Regulation No. 232 raises many issues: age and educational level of people joining the Party; rights of Party members; introduction and admission of people into the Party; Party membership of Party members; management of Party membership cards, management of Party membership records; a number of regulations on implementing the principle of democratic centralism; on the tasks of Party committees convening congresses; number of delegates attending congresses...

Notably, regarding the Party's organizational system, Regulation 232 mentions the establishment of Party organizations in state agencies, the Fatherland Front and socio- political organizations. Accordingly, at the central level, the National Assembly Party Committee; the Government Party Committee; the Fatherland Front Party Committee and central organizations directly under the Party Central Committee will be established.

The regulation states that the Politburo decides on the establishment and decides on the functions, tasks, and organizational structure of the National Assembly Party Committee; the Government Party Committee; the Vietnam Fatherland Front Party Committee, and central mass organizations directly under the Central Committee. The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, providing guidance on the organization and staffing of specialized agencies to advise and assist the Party Committees directly under the Central Committee.

Regulation 232 also states that the Party Committee directly under the Central Committee decides to establish Party Committees (Party Cells): Ministries, state management agencies, the State Audit, the Vietnam Fatherland Front, socio-political organizations; mass organizations assigned tasks by the Party and the State and a number of large-scale, important socio-political associations according to the decision of the Politburo and the Secretariat, after the Central Organizing Committee has agreed in writing. Party Committee (Party Cell) personnel are decided by competent authorities according to the decentralization of cadre management.

The Standing Committee of the National Assembly Party Committee decides to establish, determine the functions and tasks, and directly leads and directs the activities of party cells in the National Assembly delegation (operating at National Assembly sessions).

In provinces and centrally run cities (hereinafter referred to as provinces and cities), Regulation 232 states that a Party Committee of the Provincial and Municipal People's Committee will be established under the Executive Committee of the Provincial and Municipal Party Committee. The Standing Committee of the Provincial and Municipal Party Committee shall decide on the establishment and decide on the functions, tasks, and organizational structure of the Party Committee of the Provincial and Municipal People's Committee under the Provincial and Municipal Party Committee according to the regulations of the Secretariat.

Regarding the establishment of Party committees of Party agencies, according to Regulation 232, at the Central level, Party committees of Central Party agencies will be established directly under the Party Central Committee. The Politburo decides to establish and decides on the functions, tasks, and organizational structure of Party committees of Central Party agencies directly under the Central Committee. The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, guiding the organization and staffing of specialized agencies to advise and assist the Party Committees of Central Party agencies. Party committees of Central Party agencies decide to establish Party committees: the Supreme People's Court, the Supreme People's Procuracy according to the regulations of the Secretariat. In provinces and cities, Party committees of provincial and municipal Party agencies will be established directly under the Party Executive Committees of provinces and cities. The Standing Committees of provincial and municipal Party Committees decide to establish and decide on the functions, tasks, and organizational structure of Party committees of provincial and municipal Party agencies directly under the Party Committees of provinces and cities according to the regulations of the Secretariat.

Party committees of provincial and municipal Party agencies establish grassroots party committees (cells): People's Councils, People's Courts, People's Procuracies, Fatherland Front, socio-political organizations, and provincial-level mass organizations assigned tasks by the Party and State (after the provincial and municipal Party Committees' organizing committees have agreed in writing); party committee (cell) personnel are decided by competent authorities according to the cadre management hierarchy. Regulation 232 clearly states that grassroots party committees are not established.
