Regulation 232 also states that the Party Committee directly under the Central Committee decides to establish Party Committees (Party Cells): Ministries, state management agencies, the State Audit, the Vietnam Fatherland Front, socio-political organizations; mass organizations assigned tasks by the Party and the State and a number of large-scale, important socio-political associations according to the decision of the Politburo and the Secretariat, after the Central Organizing Committee has agreed in writing. The Standing Committee of the National Assembly Party Committee decides to establish, determine the functions and tasks, and directly leads and directs the activities of party cells in the National Assembly delegation (operating at National Assembly sessions).

In provinces and centrally run cities (hereinafter referred to as provinces and cities), Regulation 232 states that a Party Committee of the Provincial and Municipal People's Committee will be established under the Executive Committee of the Provincial and Municipal Party Committee. Party committees of provincial and municipal Party agencies establish grassroots party committees (cells): People's Councils, People's Courts, People's Procuracies, Fatherland Front, socio-political organizations, and provincial-level mass organizations assigned tasks by the Party and State (after the provincial and municipal Party Committees' organizing committees have agreed in writing); party committee (cell) personnel are decided by competent authorities according to the cadre management hierarchy. Regulation 232 clearly states that grassroots party committees are not established.
