Secretary-General Antonio Guterres expressed his great anticipation of his official visit to Vietnam at the end of October. At the same time, the Secretary-General said that Vietnam is an excellent partner, actively participating and contributing to all priority areas of the UN, especially in peacekeeping , sustainable development, climate change response, and equitable energy transition.
The UN Secretary-General assessed Vietnam as an active member of the UN and a pillar of today's multipolar world, so he believed that emerging economies, including Vietnam, need to have a more worthy voice, representation and role in the global governance system.
President Luong Cuong affirmed that Vietnam believes in and supports multilateralism and the central role of the United Nations in global governance.
Sharing the Secretary-General’s assessment of the world situation, President Luong Cuong expressed his support for the UN reform process and said that countries need to play a leading role in this process and discuss thoroughly for comprehensive and transparent reform. At the same time, the President affirmed that Vietnam is ready to welcome the UN to set up headquarters and offices in Vietnam.
The President was pleased to announce that Vietnam has achieved many results and positive progress in socio-economic development and the implementation of the Sustainable Development Goals; the Just Energy Transition Partnership (JETP) is making positive progress, but still needs support from the UN and international partners.
On that basis, the President proposed that the UN increase technical support, train high-quality human resources, and mobilize resources for developing countries, including Vietnam, especially in accessing preferential climate finance, new-generation clean technology, and improving response capacity.
The two sides agreed to continue to deepen the Vietnam-UN and ASEAN-UN relations in the coming time, promoting ASEAN's central role in the security and development structure in the region, including resolving disputes in the East Sea by peaceful means, complying with the 1982 UN Convention on the Law of the Sea, as well as making common contributions to global issues.
The President and the Secretary-General emphasized the historic significance of opening the signing of the UN Convention against Cybercrime in Hanoi at the end of October 2025.

Earlier, President Luong Cuong led a high-ranking Vietnamese delegation to the 80th anniversary of the founding of the United Nations. The ceremony was attended by 103 heads of state, 46 Prime Ministers, and senior representatives of UN member states and leaders of international and regional organizations.
Strengthen and develop relations with other countries
At the reception for Austrian Chancellor Christian Stocker, President Luong Cuong affirmed that Vietnam always values and wishes to develop the traditional friendship and multifaceted cooperation with Austria.

The President suggested that Austria increase investment in Vietnam in areas where Austria has strengths and Vietnam has demand, and asked the Austrian Parliament to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and have a positive voice so that the European Commission can remove the IUU "yellow card" for Vietnamese seafood. The President affirmed that Vietnam is ready to act as a bridge to support Austria in accessing the potential ASEAN market.
Austrian Chancellor Christian Stocker affirmed that Austria considers Vietnam an important partner in Southeast Asia, agreeing that the two sides need to increase high-level delegation exchanges and all-level delegation exchanges, create more favorable conditions for businesses and localities of the two countries to connect and cooperate, as well as further promote cooperation in economics, trade, investment, science and technology, education and training, tourism, people-to-people exchange and other potential fields.
President Luong Cuong also met with Tajikistani President Emomali Rahmon. The President affirmed that Vietnam always attaches importance to consolidating and developing traditional friendship and multifaceted cooperation with Tajikistan.

The President proposed that the two sides continue to increase the exchange of delegations at all levels, in economics, trade, investment, science and technology, education, tourism and people-to-people exchanges, thereby enhancing understanding and friendship between the two peoples.
Tajikistan President Emomali Rahmon expressed his appreciation and desire to strengthen comprehensive cooperation with Vietnam; affirmed that Vietnam is an important partner in Southeast Asia, and Tajikistan wishes to expand cooperation with Vietnam as well as through Vietnam to expand cooperation with other countries in the region and ASEAN. President Emomali Rahmon proposed that the two sides promote cooperation in areas of potential and strength.
Meeting with Paraguayan President Peña Palacios, President Luong Cuong affirmed that Vietnam always attaches importance to its relations with Paraguay, an important partner of Vietnam in the South American region. Emphasizing that Vietnam is a potential market with a population of over 100 million people, the President suggested that Vietnam and Paraguay improve the effectiveness of economic, trade and investment cooperation.

In that spirit, President Luong Cuong asked Paraguay to support and promote the early launch of the FTA negotiation process between Vietnam and the Southern Common Market (MERCORSUR) and create conditions for Vietnamese enterprises to invest in telecommunications infrastructure, technology and digital transformation in Paraguay.
The Paraguayan President wishes to learn from Vietnam’s experience in integration and development, considering Vietnam an important bridge to expand cooperation with ASEAN countries. In that spirit, Paraguay is ready to support the early launch of the Vietnam - MERCOSUR FTA negotiations, and at the same time expressed the desire to strengthen multifaceted cooperation with Vietnam, especially in the processing, agricultural and textile industries.
