Timely grasp of reality from the grassroots

On September 30 and October 1, 2025, after storm No. 10 made landfall and caused heavy damage to the North Central provinces, the Agribank working delegation led by Comrade To Huy Vu - Party Secretary, Chairman of the Board of Members went directly to Nghe An to work. The working trip aimed to grasp the reality, direct response and promptly propose solutions to overcome the consequences.

Also attending were comrades Pham Duc Tuan - Member of the Party Committee Standing Committee, Member of the Board of Directors; Vuong Hong Linh - Member of the Party Committee, Deputy General Director; Hoang Minh Ngoc - Member of the Party Committee, Deputy General Director, and representatives of leaders of some units of the Head Office. The delegation visited and worked with Agribank branches in Tay Nghe An, Nam Nghe An and Nghe An.

According to reports, storm No. 10 (Bualoi) with winds of level 10-11, gusts of level 12-13, accompanied by heavy rain lasting 6-8 hours, caused flooding and landslides in many areas, affecting thousands of households and agricultural production. Some Agribank transaction points were flooded, but there was no loss of life or property.

Previously, implementing the direction of the State Bank in Document No. 6008 dated July 14, 2025 and documents of Agribank, branches proactively developed response scenarios, were on duty 24/7 to prevent natural disasters, coordinated with competent authorities to ensure transaction safety, cash collection and disbursement, and maintained the operation of payment systems, ATMs, POS, Internet Banking and Mobile Banking. In particular, many ATMs were promptly relocated to avoid leakage and electrical short circuits.

In parallel, the branches checked the safety of the treasury, moved assets and documents into safes, iron cabinets, and metal boxes to ensure absolute safety. Thanks to careful preparation, the branches did not cause any property damage and ensured the safety of their staff.

At the meeting, the Chairman of the Board of Directors of Agribank encouraged and acknowledged the efforts of the staff and workers to "stick to the land and the people", persistently serving customers even in harsh conditions. He emphasized that this is a vivid manifestation of the mission of serving "three farmers" that Agribank always pursues.

Urgent direction to overcome difficulties and ensure safe operations

Speaking at the branches, Chairman To Huy Vu requested the entire system in Nghe An to urgently overcome the consequences, restore facilities, and maintain smooth operations to serve the people. Agribank leaders noted that post-storm circulation could be complicated, so units must continue to strengthen disaster prevention and ensure safety.

Nghe An currently has more than 19,225 houses with roofs blown off and 2,200 houses flooded by storm No. 10. This means that many Agribank customers are directly affected. The Chairman of the Board of Directors requested a review of the entire credit portfolio, identifying customers with losses, especially cases where collateral assets such as land, crops, and livestock are damaged.

To provide timely support, Agribank will launch preferential credit packages with simple procedures and quick disbursement to help people repair their homes and restore production. At the same time, the bank will research and issue special credit programs for customers who suffered damage due to storms.

At the same time, Agribank also promotes the provision of property insurance and natural disaster insurance products to support customers in preventing long-term risks, thereby both protecting people's rights and minimizing the bank's credit risks.

On behalf of Agribank, Chairman of the Board of Directors To Huy Vu presented 5 billion VND from the Welfare Fund to support social security in Nghe An province.

This amount of money will be used to help policy families and households in especially difficult circumstances, severely affected by storms and floods.

Representing the local government, Mr. Bui Thanh An - Standing Vice Chairman of Nghe An Provincial People's Committee expressed his respect and appreciation for the role of Agribank. He affirmed that the bank is not only the main force in agricultural and rural credit but also a pioneer in charity work, accompanying the government in taking care of people's lives.

At the opening ceremony of branches in the area, comrade To Huy Vu - Party Secretary, Chairman of the Board of Directors of Agribank presented social security support to join hands with the government and people of Nghe An province to overcome the consequences of storm No. 10.

Over the years, Agribank has consistently implemented the philosophy of "Banking for the community". Particularly in the Central region - an area frequently affected by storms and floods, the bank has implemented many long-term programs such as: building Great Unity Houses, Houses of Gratitude; supporting the restoration of schools and medical stations; awarding scholarships and books to students; supporting seeds, seedlings, and production equipment for people to reproduce after natural disasters.

These activities are both deeply humane and contribute to strengthening the community's trust in Agribank - a large commercial bank with a wide network in rural areas.

At the end of the working trip, the Chairman of the Board of Directors of Agribank affirmed that the bank will continue to promote its role as a "Bank for the community", standing side by side with local authorities and people, contributing to sustainable socio-economic development, while ensuring social security in areas heavily affected by natural disasters.
