
Focus on completing and revising draft laws to ensure they are rigorous, scientific and feasible.
In his closing speech, National Assembly Chairman Tran Thanh Man stated that after 5.5 working days with a very flexible arrangement of the program into 3 phases, the National Assembly Standing Committee completed the program of the 49th Session.
According to the National Assembly Chairman, September and October are always the peak months of work, concentrating a large amount of work to prepare for the year-end session of the National Assembly. In particular, the upcoming Tenth Session is also the last session of the XV term with a very large amount of work, expected to pass many laws to serve the direction and management of socio-economic development, ensuring national defense and security; removing obstacles and shortcomings in the implementation of two-level local government. The National Assembly Chairman acknowledged and highly appreciated the spirit of serious preparation, efforts and determination of the agencies of the National Assembly, the Government and relevant agencies, and the responsible and proactive participation of the members of the National Assembly Standing Committee.

At the meeting, the National Assembly Standing Committee reviewed 34 contents. The main focus was on reviewing and giving opinions on 13 draft laws prepared for submission to the National Assembly for approval at the 10th Session; reviewing annual monitoring reports, reports on monitoring results of the National Assembly's Monitoring Delegation on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" and discussing draft reports summarizing the term of the National Assembly, the National Assembly Standing Committee, reports summarizing the term of the President, the Prime Minister, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy.
The National Assembly Standing Committee also passed the Resolution on the 2026 Legislative Program and 7 resolutions under its authority, including joint resolutions and resolutions guiding consultation, nomination of candidates, voter contact, and key contents serving the election work; gave second opinions on preparations for the 10th Session and some contents related to the allocation and adjustment of the state budget estimate.

In addition, the National Assembly Standing Committee reviewed the report on people's petition work in August 2025.
The National Assembly Chairman requested that agencies promptly absorb all the opinions agreed upon at the meeting, complete quality reports, and send them to the National Assembly deputies within the prescribed time to serve the Tenth Session. As for draft laws, it is necessary to focus on completing and revising them to ensure strict, scientific, and feasible regulations. There are 21 draft laws that, after the National Assembly Standing Committee has given its opinions, will be submitted for comments at the Conference of full-time National Assembly deputies opening this afternoon, September 29.
Regarding the resolutions passed by the National Assembly Standing Committee, the National Assembly Chairman requested the agencies to urgently revise, carefully review and submit to the National Assembly Chairman for signature and certification for timely promulgation, especially resolutions serving the upcoming election. At the same time, it is necessary to closely coordinate with the Central Committee of the Vietnam Fatherland Front and relevant ministries and branches to develop specific implementation plans, proactively prepare plans and solutions to promptly handle situations and problems that may arise in practice.
The quality of laws and resolutions is paramount.
The 10th session of the 15th National Assembly has a very large workload and is of special significance, not only reviewing the regular year-end contents, but also summarizing the work of the entire term; at the same time, passing many important decisions that provide orientation for the new period.
It is expected that at the session, the National Assembly will consider and pass nearly 50 draft laws and resolutions, including many important resolutions to promptly institutionalize the Central Government's new policies on education, health care, and international integration. The National Assembly Chairman pointed out that this is the largest legislative workload since the beginning of the term, far exceeding that of the 9th Session. Along with that, the National Assembly will consider the report summarizing 5 years of implementing national target plans and programs; approve investment policies for important programs; and conduct personnel work, supervision, and people's petitions.

In preparation for the Tenth Session, the National Assembly Chairman said that at the upcoming October session, the National Assembly Standing Committee will have to consider 16 draft laws and 3 draft resolutions, which have a full political and legal basis and have been included in the proposed agenda of the Session. In addition, reserve time to consider 10 draft laws and 2 resolutions that the Government is proposing to add to the Session. Meanwhile, to date, only documents for 5/19 draft laws and resolutions have been received.
The National Assembly Chairman suggested that the Government and relevant agencies closely follow the program, coordinate closely, and proactively send documents early, even when they are being drafted, so that the National Assembly agencies have a basis for research right from the beginning; at the same time, promptly complete and send official documents to members of the National Assembly Standing Committee.
According to the National Assembly Chairman, the Tenth Session will also have important changes in the organization method (no dividing the session into two sessions, no mid-session break; groups of content in the same field, or related, will be arranged to present and discuss together; further shorten the time for presenting documents and reports...). The National Assembly Chairman requested that agencies also note that when presenting at the meeting of the National Assembly Standing Committee, they need to prepare very concise presentation content, focusing on major issues that need opinions, ensuring the presentation time is in accordance with regulations, not prolonged.

The 13th Conference of the Party Central Committee will also take place in October. Therefore, the National Assembly Chairman requested that agencies pay special attention, proactively advise and prepare early and remotely to submit to the National Assembly for consideration of contents within their authority, promptly institutionalize major policies and orientations that the Conference will decide; promptly absorb the Central Committee's full guidance to complete socio-economic contents for the National Assembly Standing Committee to comment before submitting to the National Assembly.
Emphasizing that the preparation time for the Tenth Session is still very short, and the October meeting of the National Assembly Standing Committee will also last until close to the opening of the session, the National Assembly Chairman requested that agencies make the most of every day and every hour, be urgent in the final stage but absolutely not do it in a perfunctory manner; ensure that the submitted documents are complete, rigorous, and thoroughly examined.
"Quality must be considered above all. Only laws and resolutions of good quality will be submitted to the National Assembly, and in the spirit of only submitting laws passed through a shortened process at one session. At the same time, we must work urgently, do professional work, and prepare to organize activities towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly," the National Assembly Chairman emphasized.
The Tenth Session is a very important session, resolving many issues related to socio-economic development, ensuring national defense and security, removing difficulties and obstacles to end 2025, entering 2026 to prepare for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The National Assembly Chairman noted that it is necessary to make the Tenth Session successful as directed by the Politburo and General Secretary To Lam, with a high sense of responsibility, discipline, order, quality and efficiency.
