Ton That Tung Medical and Pharmaceutical College was found by the inspector to have falsified documents, and an investigation was requested.

The Inspectorate of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City has just concluded an inspection of the implementation of vocational education law at Ton That Tung Medical and Pharmaceutical College at 364/1A Phan Van Tri Street, Ward 5, Go Vap District (Ho Chi Minh City).

The Department Inspectorate concluded that Ton That Tung Medical and Pharmaceutical College was established under Decision No. 429/QD-UBND dated August 30, 2012 of the Chairman of Ninh Binh Provincial People's Committee. The school registered for vocational education activities in Ninh Binh and did not register for vocational education activities in Ho Chi Minh City.

Therefore, based on the legal regulations on vocational education, the school is not allowed to train in occupations and vocational education levels from elementary level and above in Ho Chi Minh City. The school also does not ensure the material conditions to organize regular training in Ho Chi Minh City. Therefore, the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City does not grant a certificate of vocational education activities to the school.

However, the school provided a certificate of registration of operation (certificate no. 346/GCNĐKHĐ-SLĐTBXH dated April 6, 2020) to Go Vap District Social Insurance so that Go Vap District Social Insurance could issue a unit code and sign a health insurance contract.

The school uses the assigned unit code to submit applications for health insurance cards for students and to complete health insurance participation procedures for students.

The Department Inspectorate found that the school had signs of using a fake certificate (certificate No. 346/GCNĐKHĐ-SLĐTBXH) provided by the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City to the Go Vap District Social Insurance to participate in health insurance for students, violating the provisions of Article 341 of the Penal Code.

Responsibility for the above violations belongs to Mr. Pham Minh Doi, in his capacity as Chairman of the Board of Directors of the school, who signed health insurance contract No. 120/HD-BHYT on December 31, 2022 between Go Vap District Social Insurance and Ton That Tung Medical and Pharmaceutical College.

The Inspector of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City recommended that the Ho Chi Minh City Police Investigation Agency receive the file of the inspection team regarding Ton That Tung Medical and Pharmaceutical College with signs of using fake certificates to investigate and handle according to the provisions of law.
