Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued a plan to implement the emulation movement to be bright, green, clean, and beautiful and deploy it throughout the city.

The movement aims to create comprehensive and far-reaching changes, with a breakthrough in environmental protection, from waste control, wastewater treatment, to improving air quality. Thereby, building a clean and sustainable living environment, contributing to changing the face of Hanoi.

The city mobilizes the entire political system and community to implement environmental protection measures, creating a widespread, strong and synchronous movement in all aspects of social life. Implementing the movement helps raise awareness and behavior towards the capital's environment; encourage each individual, family, agency and unit to proactively protect the environment, build a civilized and responsible lifestyle, create a solid foundation for sustainable development and protect public health.

The city's plan sets a target of 100% of districts, towns, cities, and residential areas organizing environmental self-management movements; 100% of districts, towns, cities, departments, agencies, and sectors develop specific plans and solutions to classify waste at source, collect, transport, and treat solid waste; proactively select priority subjects and locations to implement the model of classifying and reducing domestic solid waste emissions according to the roadmap and evaluate and replicate good models.

The City People's Committee strives to have 50% or more of urban domestic wastewater treated before being discharged into the environment; 75%-80% of the days in the year (according to data from national and city standard monitoring stations) have an air quality index (VN_AQI) at good and average levels; control the average annual PM2.5 concentration by 2030 at most of the standard stations in the inner city below 40 µg/Nm3 and below 35 µg/Nm3 for suburban areas; 100% of construction sites implement dust reduction measures; 100% of emissions from industrial plants are treated to meet QCVN; 100% of households do not use honeycomb charcoal stoves or low-grade coal fuels; 100% do not burn straw and agricultural by-products; reduce the burning of votive paper.

To achieve this result, the City People's Committee requires localities and units to promote propaganda and implementation work in a comprehensive, synchronous and in-depth manner with the active participation of all levels, sectors and people. At the same time, the movement must be deployed regularly and continuously, promoting dynamism and creativity, mobilizing all resources and strength of the political system and the whole society to participate. Departments, sectors, districts, towns and cities that are behind schedule or ineffectively implement the contents according to the plan must be responsible to the Chairman of the City People's Committee.

The city's plan also stipulates that at least one weekend day each month, all agencies, businesses and residential groups will simultaneously organize environmental cleaning activities, such as: Cleaning up waste in areas near residences or workplaces, such as vacant lots, sewers, canals; participating with community organizations in cleaning parks, lakes or public areas...

In particular, in the process of implementing the emulation movement to be bright, green, clean and beautiful, the city will have a form of timely reward for collectives and individuals with outstanding achievements...
