According to the Government's Summary Report on the results of citizen reception, settlement of administrative complaints and denunciations in 2024, the work of citizen reception, settlement of complaints and denunciations in the past year continued to achieve important and positive results, contributing to strengthening the people's trust in the Party and the State, contributing to maintaining security and order to successfully carry out socio-economic development tasks.

In the work of receiving citizens, leaders at all levels and sectors have promoted their spirit and responsibility in leading and directing the organization of citizen reception and increasingly better performing the responsibility of receiving citizens according to regulations.

In the work of handling complaints and denunciations, all levels and sectors have tried and made efforts to improve the quality and effectiveness of citizen reception and complaint and denunciation settlement.

The review and settlement of outstanding, complicated, and long-standing complaints and denunciations have received attention and strong direction; thereby, many cases that have caused public outrage and attracted public attention have been reviewed, handled, and resolved, contributing to stabilizing the security and order situation in the locality and the whole country.

The implementation of recommendations of the National Assembly , the National Assembly Standing Committee, and the handling and settlement of complaints and denunciations sent by National Assembly deputies, National Assembly delegations and National Assembly agencies have received attention and direction. Coordination in receiving citizens and handling complaints and denunciations has become increasingly close and effective.

Regarding the shortcomings and limitations, the Government 's report said that despite high determination and many efforts, the work of reviewing and perfecting laws in management areas is still slow. In the work of receiving citizens, although there has been a positive change compared to before, the direct reception of citizens by heads of administrative agencies at all levels has not ensured the number of days as prescribed.

In the work of handling complaints and denunciations, the rate of handling complaints and denunciations within the authority (81.4%) is lower than the same period last year (83%).

In the review report, Chairman of the Law Committee Hoang Thanh Tung said that ministries, branches, localities and agencies have made efforts in organizing citizen reception with practical and effective innovations. However, compared to 2023, the number of large delegations coming to the Government Inspectorate increased sharply (by 229%). On the contrary, the number of large delegations coming to ministries and branches decreased sharply (down 55%). The Government is requested to clarify the cause of this situation in order to have appropriate solutions to handle and overcome it.

The report shows that the number of petitions eligible for processing in 2024 in ministries and branches is 52%. In the Government Inspectorate, it is 34%, in 45/63 localities, it is 85%. The Standing Committee of the National Assembly requests the Government to clarify the reasons why the number of petitions not eligible for processing in central ministries and branches, especially in the Government Inspectorate, is much higher than in localities, in order to have appropriate solutions to handle and overcome.

The reported data also shows that the situation of heads of agencies authorizing citizens to receive them at ministries, branches and localities is still common. At the same time, due to the lack of data from many localities, there is not enough basis for comparison with 2023 to convincingly and fully prove the above assessment and assessment.

Members of the National Assembly Standing Committee, regarding the results of complaint settlement, in 2024, state administrative agencies at all levels resolved complaints within their authority at a rate of 80%, not reaching the target of 85% set by the Government. In particular, in localities, the settlement rate only reached 76%. Therefore, it requires agencies to make more efforts to meet the goal of promptly, thoroughly and legally resolving new complaints and denunciations arising right at the grassroots level.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that resolving citizens' complaints and denunciations has created citizens' trust in the Party and State; handling many negative and corruption cases, creating trust for people and foreign investors coming to Vietnam. Emphasizing that if people file complaints in communes and wards, the Secretary and Chairman must be responsible for reviewing before the Party Committee, the National Assembly Chairman requested that localities pay attention to resolving them right at the grassroots level.

The National Assembly Chairman also requested clarification on the fact that the number of people filing complaints and denunciations at ministries and branches has decreased, but the number of people filing complaints and denunciations at the Government Inspectorate has increased. At the same time, it is necessary to clearly analyze the data and the long-standing backlog of cases, such as cases that have lasted for 10 or 20 years and have received the Prime Minister's opinion but have not been resolved.
