circular, multi-value agriculture; Promoting the development of high-quality eco-tourism, associated with cultural - historical - natural values, especially the fine traditions of the people, the land of Hoa Lu Ancient Capital, the outstanding global values of Trang An Scenic Landscape Complex. From there, Ninh Binh will develop rapidly, becoming a comprehensively developed locality, a province that can balance its budget from 2022, with an average income per capita ranked 12th out of 63 provinces and cities nationwide; an attractive destination for tourists and investors.

At this solemn celebration, on behalf of the Party Committee, Government and People of Ninh Binh province, please allow me to express my deep gratitude to the Party Central Committee, Government, National Assembly; leaders and former leaders of the Party, State, Vietnam Fatherland Front; Central Committees, Commissions, Ministries, branches, organizations, the United Nations Educational, Scientific and Cultural Organization; domestic and international organizations, experts and scientists who have cared, helped and accompanied Ninh Binh province in the process of managing, preserving and promoting the value of Heritage, as well as developing the local socio-economy during the past periods.

The road ahead is opening up for Ninh Binh province many opportunities and advantages, but also many challenges in the management, preservation and promotion of Heritage values associated with economic and social development, ensuring national defense and security. With the highest determination, the Party Committee, Government and People of Ninh Binh province will continue to promote the achievements, promote internal strength, tradition of solidarity, overcome difficulties with a proactive and creative spirit to preserve and pass on this invaluable Heritage to future generations, connect heritages around the world to join hands to protect the green earth, a peaceful and prosperous world; build Ninh Binh province into a Millennium Heritage City under the Central Government, a center of tourism, cultural industry, national and international heritage economy; one of the leading localities in bringing greenhouse gas emissions to "0" in Vietnam, typical of innovative startups; have a high position and brand value in the network of heritages holding UNESCO titles; prosperous society, happy people

Ninh Binh province also hopes that practical experiences at Trang An Scenic Landscape Complex will be summarized, shared and spread more strongly in Vietnam as well as other countries around the world by central agencies and UNESCO.
