The draft Law amending and supplementing a number of articles of the Law on Statistics was commented on by the National Assembly Standing Committee at the meeting on October 9.

According to Finance Minister Nguyen Van Thang, this draft law amends a group of regulations related to the organization of the State apparatus, two-level local governments, and State statistical organizations.

The draft law is amended in the direction of changing the district-level statistical information system to a commune-level statistical information system to conform with the two-level local government model, and at the same time removing regulations on specialized statistical inspection and replacing them with specialized statistical inspection.

Discussing at the meeting, delegates reflected on the reality of statistical data discrepancies between ministries, branches and localities.

According to Chairman of the National Defense - Security and Foreign Affairs Committee Le Tan Toi, when discussing the socio -economic group at the recent 13th Central Conference, many opinions from provincial party secretaries said that the current population statistics have two different numbers.

Data from the Ministry of Public Security shows that the country's current population is 109 million people, while the General Statistics Office gives a different figure, less than 100 million people.

"The Secretary of An Giang said that the province's current population is more than 5 million people, but the number from the Statistics Office is only 3.5 million people, so dividing GDP per capita is very difficult. The same goes for Phu Tho province," Mr. Toi cited.

He said there needs to be a coordination mechanism between the Ministry of Public Security and the Ministry of Finance in this matter.

Meanwhile, National Assembly Chairman Tran Thanh Man noted that the law amendment must ensure the reduction of administrative reporting burden, data security and technology integration. According to the National Assembly Chairman, there is currently a national database that the Government has assigned to the Ministry of Public Security for management. Therefore, in the future, it is necessary to increase the exploitation of administrative data to reduce the reporting burden.

In fact, the National Assembly Chairman said that when visiting localities, party committees, authorities and sectors all complained that they "had to report too much". Therefore, it is necessary to reduce the burden on localities when they have to invest too much time in reporting.

The National Assembly Chairman also proposed a roadmap to gradually have a common statistical focal point nationwide, maintaining high accuracy in statistical work.

"Now we have calculated the GDP of the whole country, but can we do the GDP of the province? Currently, there is a situation where three sectors report on planting a banana tree or raising a pig. Because the father, mother and children in the family all report and then synthesize, the numbers are not accurate," said the National Assembly Chairman.

Explaining the accuracy of the statistics, Finance Minister Nguyen Van Thang said there were many reasons, and the discrepancies were "inevitable" when there was not yet a 100% digital database.

According to Mr. Thang, the grassroots statistical agency is similar to the current model of the court, regional people's procuracy and customs, which means reducing the number of focal points and personnel but still ensuring the quality of information.

According to Minister Nguyen Van Thang, the Ministry of Finance is resolutely promoting the application of information technology to ensure fast, accurate and timely collection of statistical data.
