To contribute to solving the problem of low birth rate in Ho Chi Minh City, on September 25, the Department of Population, Department of Health of Ho Chi Minh City coordinated with the People's Committee of An Dong Ward to organize the launching ceremony of the integrated communication campaign with the provision of services to improve population quality in areas with low birth rate; signed an inter-sectoral coordination agreement to implement population work in 2025.

The campaign was implemented in 168 wards, communes and special zones in Ho Chi Minh City from September 15 to October 30, aiming to help people access quality, safe and effective population improvement services.

According to the Ho Chi Minh City Department of Health, Ho Chi Minh City is currently ranked among the provinces and cities with low birth rates in the country. Data for 2024 shows that the average number of children a woman of childbearing age in the city has is 1.43 children.

In the context of the city's continued economic development, high urbanization rate, increasingly deep and wide international integration, prolonged low birth rate will leave many consequences such as rapid population aging, labor shortage, affecting social security...

The campaign was implemented in 168 wards, communes and special zones in the city from September 15 to October 30. The campaign's activities aim to help people access quality, safe and effective population improvement services.

According to the Head of the Ho Chi Minh City Population Department, Pham Chanh Trung, the organization of the propaganda campaign also aims to provide information and advice to improve understanding of the city's population issues.

Firstly, the consequences of the problem of prolonged low birth rate, such as: rapid changes in population structure, population aging will occur very quickly, creating increasing pressure on the social security system for the elderly such as pensions, health insurance, social assistance, health care, entertainment...

The problem of low birth rate and aging population directly affects the “population quantity”, reduces human resources, especially young workers, and has a long-term impact on the socio-economic development of the city. On the other hand, the cost of birth incentive policies will put pressure on the city’s budget, while this budget should be invested in improving the quality of the population for sustainable development.

To solve the low birth rate in Ho Chi Minh City, the health sector calls on people to join hands and support the implementation of the message "Each family, each couple has two children".

"Having two children will contribute to improving the birth rate of Ho Chi Minh City, prolonging the golden population structure period, and slowing down the aging process of the population," Mr. Pham Chanh Trung emphasized.

Second, the importance and significance of pre-marital health check-ups. According to the leader of the Ho Chi Minh City Population Department, pre-marital health check-ups are a very necessary solution to help young people and especially couples preparing to get married to prepare knowledge, psychology, and health to start married life, have healthy and safe sex, and a happy family.

Third, the benefits of screening, diagnosing and treating prenatal and neonatal diseases and disabilities are to proactively detect, intervene and treat early diseases, disabilities, metabolic and genetic disorders right in the fetal and neonatal stages, helping children to develop normally or avoid serious physical and intellectual consequences, reduce the number of disabled and mentally retarded people in the community, and contribute to improving population quality.

Prenatal screening and newborn screening are opportunities to have a healthier baby; reduce anxiety about the possibility of giving birth to a child with birth defects; choose to terminate the pregnancy when the fetus is found to have a serious birth defect; have a plan to give birth and care for a child with birth defects in the best way in case the pregnant woman decides to keep the pregnancy; reduce costs for the family and society; contribute to improving population quality.

Fourth, the challenges and problems encountered when Ho Chi Minh City enters the population aging stage. Accordingly, the number of elderly people in Ho Chi Minh City is about 1,469,372 people. This data shows that the city has rapidly entered the population aging process.

Population ageing is profoundly affected by low fertility, low mortality and increasing life expectancy. Population ageing also creates social, economic and cultural challenges for individuals, families, societies and communities.

To cope with the aging population, Deputy Director of the Ho Chi Minh City Department of Health Bui Chi Tinh said that the city has been implementing synchronous solutions such as: strengthening communication and education to change behavior and raise awareness, creating a social environment of consensus to participate in health care for the elderly; consolidating and perfecting the system of providing primary health care services and medical examination and treatment for the elderly.

During the implementation of the Campaign, the health sector will carry out health check-ups, early detection of non-communicable diseases and establish health records for the elderly.

On the same day, the Ho Chi Minh City Department of Health coordinated with other units to carry out pre-marital health examinations for 24 couples preparing to get married to participate in pre-marital reproductive health examinations at the General Clinic of the Ho Chi Minh City Center for Disease Control (HCDC); health examinations for the elderly at the ward health station; communication and propaganda activities: flower-shaped cars, bicycle parades; and radio broadcasting.
