Deputy Prime Minister Tran Hong Ha: Absolutely do not be subjective, focus on protecting people during storm No. 10

photo-thu-tuong-ket-luan-9-3063.jpg

Deputy Prime Minister Tran Hong Ha asked Ha Tinh and Nghe An provinces to pay special attention to the dangerous nature of the storm when it makes landfall at night, maintaining its intensity at level 11-13 and strong gusts of wind.

Directing at an online meeting with localities to respond to storm No. 10, Deputy Prime Minister Tran Hong Ha requested Ha Tinh and Nghe An provinces to pay special attention to the dangerous nature of the storm when it makes landfall at night, maintaining a strong intensity of level 11-13 and strong gusts of wind. Localities must complete preparations before 5:00 p.m. this afternoon, in which coastal areas must be completed before 3:00 p.m. In particular, the evacuation of people must not be subjective and must be carried out at the highest level. People in the storm-hit areas, especially in Nghe An and Ha Tinh, must be isolated and evacuated promptly. From practical experience, when the tide is 1.5m-2m combined with big waves, the impact is not only on the coast but also deep inland, so the evacuation direction must be carefully calculated to minimize damage to people.

The Deputy Prime Minister directed the Ministry of Agriculture and Environment to issue warnings to areas that are not directly affected but still experience heavy rain. In fact, the water level of some rivers is at alert level 1 and alert level 2, so special vigilance is needed for the risk of heavy rain, flooding, and landslides causing isolation in Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue city.

The Deputy Prime Minister emphasized that the central region is also affected by cross-border river basins, the duration of storms on land can last 6-8 hours, strong winds are very dangerous. Localities should propagate to people not to be subjective. Localities must focus on protecting lives and property, implementing the "4 on-site" motto, assigning specific response forces, especially in key areas, where there is heavy rain and complex terrain. At the same time, prepare necessities and standby plans so that when isolated, there will still be support forces.

“Storm No. 10 is at level 12, gusting to level 15; the night of September 28 to early morning of September 29 is the most dangerous time”

ndo_br_ong-lam.jpg

Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said: "Storm No. 10 is at level 12, gusting to level 15; the night of September 28 to the early morning of September 29 is the most dangerous time."

Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said:

Currently, storm No. 10 is causing strong winds in many coastal and island areas. At Ly Son station (Quang Ngai), strong winds of level 7, gusts of level 8 were recorded; Bac Trach station (Quang Tri) strong winds of level 8, gusts of level 10; Hoanh Son station (Ha Tinh) strong winds of level 6, gusts of level 9; Van Ly station (Ninh Binh) strong winds of level 7, gusts of level 9; Hon Ngu station (Nghe An) strong winds of level 6, gusts of level 8; Con Co station (Quang Tri) strong winds of level 7, gusts of level 10; Bach Long Vi station strong winds of level 7, gusts of level 9.

At 1 p.m. on September 28, the storm center was at about 17.1 degrees north latitude; 108.3 degrees east longitude, on the sea area of Quang Tri - Da Nang City, about 90 km east-northeast of Hue, about 190 km south-southeast of northern Quang Tri. The strongest wind near the storm center reached level 12 (118-133 km/h), gusting to level 15; moving west-northwest at a speed of about 25 km/h.

It is expected that the eye of the storm will reach the shore at around 1am on September 29. However, because the area most affected by wind and rain is located several hundred kilometers from the eye of the storm, the evening of September 28 to the early morning of September 29, especially around 4-5am, is identified as the most dangerous peak time.

The direct impact of storm No. 10 is the area from Thanh Hoa to the north of Quang Tri, which is determined to be at level 4 natural disaster risk. The storm will affect from south to north: currently Quang Tri - Da Nang; on the evening of September 28, it will expand to Ha Tinh, Nghe An, Thanh Hoa; from midnight to morning, it will reach the provinces of the Northern Delta, then spread to the midlands and northern mountainous areas. For the midlands and northern mountainous areas, the main risk is heavy rain, and the wind will not be too strong.

If the storm slows down, the duration of strong winds and heavy rains will be longer, increasing the risk of roofs being ripped off, trees being broken, flooding and landslides. In addition, slowing down can also cause more complex changes in structure, trajectory and intensity.

During storm No. 10, the risk of natural disaster level 4 was determined due to strong winds of level 10-12 on the coast from Thanh Hoa to northern Quang Tri, combined with heavy rain, rainfall of over 200mm/3 hours. Strong winds can cause trees to fall, roofs to be blown off, and electric poles to be broken; heavy rain can cause urban flooding, flooding of low-lying roads, flash floods and landslides in mountainous areas.

The evening and night of September 28 will be the time of strongest winds, concentrated in the Thanh Hoa area to the north of Quang Tri. Widespread heavy rain will occur in the North and North Central regions.

In the past 24 hours (from 1:00 p.m. on September 27 to 1:00 p.m. on September 28), the provinces from Thanh Hoa to Quang Ngai had moderate to very heavy rain: Cam Luong (Thanh Hoa) 62.6mm; Yen Thuong (Nghe An) 110.2mm; Huong Vinh (Ha Tinh) 173mm; Ta Rut (Quang Tri) 275mm; Huong Nguyen (Hue) 490.4mm; Que Phuoc (Da Nang) 206mm; Binh Khuong (Quang Ngai) 114.8mm.

In the next 3-6 hours, the provinces from Thanh Hoa to Quang Tri are forecast to have 50-90mm of rain, some places over 100mm; Hue 30-50mm, some places over 80mm; from Da Nang to Quang Ngai 10-30mm, some places over 50mm. In the next 6 hours, there is a high risk of flash floods on small rivers and streams, landslides on steep slopes. Warnings of natural disasters due to flash floods, landslides, and land subsidence are at level 1, and in Hue city at level 2. These phenomena can cause serious environmental damage, threaten people's lives, cause local traffic jams, and greatly affect people's lives and production.
