The Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) has just issued Document No. 1200/DD-QLDD to the Department of Agriculture and Environment of provinces and cities with dyke systems from Thua Thien Hue and beyond regarding the implementation of work to ensure dyke safety and respond to floods on rivers.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 10 will cause heavy to very heavy rain in the Northern region and provinces from Thanh Hoa to Da Nang.

Floods on rivers from Hue city outwards are likely to rise to alert levels 2, 3 and above. To ensure the safety of the dike system, the Department of Dike Management and Natural Disaster Prevention and Control recommends that localities urgently deploy many solutions.

Da Nang found a man stuck in a stream

Authorities approached the scene.

On September 28, Son Tra ward (Da Nang city) said that the authorities found the body of a man stuck in a stream on Son Tra peninsula and brought it ashore to hand over to his family.

Hanoi deploys measures to prevent flooding due to the impact of storm No. 10

According to the forecast of the Northern Hydrometeorological Station, due to the influence of the northern edge of storm No. 10's circulation, from the evening of September 28 to noon of September 30, Hanoi will have moderate to heavy rain, with rainfall ranging from 80mm to 250mm, with some places experiencing over 300mm.

On September 28, the National Steering Committee for Civil Defense issued Official Dispatch No. 06/CD-BCĐ-BNNMT to ministries, branches and localities from the North to Quang Ngai, along with the media, on proactively responding to floods, landslides and flash floods caused by storm No. 10.

According to forecasts, storm No. 10 has strong winds of level 12, gusts of level 15, moves quickly, has a wide range of influence, causing very heavy rain from September 28 to September 30 in many localities with common rainfall of 100mm-400mm, in some places over 500mm-600mm, high risk of flooding, flash floods and landslides.

The Steering Committee requests localities and functional forces to:

Closely monitor forecasts and warnings; promptly inform local authorities and people.
Check residential areas along rivers, streams, low-lying areas, and landslide risk areas; organize evacuation of people from dangerous areas, fully prepare temporary shelters, food, and necessities.
Increase security forces, traffic flow control, control people and vehicles in deeply flooded areas with fast-flowing water; arrange vehicles and materials ready to handle incidents, ensuring smooth traffic.
Assign leaders to directly command in key areas; prepare backup plans for electricity and telecommunications to ensure communication.
Ministries and branches proactively coordinate with localities to respond according to their functions and tasks.
Press agencies should increase information about storm and flood developments so that people can proactively take precautions.
Hydrometeorological agencies provide timely and accurate forecasts to serve leadership work.
The Steering Committee also requested that the units on duty seriously and regularly report to the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment.

Ha Tinh completed the evacuation of 6,556 households with 15,706 people in key coastal and estuary areas to safety before storm No. 10 made landfall.

By 5 p.m. on September 28, provinces from Ninh Binh to Quang Ngai had evacuated 11,340 households with 28,563 people in dangerous areas.
