The conference comprehensively evaluated the results achieved in the past time: by the end of 2024, the whole country had 95.5 million people participating in health insurance, reaching a coverage rate of 94.29% of the population. The grassroots health system has been invested, nearly 13,000 facilities have signed health insurance examination and treatment contracts, contributing to improving people's access to services. Administrative reform and application of information technology in health insurance management and appraisal have also made many strides, 99.5% of medical examination and treatment facilities have connected data to the appraisal system.
Besides the achievements, health insurance activities still have some shortcomings such as: uneven service quality, overload at some hospitals, increasing cost pressure on the health insurance fund, some businesses are slow or evade paying health insurance.
To achieve the goal of sustainable universal health insurance, the Conference proposed many key groups of solutions, focusing on perfecting laws and management mechanisms, increasing investment in grassroots health care, promoting digital transformation, expanding coverage with a focus on vulnerable groups, and improving the effectiveness of inspection and supervision work, ensuring transparency and sustainability of the health insurance fund.
Speaking at the Conference, Deputy Minister Tran Van Thuan emphasized that health insurance is an important social policy, with profound humanitarian significance, demonstrating the spirit of community sharing. After more than a decade of implementation, health insurance has become a pillar of social security, a "financial shield" helping tens of millions of people reduce the burden of medical costs. Deputy Minister Tran Van Thuan acknowledged the efforts of the entire health sector, Vietnam Social Security and localities in implementing Resolution 68; at the same time, he emphasized the determination to bring health insurance policy to a higher stage of development: financially sustainable, fair in benefits, modern in governance and transparent in service provision, with the synchronous participation of the entire political system and the consensus of the people.
