HCMC: More than 17,000 women who give birth to 2 children before the age of 35 receive 3-5 million VND

(Dan Tri) - On the morning of September 25, Ho Chi Minh City awarded 3 million VND in support to a number of women who gave birth to 2 children before the age of 35. This is one of a series of policies to deal with the declining birth rate in Ho Chi Minh City.

More than 17,000 women received support of 3-5 million VND

At the age of 35, Ms. Phuong Linh (35 years old, An Dong ward, HCMC) has just welcomed her family's second baby, while her first child is just 4 years old.

As a ground staff for an international airline, Ms. Linh’s life is always full of busy work. The young mother also wondered about having a second child. However, with the encouragement and support of her family and the company, she and her husband decided to have another baby in April this year.

"At my company, female employees with children under 1 year old are supported by not having to work night shifts and having their working hours reduced compared to normal. This is one of the company's many policies for female employees, helping us to have children and feel secure in taking care of our children," the mother of two shared with Dan Tri .

Ms. Linh shared that although modern society makes many young people reluctant to have a second child, she believes that with proper support from family and government, raising two children is completely possible.

Ms. Phuong Linh is also one of 22 women in An Dong ward who received 3 million VND support from Ho Chi Minh City for women who give birth to 2 children before the age of 35 at the launching ceremony of the Integrated Communication Campaign to provide services to improve population quality in low birth rate areas by 2025, which took place on the morning of September 25.

It is necessary to carry out many synchronous solutions to promote birth.

Sharing with Dan Tri on the sidelines of the ceremony, Mr. Pham Chanh Trung, Head of the Ho Chi Minh City Population Department, said that supporting women to give birth to two children before the age of 35 is one of many policies issued by the Ho Chi Minh City government to address the low birth rate in recent times.

Specifically, in 2024, the People's Council of Ho Chi Minh City issued Resolution No. 40/2024/ND-HDND, deciding to support 3 million VND for women who give birth to two children before the age of 35. This Resolution applies from December 21, 2024 to August 31, 2025.

"According to preliminary statistics, about 9,100 women in the old Ho Chi Minh City area are eligible to receive this support. Wards in the area have received applications and made payments according to regulations," Mr. Trung shared.

After merging with Binh Duong and Ba Ria - Vung Tau , the city government continued to issue Resolution No. 32/2025/NQ-HDND, deciding to support 5 million VND for women who give birth to two children before the age of 35. This resolution takes effect from September 1.

"According to our quick statistics, the city currently has about 8,100 women receiving this support," said Mr. Trung.

According to the Head of the Ho Chi Minh City Department of Population, the support levels of 3-5 million VND are a gift to encourage couples to have two children before the age of 35, solving the city's low birth rate.

In addition, in April, the Ho Chi Minh City People's Committee issued a decision on the Project for comprehensive health care and increasing the total fertility rate for the period 2025-2030.

This project includes many solutions such as supporting the cost of pre-marital health check-ups, vaccinations for women before pregnancy and childbirth, periodic health check-ups for students at all levels, and completely exempting tuition fees for all levels...

These comprehensive solutions, combined with inter-sectoral coordination, will help change people's thinking about marriage, pregnancy and childbirth, contributing to solving the low birth rate in Ho Chi Minh City.

Sharing more, Mr. Trung said that after the merger, Ho Chi Minh City became a megacity with 168 wards and communes with a population of about 14 million people. The city's population picture stands out with two main characteristics: low birth rate and aging population.

After the merger, the total fertility rate of Ho Chi Minh City is 1.43 children per woman of childbearing age, ranking among the 13 provinces and cities with the lowest fertility rates in Vietnam. Although still in the golden population structure period, with the proportion of working-age population accounting for about 70-71%, the city can no longer maintain its ideal population status.

In addition, Ho Chi Minh City is also facing a rapid aging rate with more than 1.4 million elderly people, the largest in the country. The average life expectancy of the city's residents is 76.2 years old, higher than the national average (74.7 years old).

These characteristics pose great challenges for population work, as prolonged low fertility and population aging will affect the labor structure and future socio -economic development.
