Prime Minister Pham Minh Chinh said that since the issuance of Resolution 59, Vietnam has continued to expand and upgrade its network of partners, deepen bilateral relations and expand cooperation in many fields, consolidate political trust and increasingly intertwine interests with other countries.
Since January 2025, Vietnam has upgraded relations with 9 countries, bringing the total number of partners with relations from Comprehensive Partnership level or above to 38.
International integration has truly become an important driving force to enhance internal strength, effectively serving the country's development, creating favorable conditions to mobilize international resources to accelerate development.

Despite the slowing growth of the world economy , many unpredictable factors such as tariffs and trade barriers have arisen, our country still achieves a high growth rate. GDP growth in the first 6 months of 2025 reached 7.52%, the highest growth rate in the same period in the past 15 years (2011-2025).
Total export turnover of goods in the first 7 months of 2025 reached over 514 billion USD; total registered and implemented FDI capital in the first 7 months of 2025 reached 24.1 billion USD and 13.6 billion USD respectively, ranking among the 15 developing countries attracting the highest FDI in the world.
International integration has created momentum to accelerate the improvement of domestic institutions and concretize signed international commitments and agreements.
International integration has helped to enhance our country's position, role and voice in the international arena. In the context of regional and global multilateral institutions facing many challenges, our country continues to affirm its role as a leading country in promoting international cooperation and solidarity, promoting the role of international law and multilateral institutions.
Since the beginning of the year, senior Vietnamese leaders have actively participated in many multilateral forums on the Party, State and National Assembly channels.
International integration has mobilized the increasingly active and proactive participation of all departments, ministries, branches and localities.
Shifting the state to proactive, active, deep, substantial and effective integration
Regarding some orientations and tasks, the Prime Minister requested to continue promoting the dissemination and study of Resolution 59, especially the contents on new thinking, new approaches and implementation methods of international integration in the new situation.
In particular, the Prime Minister noted that it is necessary to pay special attention to thoroughly transforming the mindset in international integration: From a country that "comes later, participates, signs, and joins" to "actively deploying, implementing, contributing to building and shaping" cooperation frameworks and new rules of the game, not only attracting resources but now having to be ready to proactively "share and contribute resources" to common international issues; the task of "promoting foreign affairs and international integration is essential and regular".
It is necessary to define international integration with people and businesses as the center and subject; to shift the state to proactive, active, deep, substantial and effective integration.
The Prime Minister also requested the urgent completion of the National Assembly Resolution on a number of special mechanisms and policies for international integration, in order to remove and overcome institutional and policy bottlenecks that are hindering international integration. Create breakthrough and specific mechanisms and policies to make international integration truly a driving force for development.

Along with that, the Prime Minister directed to urgently develop a work plan for the National Steering Committee on International Integration this year and for the entire 2026-2030 period, to be completed in September...
The Prime Minister requested good preparation for the signing ceremony of the United Nations Convention against Cybercrime in Hanoi next October; urgently completing the organization of APEC 2027; and ensuring the successful participation of high-ranking Vietnamese leaders at major multilateral events from now until the end of the year.
The Prime Minister said that the current context requires ingenuity, innovative thinking, new approaches, decisive actions, and close and effective coordination to maintain a peaceful, cooperative, and developing environment, and to have more and more friends and partners.
