However, to restore facilities and equipment to ensure effective and quality teaching, it requires the joint support of local authorities and other socialized resources.
Join hands to overcome the damage
In Kim Bang commune ( Nghe An ), after only 1 night, Vo Liet Primary School had its corrugated iron roof blown off, and concrete blocks were dumped on many classrooms and functional rooms. The rising Lam River caused the school to be flooded more than 1 meter deep. However, as soon as the wind subsided, teachers and many parents came to the school to help fix the problem. Taking advantage of the receding floodwaters, tables, chairs and many utensils were brought out to be washed. Wherever the water receded, mud was pushed out.
After the storm Bualoi, Cua Lo ward, Nghe An had 23/26 schools that suffered heavy damage such as the roofs of classrooms, functional rooms, and administrative buildings were blown off; teaching equipment, supplies, and toys were damaged; and high tides flooded classrooms. Thu Thuy Primary School was one of the most severely damaged units in Cua Lo education , with 2 classrooms having their roofs blown off, and high tides causing flooding of more than 1 meter.
On the morning of September 30, nearly 100 teachers, ward police officers and officers and soldiers of military units in the ward were mobilized to support Thu Thuy Primary School in urgently overcoming storm and flood damage.
However, the current work is mainly focused on cleaning up the mud and dirt from the school yard, washing tables and chairs, classrooms, and cutting down corrugated iron sheets that were blown off classroom roofs by storms. The work of adding water-soaked teaching equipment, replacing new corrugated iron roofs, repairing damaged facilities, etc. is facing many difficulties because the current funding source mainly depends on the school or from other sources of support.

At Nghi Tan Secondary School, the two-story building containing functional rooms and subject rooms had its corrugated iron roof blown off, and rainwater flowed down, possibly damaging many pieces of equipment. On the morning of September 30, the school, with the support of local forces and soldiers, cleaned up the school yard, rearranged equipment, and machinery. Since the classrooms were not severely affected, Nghi Tan Secondary School is expected to welcome students back soon. The functional rooms will gradually fix the problem and prevent students from going near dangerous areas, and repairs are underway in the school.
At Nghi Thu Primary School, storm No. 10 blew off the roof and damaged 3 classrooms and many trees in the school were broken. After 1 day, the repair work is being urgently carried out by teachers, parents and officers and soldiers of the North Central Mobile Police Regiment. In the morning, 8 trees that were broken in the school were pruned and cleaned up. The entire school campus is also being cleaned to be completed within the day.

Joining the support force, Lieutenant Colonel Nguyen Thai Son - Deputy Captain of the Collection Team - Nghe An Provincial Military Command, said: Immediately after the storm, our unit mobilized more than 70 officers and soldiers to support flood recovery for Nghi Thuy Primary School, Nghi Thu Primary School and Le Thi Bach Cat Secondary School. Although the amount of corrugated iron and bricks damaged by the roof is quite large, the unit is determined to complete the cleanup today so that the schools can soon stabilize their classrooms.
In Thach Khe Commune (Ha Tinh), 8 educational establishments were severely affected. Notably, Thach Khe Primary School and Dinh Ban Secondary School had their roofs completely collapsed, the roofs of the level 4 houses were blown away, and the administrative building was severely damaged.
Thach Hai Kindergarten had a large tree fall, the playground and part of the corrugated iron roof of the school buildings were destroyed. The same situation also happened at Thach Khe Kindergarten and many other primary schools such as Thach Hai Primary School, Dinh Ban Primary School. Le Hong Phong Secondary School also had the roof of the level 4 building blown off and the corrugated iron roof connecting the buildings collapsed.
Despite facing numerous difficulties, the work of overcoming the consequences is being vigorously implemented. Local authorities have mobilized militia, police, organizations, teachers and parents to participate in the initial cleanup and recovery.
Mr. Tran Quang Hung - Chairman of the People's Committee of Thach Khe Commune, Ha Tinh, said: "As of the morning of September 30, only Thach Hai Primary School with more than 330 students is eligible to welcome students back. The remaining schools suffered heavy damage, we are continuing to mobilize forces and means to support the school, especially to handle collapsed corrugated iron and concrete roofs."

Ensure safety, teach there
On the morning of September 30, one day after the storm, many schools in Ha Tinh returned to normal teaching activities. In Thanh Sen ward, students of all levels in the area returned to school. Boarding activities at preschool and primary levels were organized.
Ms. Tong Thi Thanh Binh - Principal of Nam Ha Primary School, informed: "As soon as the storm passed, all teachers rushed to clean up. The goal is not only to restore the facilities, but also to ensure absolute safety for students, from the electricity and water systems to the surrounding environment."
However, many schools in the area have not been able to return to normal teaching due to severe damage after the storm. In the 2025-2026 school year, Mai Phu Primary School (Mai Phu, Ha Tinh) has completed the criteria and is preparing to receive the inspection team to certify that it meets national standards. However, storm Bualoi blew away the corrugated iron roofs and concrete of all 27 classrooms, ancient trees fell, and the scene was devastated.
Ms. Vo Thi My Tan - Principal of the school, worried: "The damaged facilities do not know when they will be restored, because most of the people here are still in difficult circumstances. We just hope for more attention and investment to make the school more stable during each rainy and stormy season."

Meanwhile, at Nghi Thuy Primary School (Cua Lo Nghe An), the two-story classroom building, built in 1982, was already old and dilapidated. When storm Bualoi swept through, it completely blew away the corrugated iron roof, along with many pieces of concrete, bricks and stones, into the school yard. Many classrooms could not be used because of water seepage, cracked walls and ceilings, etc., posing a potential safety risk.
Faced with this reality, the school has urgently moved all equipment such as computers, televisions, fans and student desks and chairs from classrooms on the 2nd floor to functional rooms and departments such as Fine Arts, Youth Union rooms, etc. in other buildings that were not damaged. At the same time, the school has arranged and reinstalled necessary equipment to temporarily move students to these rooms to ensure safety. The classrooms on the 1st floor have been cleaned and sanitized by teachers for continued use.
In Thanh Hoa province, more than 100 local educational establishments were affected, with total initial damage of nearly 7 billion VND. At Thiet Ong Kindergarten, prolonged heavy rain caused the school to be flooded up to 1.7m deep for nearly 2 hours, collapsing over 60m of the fence, and the remaining 20m had cracked foundations, with a high risk of collapse.
Ms. Trinh Thi Tan - Principal said that the school is urgently overcoming the consequences to welcome children back soon. At the same time, she proposed supporting funding for repairs, purchasing new equipment, and considering moving the school to a safer location because this is a place that is often flooded.
At Lang Chanh High School (Thanh Hoa), the storm completely collapsed the 250m² student parking lot and broke many trees. Mr. Nguyen Manh Tuan - Principal, said: "Immediately after the storm, the school mobilized teachers and students to dismantle the collapsed parking lot, clean up fallen trees, and urgently repair damaged items. The school also proposed that the Commune People's Committee, the Provincial People's Committee, and the Department of Education and Training of Thanh Hoa consider financial support to overcome the damage and soon stabilize teaching and learning conditions.

Need help to recover from the storm
Inspecting the flood recovery work at schools in Cua Lo ward, Mr. Thai Van Thanh - Director of Nghe An Department of Education and Training acknowledged the flexibility of the schools. Although many classrooms are currently damaged and cannot be put into use, the schools have quickly come up with solutions such as transferring functional rooms and offices to prioritize classrooms for students.
Acknowledging the reality and reporting the extent of damage to schools and localities, Mr. Thai Van Thanh requested that localities quickly compile detailed statistics of the damage. In particular, pay special attention to some degraded and damaged works, and send them to the department and province to have a plan to quickly arrange emergency construction funds, ensuring that students' studies are not interrupted.
Nghe An Department of Education and Training has provided partial funding to encourage schools to overcome difficulties and soon stabilize teaching and learning. In the coming time, the department also hopes that localities and schools will take advantage of funding sources, support sources, and call for socialization to gradually overcome the damage.
According to preliminary statistics, the entire Ha Tinh province has 412 educational establishments that suffered damage, with a total estimated cost of up to 428.95 billion VND. Of which, 359 preschool, primary and secondary schools were affected (damage of about 395.75 billion VND), 40 high schools (damage of about 26 billion VND), the rest were vocational education centers, continuing education centers and secondary and college schools.
In order for schools to quickly overcome the consequences of natural disasters and stabilize teaching and learning, the Department of Education and Training of Ha Tinh has just issued a document requesting that units urgently review, compile statistics, update damages into the online reporting system, report in writing and propose temporary teaching and learning plans for schools that cannot recover immediately.
Schools are also directed to proactively coordinate with local authorities to repair, disinfect, supplement books and learning equipment and support students in difficult circumstances affected by natural disasters. The reception and distribution of relief goods, if any, must also be carried out fairly, transparently and to the right target.
Mr. Ta Hong Luu - Acting Director of the Department of Education and Training of Thanh Hoa, said that immediately after the storm, the department directed schools to mobilize local forces to overcome the consequences. Schools need to isolate dangerous areas, ensuring absolute safety for students, staff and teachers.
"The Department is continuing to review and synthesize the full damage from the units, on that basis to advise the Provincial People's Committee to propose emergency support sources, especially for schools that suffered heavy damage, to soon stabilize teaching and learning," said Mr. Luu.
