Organize well the activities to celebrate the 70th anniversary of Dien Bien Phu victory

On the afternoon of January 26, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with the Standing Committee of Dien Bien Provincial Party Committee on preparations for the celebration of the 70th anniversary of Dien Bien Phu Victory Day.

Also attending the meeting were comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister; Party Central Committee members: Minister, Head of the Government Office Tran Van Son, Minister of Transport Nguyen Van Thang, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong, Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; leaders of ministries, branches, central agencies, Dien Bien province and Vietnam Electricity Group.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested Deputy Prime Minister Le Minh Khai to directly direct and Dien Bien province to proactively and closely coordinate with ministries and agencies to focus on implementing a number of key tasks.

Accordingly, continue to closely follow and strictly implement the direction of the Secretariat and the Prime Minister in Notice No. 160/TB-VPCP, the content of the overall project of activities to celebrate the 70th anniversary of Dien Bien Phu Victory, develop a plan, and organize well the activities to celebrate the 70th anniversary of Dien Bien Phu Victory to ensure compliance with regulations, security, safety, economy and efficiency.

Dien Bien province continues to make efforts, ministries, branches and localities continue to join hands to help, coordinate and support Dien Bien province to synchronously and comprehensively implement specific programs and projects according to the overall project and related work.

The Prime Minister requested Dien Bien province to launch and implement a patriotic emulation movement to celebrate the 70th anniversary of the Dien Bien Phu victory "famous in five continents, shaking the earth"; strengthen communication activities, regularly hold press conferences to provide information to press agencies, strengthen traditional education for the people, especially the young generation; organize well activities to meet and pay tribute to Dien Bien soldiers and laborers, organize memoirs, collect documents, artifacts, and stories about the Dien Bien Phu victory.

Along with that, refer to the experience of other countries in preserving, embellishing and promoting the value of the special national relic of Dien Bien Phu battlefield, so that every Dien Bien citizen can be proud of their homeland and the heroic historical tradition of the country, arouse and promote the spirit of self-reliance, self-improvement, create new momentum, new motivation, new victories.

At the same time, promote propaganda activities on culture, sports, tourism and other activities to promote the cultural heritage of ethnic groups in Dien Bien province, especially traditional festivals and New Year, scenic spots, relics, typical tourist attractions, etc.

The Prime Minister suggested that, in addition to the projects and commemorative works invested by the Central Government, Dien Bien province should select and implement a number of other meaningful projects and commemorative works. On this occasion, the Prime Minister commended Dien Bien province for its efforts in site clearance, working with agencies to complete the Dien Bien airport expansion project by the end of 2023 and complete the project to build 5,000 solidarity houses in difficult budget conditions, with the Dien Bien Phu spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible".

The Prime Minister suggested that the province launch a movement for each person, each household, each agency to plant Bauhinia flowers, making Dien Bien a province of Bauhinia flowers, thereby creating a prominent mark, along with exploiting and promoting the infrastructure works of airports and highways that have been and are being invested in, attracting tourists, promoting tourism development in particular and socio-economic development in general.

The Prime Minister issued a Decision dated December 21, 2023, adding more than 312 billion VND to Dien Bien province to implement the Commemorative Project. The Prime Minister assigned Dien Bien province to urgently allocate for implementation according to regulations; at the same time, coordinate with relevant agencies to continue reviewing, balancing, and mobilizing various legal capital sources, including proposing competent authorities to decide and add budget support to the province to implement the work on the basis of specific projects.
