
Law on Science, Technology and Innovation No. 93/2025/QH15 was passed by the 15th National Assembly at the 9th Session on June 27, 2025, effective from October 1, 2025 (some articles effective from July 1, 2025).
To implement the Law on Science, Technology and Innovation in a timely, unified and effective manner, the Prime Minister has issued a Plan to implement this Law.
The objective of the Plan is to specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law to ensure timeliness, synchronization, unity, effectiveness and efficiency; to define responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and localities in carrying out activities to implement the Law and to raise awareness and responsibility of ministries, branches and localities in implementing the Law.
The contents of the Plan include: Developing legal documents detailing and guiding the implementation of the Law; organizing the dissemination, information, propaganda, popularization and legal education on the content of the Law and documents detailing the implementation; reviewing and systematizing legal documents; codifying the legal system; inspecting, supervising, urging and monitoring the implementation of the Law on Science, Technology and Innovation; compiling documents, instructions on application, training, professional development, receiving and handling recommendations (if any).
According to the Plan, the Ministry of Science and Technology shall preside over and coordinate with ministries, branches, localities and relevant agencies and organizations to develop and compile documents introducing the basic content and new points of the Law on Science, Technology and Innovation, coordinate with the Ministry of Justice to post them on the National Legal Education Dissemination Information Portal; organize conferences to disseminate knowledge about the Law on Science, Technology and Innovation to ministries, branches, localities and relevant agencies and organizations.
In addition to other tasks according to the Decision, the Ministry of Science and Technology shall compile documents, provide application instructions, provide training, foster professional expertise, receive and handle petitions (if any).
