Ho Chi Minh City is among the leading groups in the country in digital transformation.

After the merger, Ho Chi Minh City ranked 4th out of 34 localities nationwide in terms of digital transformation index, with the highest index in digital awareness and digital institutions.

Ho Chi Minh City continues to affirm its pioneering position in the country in digital transformation, maintaining its leading position in the Digital Transformation Index (DTI) in 2024, recently announced by the Ministry of Science and Technology .

According to this announcement, DTI in 2024 is evaluated in two groups: 63 provinces and cities (before the merger) and 34 provinces and cities (after the merger). In the group of 63 provinces and cities, Ho Chi Minh City is the absolute leader, and at the same time, ranked fourth in the group of 34 merged provinces and cities.

The city scored highly in the three core pillars of DTI: digital government, digital economy and digital society. This impressive result not only demonstrates the concerted efforts of the entire political system but also recognizes the outstanding adaptability of the “megacity” in the first year of applying the new administrative model after the merger.

Specifically, the city leads the country in criteria for digital awareness and digital institutions, maintaining high positions in the fields of digital infrastructure, digital economy and digital social activities.

Regarding digital government, Ho Chi Minh City has put into operation unified shared digital platforms, providing a total of 1,996 online public services, of which 1,778 services have reached the full level. This shows great efforts in synchronizing the data system and operating digital government effectively, towards a model of government that creates and serves based on data.

Regarding the digital economy, the city's pioneering role is clearly demonstrated when this sector contributed up to 22% to GRDP in 2024 and is expected to increase to 25% in 2025. This result is the foundation for the city to confidently set a more ambitious target, bringing the digital economy to account for 30-40% of GRDP by 2030.

Regarding digital society, the city has created a solid foundation when 100% of the population has a digital identity and an electronic identification account, creating maximum convenience for the use of public services and digital utilities. At the same time, the development of strategic technologies such as artificial intelligence (AI), semiconductor chips and blockchain is promoted. This can be demonstrated by Ho Chi Minh City's 30th world ranking in blockchain.

Commenting on this result, Dr. Tran Quy, Director of the Vietnam Digital Economy Institute, said: “The DTI 2024 results show Ho Chi Minh City’s outstanding adaptability and management capacity. Maintaining a top position despite the sharp increase in management scale after the merger is an impressive achievement.”

Mr. Tran Quy also emphasized that the target of digital economy accounting for 30-40% of GRDP by 2030 is "a very ambitious number" showing the city's leading role in creating high added value for the economy.

To realize the aspiration of becoming an international-standard Innovation Center by 2030, Ho Chi Minh City has determined to focus on key solutions, including perfecting data-based governance, accelerating the progress of key projects such as the nearly 2 billion USD AI Metadata Center from the G42 Group (UAE); making breakthroughs in policy mechanisms to attract investment and especially developing high-quality digital human resources.

With more than 55% of the country's programmers working here, human resources are the most solid foundation for the city to maintain and improve its position on the regional and world technology map.

Despite facing some challenges in infrastructure and project progress, Ho Chi Minh City is continuing to perfect key solutions. The ultimate goal is to maintain its pioneering position, aiming to build a smart, civilized, modern city where science, technology, innovation and digital transformation become the central driving force for sustainable development and international integration.
