The electronic medical record software is not yet complete, so using and upgrading at the same time causes a lot of confusion in operations. The IT level of medical staff is uneven, making access to new technology limited. Patients do not have personal digital signatures, while the related legal corridor is not really complete and clear. The investment cost is relatively large, especially for public hospitals implementing financial autonomy, causing difficulties for the initial implementation. In addition, the lack of a pricing mechanism for IT services in medical examination and treatment leads to problems in the process of paying health insurance costs.
Faced with that reality, in order to increase the effectiveness of applying Electronic Medical Records, the Department of Health has made recommendations and proposals to the Ministry of Health, relevant Ministries/Sectors and the Provincial People's Committee. Specifically: Issuing the structure of IT application in the price of medical examination and treatment services and the payment unit price for the service of using electronic film to replace plastic film; Circular guiding health insurance appraisal on electronic medical records; Issuing regulations on digital signature by biometrics; Supporting funding sources for investment in equipment, infrastructure, internal network and software... necessary for public medical examination and treatment units in the initial phase of implementing electronic medical records.
The implementation of Electronic Medical Records in Ca Mau province is a turning point in the local digital transformation and an important milestone in the national digital transformation.
