Provinces and cities inspect, review and implement in practice dike protection plans, protect key areas of vulnerable dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety, paying special attention to vulnerable dike lines/dike sections facing the sea (such as section K10-K15 of Ha Nam sea dike, Quang Ninh province; Nam Hai dike and revetment belonging to sea dike line II, Hai Phong city; Dong Minh dike and revetment belonging to sea dike line 6, Hung Yen province; Con Tron and Hai Thinh sea dikes, Binh Minh III and IV sea dikes, Ninh Binh province; Quang Nham and Hai Binh sea dikes, Thanh Hoa province; Dien Thanh, Quynh Tho, Long - Thuan sea dikes, Nghe An province; Hoi Thong sea dike, Cam Nhuong dike and revetment, Ha Tinh province,...).
Provinces and cities should strengthen the inspection of sea and river dykes, strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur right from the first hour.
Localities prepare human resources, materials, means and equipment to protect the dikes; at the same time, check the actual preparation work and proactively respond to incidents and situations that may occur according to the "4 on-site" motto, ensuring safety for the dikes, and closely monitor the developments of storms, floods, and the situation of the dike system, promptly report incidents (if any) to the Ministry of Agriculture and Environment (through the Department of Dike Management and Natural Disaster Prevention and Control) for coordination and direction.
On the evening of September 22, super typhoon Ragasa entered the East Sea, becoming the ninth typhoon of 2025. This is a very strong storm, with a maximum intensity of level 17, gusting above level 17, moving at about 20 km/h in the West Northwest direction.
According to forecasts, due to the impact of the storm, from early morning on September 25, coastal areas from Quang Ninh to Thanh Hoa will have winds of level 9-10, gusting to level 12, accompanied by rising water and large waves, causing the risk of landslides on dykes and sea embankments; at the same time, from the night of September 24 to September 26, the Northern region and Thanh Hoa and Nghe An will have heavy to very heavy rain, with the possibility of flooding on some rivers, which may affect the safety of dykes.
