National Assembly Chairman Tran Thanh Man delivered a closing speech at the session.
Focus on perfecting the draft Law to ensure strictness, science and feasibility.
In his closing speech, National Assembly Chairman Tran Thanh Man stated that September and October are always the peak months of work, concentrating a large amount of work to prepare for the year-end session of the National Assembly. However, this year, the workload has increased significantly, because the upcoming 10th Session is the last session of the term, and is especially important.
The National Assembly Chairman acknowledged and highly appreciated the spirit of serious preparation, efforts and determination of the National Assembly agencies, the Government and relevant agencies, and the responsible, proactive and effective participation of the National Assembly Standing Committee members; thanks to which almost the entire program of the Session was completed on schedule.
The National Assembly Chairman said that at the 49th Session, the National Assembly Standing Committee reviewed 34 contents. Accordingly, it mainly focused on reviewing and giving opinions on 13 draft laws, preparing to submit them to the National Assembly for approval at the 10th Session; reviewing annual monitoring reports, reports on monitoring results of the National Assembly's Monitoring Delegation on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" and discussing draft reports summarizing the term of the National Assembly, the National Assembly Standing Committee, reports summarizing the term of the President, the Government, the State Audit and judicial agencies.
The National Assembly Standing Committee passed a Resolution on the 2026 Legislative Program and 7 Resolutions within its authority, including joint resolutions and resolutions guiding consultation, candidate introduction, voter contact, and key contents serving the election work.
The National Assembly Standing Committee also gave opinions (for the second time) on the preparation for the 10th Session and some contents related to the allocation and adjustment of the budget estimate; and at the same time reviewed the report on people's petition work for August 2025.
The National Assembly Chairman requested that agencies promptly absorb all the opinions agreed upon at the meeting, complete quality reports, and send them to National Assembly deputies within the prescribed time to serve the 10th Session. Draft laws need to be focused on completion and revision to ensure strict, scientific, and feasible regulations.
Regarding the resolutions passed by the National Assembly Standing Committee, the National Assembly Chairman requested the agencies to urgently revise, carefully review and submit to the National Assembly Chairman for signature and certification for timely promulgation, especially resolutions serving the upcoming election. At the same time, it is necessary to closely coordinate with the Central Committee of the Vietnam Fatherland Front and relevant ministries and branches to develop specific implementation plans, proactively prepare plans and solutions to promptly handle situations and problems that may arise in practice.
The National Assembly is expected to consider and pass nearly 50 draft laws and resolutions at the 10th Session.
The National Assembly Chairman emphasized that the upcoming 10th Session will be a huge undertaking and of special significance: it will not only review the regular year-end contents, but also summarize the work of the entire term; and pass many important decisions that will guide the new period.
It is expected that at the 10th Session, the National Assembly will consider and pass nearly 50 draft laws and resolutions, including many important resolutions to promptly institutionalize the Central Government's new policies on education, health care, and international integration. "This is the largest legislative workload since the beginning of the term, far exceeding that of the 9th Session," the National Assembly Chairman stated.
Along with that, it is necessary to review the 5-year summary report on the implementation of national target plans and programs; approve investment policies for important programs; and simultaneously carry out personnel work, supervision and people's petitions.
The National Assembly Chairman requested the Government and relevant agencies to closely follow the program, coordinate closely, and proactively send documents early, even when they are being drafted, so that the National Assembly agencies have a basis for research right from the beginning; promptly complete and send official documents to members of the National Assembly Standing Committee.
According to the National Assembly Chairman, the 10th Session will have important changes in the organization method (no dividing the session into two sessions, no mid-session break; groups of content in the same field or related will be arranged for presentation and general discussion; further shortening the time for presenting proposals and reports...). Therefore, agencies should note that when presenting at the meeting of the National Assembly Standing Committee, they need to prepare very concise presentation content, focusing on major issues that need opinions, ensuring the time is within regulations and not prolonged.
The National Assembly Chairman also specifically noted the need to proactively advise and prepare early to submit to the National Assembly for consideration the contents within its authority, promptly and fully absorb the Central's instructions to complete the socio-economic contents to submit to the National Assembly Standing Committee for comments before submitting to the National Assembly.
Noting that the preparation time is still very short, the National Assembly Chairman requested that agencies make the most of every day and every hour, work urgently in the final stage but absolutely not do it in a perfunctory manner; ensure that the submitted documents are complete, strict, and thoroughly examined. "What must be done to ensure that the 10th Session is organized successfully, with a high sense of responsibility, ensuring discipline, order, quality and efficiency," the National Assembly Chairman pointed out.
Promoting the role of "being one step ahead in terms of institutions"
Before closing, the National Assembly Standing Committee gave opinions on the draft report summarizing the work of the 15th term of the National Assembly and the National Assembly Standing Committee.
Secretary General of the National Assembly Le Quang Tung stated that in the past term, under the correct, timely and close leadership and direction of the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary; the concentration, clarity, strength and drastic actions of state agencies; the proactiveness, determination, steadfastness, solidarity and unified actions of the entire political system, the 15th National Assembly has achieved many positive results.
The National Assembly has strongly promoted its role in perfecting institutions and laws, especially the timely amendment and supplementation of the 2013 Constitution to institutionalize the Party's major policies, especially on the arrangement of the state apparatus in the direction of "streamlining, effectiveness, efficiency, closeness to the people, closeness to the people, closeness to reality".
Legislative activities have been strongly innovated in terms of methods, thinking, and construction processes, proactively, prepared early and remotely; in particular, promoting the role of "being one step ahead in terms of institutions", daring to decide on difficult issues, unprecedented fields, and promptly responding to new situations. Supervision activities have been strengthened and put into practice, making an important contribution to the work of perfecting the law, deciding on important issues of the country, improving the effectiveness and efficiency of controlling state power, the operation of the state apparatus, and the responsibility of performing public duties, which has been agreed upon and highly appreciated by voters and people. The work of deciding on important issues of the country has been fundamentally innovated.
In addition, the way of organizing National Assembly sessions has many improvements, innovations, and flexibility to adapt to the realities. The XV term has the largest number of sessions ever and is the first term in the history of its operation that the National Assembly organizes extraordinary sessions to promptly consider and decide on a number of important and urgent issues arising from reality and development requirements.
However, some work has not yet achieved the desired results. Institutional improvement has not yet fully met practical requirements, is not compatible with the context of deep international integration and newly arising domestic socio-economic issues; some legal regulations are still limited, lack synchronization, and have low predictability...
