On the side of the Ministry of National Defense, there was the presence of General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army.

The 11th Congress of the Emulation Movement for Victory for the entire Army is a significant political event, opening a new direction for the development of the Emulation Movement for Victory in the entire Army and militia and self-defense forces of the whole country. The Congress is a gathering place for typical and advanced collectives and individuals representing agencies, units, fields of work and tasks of training, combat readiness, education and training, scientific research, production labor, and unit building. Each advanced model is not only an example of responsibility, creativity, and discipline, but also a symbol of the aspiration to contribute, contributing with the country and the Army to firmly step into the era of development of wealth, prosperity, civilization, and happiness of the nation.

Presenting the report on the results of the Emulation - Commendation work and the Emulation Movement for Victory in the period of 2020-2025, General Trinh Van Quyet stated: Under the leadership and direction of the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People's Army, Party committees, political commissars, political officers, commanders, political agencies, Emulation - Commendation Councils at all levels, the accompaniment and coordination of central and local departments, ministries, branches, mass organizations; officers, soldiers and workers in the entire army and militia and self-defense forces nationwide have promoted the revolutionary nature, the tradition of the heroic Army and the noble qualities of Uncle Ho's soldiers, successfully performed the functions of a combat army, a working army, a production labor army, excellently completing assigned tasks, with many outstanding marks.

With outstanding results, the Congress acknowledged, commended and congratulated the outstanding achievements of collectives and individuals who were rewarded and awarded emulation titles at all levels; warmly congratulated more than 300 typical advanced collectives and individuals honored at the Congress.

At the Congress, delegates presented papers highlighting measures, methods, results and important contributions of emulation and reward work and the Emulation to Win movement of agencies, units and individuals; proposed experiences and solutions to improve the effectiveness of emulation and reward work and the Emulation to Win movement in the next period.

Speaking at the Congress, General Secretary To Lam expressed his joy and emotion when attending the 11th National Emulation Congress, a festival honoring the will, discipline, strength, intelligence and dedication of Uncle Ho's soldiers. On behalf of the leaders of the Party, the State and the Central Military Commission, the General Secretary sent his best regards and warm congratulations on the outstanding achievements that agencies, units, factories, academies, schools, hospitals, defense enterprises, typical advanced collectives and individuals of the entire army have achieved in the Emulation Movement for Victory in recent times.

The General Secretary requested that Party committees and commanders at all levels take care to replicate typical examples: Have a mechanism for timely recognition and appropriate rewards; incorporate good models into training and work programs so that everyone can progress together. The General Secretary firmly believes that, with the rich tradition, with the Vietnamese mettle and intelligence, with the direct, absolute, and comprehensive leadership of the Party, with the close coordination of the entire political system and the support of the people, the Emulation Movement for Victory of the entire army will continue to develop strongly, substantially, and effectively; create a new breakthrough in building a revolutionary, disciplined, elite, and modern army; contribute worthily to the cause of building and firmly defending the socialist Vietnamese Fatherland.

In his closing speech at the Congress, Minister of National Defense Phan Van Giang stated: Over the past 5 years, the emulation and reward work and the Emulation Movement for Victory of the entire army have been deployed promptly, comprehensively, synchronously, with focus and key points, taking place enthusiastically and widely, with many new features and outstanding results, contributing to promoting, encouraging and motivating officers and soldiers of the entire army and militia and self-defense forces nationwide to promote patriotism and the glorious tradition of the heroic Vietnam People's Army and Militia and Self-Defense Forces, regardless of difficulties, hardships and sacrifices, and excellently completing assigned functions and tasks.

General Phan Van Giang emphasized: In order to effectively implement the Emulation Movement for Victory in the 2025-2030 period, the Central Military Commission Standing Committee and the Emulation and Reward Council of the Ministry of National Defense require Party committees, political commissars, political officers, and commanders at all levels to continue to thoroughly grasp Ho Chi Minh's thought on patriotic emulation; the Party's viewpoints and guidelines, the State's policies and laws, resolutions and directives of the Central Military Commission and the Ministry of National Defense on emulation and rewards; to conduct well propaganda and education work, making cadres and soldiers of the entire army and militia and self-defense forces nationwide further raise their awareness of the position, significance, and importance of emulation and rewards; thereby building the right motivation and determination, promoting responsibility and self-awareness, and the spirit of innovation and creativity in implementing emulation goals, contents, and targets.

General Phan Van Giang requested the entire army to thoroughly grasp and effectively implement the "three focuses" and "three determinations" according to the direction of General Secretary To Lam at the 14th Central Military Commission Conference and at the 11th Military Emulation Congress, so that the Military Emulation Movement for Victory will increasingly develop, spread strongly, have more substantial results, clearer products, and more practical significance.

To recognize, commend and honor the achievements of typical advanced collectives and individuals in the Emulation Movement for Victory in the period 2020-2025, the Minister of National Defense decided to award emulation flags to 84 collectives; and certificates of merit to 151 collectives and 158 individuals. On this occasion, General Phan Van Giang and General Trinh Van Quyet awarded flags to 56 typical advanced collectives representing units under the Ministry of National Defense.
