On September 29, 2025, An Giang Newspaper and Radio and Television received Official Dispatch No. 280/UBND-VP, dated September 22, 2025 of Vinh Tuy Commune People's Committee in response to Official Dispatch No. 198-CV/BPTTH, dated August 21, 2025 of An Giang Newspaper and Radio and Television regarding the transfer of petitions of Mr. Nguyen Van Toan and Mr. Phan Van Chung, both residing in Thang Loi Hamlet, Vinh Tuy Commune, An Giang Province.

According to the content of the dispatch, the People's Committee of Vinh Tuy commune has reviewed and directed the specialized department to check, verify and review the contents of the petitions of 2 households regarding the requests and complaints about compensation and site clearance work of the Ho Chi Minh Road Construction Investment Project, Rach Soi - Ben Nhat section, Go Quao - Vinh Thuan as follows:

1. Regarding the application content:

1.1 Mr. Nguyen Van Toan: (1) Reflecting that during the process of counting land, structures, crops, plants and animals for his family to carry out compensation and site clearance, Mr. Toan signed 3 sets of compensation documents, but only 1 set of documents had information and the other 2 were blank. Mr. Toan wondered where the 2 blank documents with his signature were now? What did the counting team record? (2) Mr. Toan complained that the valuation of his house to be used as a basis for compensation was not at the correct price. Specifically, his house has a total area of ​​730m2, solidly built, including 14 boarding houses, 4 karaoke rooms, 20 built walls but was only valued at 5.2 billion VND.

1.2 Mr. Phan Van Chung complained: (1) During the process of counting land, structures, crops, plants, and livestock for his family, the counting team missed items such as bathrooms, water dispensers, water pipes, and electrical wires. (2) In addition, he said that his house should have been assessed as a level 4 house, but the team's performance was not satisfactory.

2. Verification and handling results: The Commune People's Committee has reviewed the content of Mr. Nguyen Van Toan's request, compared it with the project's compensation and site clearance records and the records on citizen reception and handling of citizen petitions. The Commune People's Committee has the following opinions:

2.1 Application of Mr. Nguyen Van Toan, Thang Loi Hamlet, Vinh Tuy Commune, An Giang Province.

Content (1): Mr. Nguyen Van Toan has filed a complaint to the District Party Committee, which was directed by the Go Quao District People's Committee to verify and clarify in Report No. 02/BC-KNTC, dated May 20, 2025 of the Go Quao District Inspectorate "on the results of the inspection and handling of the complaint of Mr. Nguyen Van Toan, address Thang Loi Hamlet, Vinh Thang Commune, Go Quao District" and then the Go Quao District People's Committee issued Notice No. 77/TB-UBND of the Go Quao District People's Committee on not accepting the complaint of Mr. Nguyen Van Toan for 2 reasons: (1) The content of Mr. Toan's complaint does not clearly state the full name and address of the accused and other relevant information. (2) Mr. Nguyen Van Toan could not provide specific documents and evidence to prove the content of the complaint of the accused's violation of the law, and could not identify who the accused was. Therefore, Vinh Tuy Commune People's Committee does not accept this content.

Content (2): Mr. Nguyen Van Toan has submitted a request to the Commune People's Committee to re-evaluate and re-inspect his house. Up to now, regarding Mr. Toan's request to re-evaluate and re-examine the house level of the boarding house and Karaoke bar, the Commune People's Committee has sent a document to the An Giang Provincial Land Fund Development Center, the unit responsible for preparing the compensation and clearance project. Up to now, the Land Fund Development Center has hired the Construction Inspection and Services Center under the Department of Construction to conduct a field survey and is in the process of completing the valuation certificate according to regulations. After receiving the appraisal results from the competent authority (Department of Construction); the Compensation Council will review and adjust and supplement the compensation plan to submit to the competent authority for approval according to regulations.

2.1 Application of Mr. Phan Van Chung, Thang Loi Hamlet, Vinh Tuy Commune, An Giang Province.

Content (1): Through checking and reviewing the records related to Mr. Phan Van Chung's household in the above project, Mr. Phan Van Chung's household (PA No. 412), address: Temporary residence in Thang Loi hamlet, Vinh Tuy commune, the project recovered 284.2 square meters (including: Rural residential land area of ​​100 square meters and annual crop land area of ​​184.2 square meters) in Thang Loi hamlet, Vinh Thang commune (now Vinh Tuy commune), damage to the house being lived in.

At the request and proposal of the household, on November 11, 2024, the Council inspected and re-examined the architectural objects and crops on the recovered land area in the presence of Mr. Chung. Therefore, the lack of architectural items is incorrect (with attached minutes).

Content (2): Through reviewing detailed compensation plan No. 412: Mr. Chung's house was classified as house T.21 (structure: V-shaped roof, tiled floor, corrugated iron walls, wooden columns with diameter of 10cm - 15cm) according to Table 2, Appendix 05 of Decision No. 1398/QD-UBND dated May 30, 2023 of Kien Giang Provincial People's Committee is correct.

On the other hand, according to the above decision, the C4 house level is determined according to Appendix 04 when the house has a column frame, load-bearing walls, enclosing walls, floors made of fire-resistant materials, brick foundations, and brick columns. Therefore, Mr. Chung's request to classify his house as C4 is unfounded and he believes that the assessment of his house as a thatched house level is incorrect compared to the approved plan. The two complaints of Mr. Phan Van Chung are being handled by the Commune People's Committee in accordance with the provisions of the Law on Complaints.

The Commune People's Committee is coordinating with the An Giang Provincial Land Fund Development Center and the Provincial Center for Natural Resources and Environment to review and resolve the matter and will respond in writing to citizens' requests and complaints according to their authority and regulations of law.

An Giang Newspaper and Radio and Television inform the content of the response to the petition of Vinh Tuy Commune People's Committee so that Mr. Toan and Mr. Chung can be informed.
