According to the license, Binh Minh Company is allowed to exploit 6.0 hectares of fill land by open-pit method, with a depth from the current terrain surface to elevation +7.0m. The licensed mineral reserve is 1,136,125 m3 of fill land, with a maximum exploitation capacity of 200,000 m3/year, and the exploitation period is until June 27, 2031.
Binh Minh Company is responsible for paying fees, mineral exploitation rights fees, resource taxes, environmental protection fees and other financial obligations as prescribed. At the same time, the enterprise must install weighing stations, surveillance cameras, publicly post project information, complete land lease procedures and change forest use purposes before exploitation.
In addition, the Provincial People's Committee stipulates that Binh Minh Company must fully implement the commitments in the environmental impact assessment report, pay a deposit for environmental improvement and restoration, and be responsible for handling any incidents that may occur. Mining activities must ensure labor safety, protect traffic infrastructure, prevent fires and explosions, and ensure security and order in the mine area.
In particular, businesses are required to prioritize the use of local labor, and at the same time support and contribute funds to localities to invest in infrastructure, welfare works and environmental protection.
At the same time, the Provincial People's Committee requested the People's Committee of Luc Nam commune to be responsible for monitoring and inspecting exploitation activities, promptly detecting and handling violations; the Department of Agriculture and Environment is responsible for appraising and managing exploitation activities, calculating exploitation rights fees and supervising the performance of obligations of enterprises; the Tax Department of Bac Ninh province guides and urges enterprises to fully perform their financial obligations.
