Economic Committee: Do not let the restructuring and streamlining of the apparatus disrupt work and affect the people.

On the morning of February 12, the National Assembly opened its 9th extraordinary session. Authorized by the Prime Minister, Minister of Planning and Investment Nguyen Chi Dung read a report on supplementing the 2025 socio -economic development plan with a growth target of 8% or more.

Many solutions to achieve the 8% growth target

According to the report, in the context of the world situation with many unpredictable fluctuations, 15/15 economic targets were achieved and exceeded. Therefore, the implementation of the growth target of 8% or more contributes to creating a solid foundation for achieving double-digit growth in the coming period, associated with fast and sustainable growth.

The draft resolution also sets the goal of consolidating and preparing well the fundamental factors to successfully implement the 10-year socio-economic development strategy for 2021-2030, marking the time when the country enters a new era of development, creating a solid foundation to achieve double-digit growth.

Therefore, in 2025, we will focus on promoting growth to reach 8% or more, associated with macroeconomic stability, controlling inflation, and ensuring major balances. Thus, the GDP scale will reach over 500 billion USD, GDP per capita will be about over 5,000 USD and CPI will increase by 4.5-5%.

To achieve the above goals, the solutions focus on promoting the improvement of institutions and laws and improving the effectiveness of law enforcement organization.

In particular, it is necessary to immediately issue strong enough mechanisms and policies to address the situation of shirking, evasion, and lack of responsibility in performing public duties. Create a creative space, encourage, and protect officials who dare to innovate, think, do, and take responsibility.

Concentrate resources on completing synchronous and modern strategic infrastructure; clear and effectively use public investment resources. Including basically completing Long Thanh airport, Lach Huyen regional port, exploiting Tan Son Nhat T3 terminal, Noi Bai T2 terminal, starting construction of Lien Chieu port...

Focus on reforming administrative procedures, improving the investment and business environment, creating all conditions to quickly resolve investment procedures, difficulties and obstacles in investment and business activities, and encouraging investment from all economic sectors.

Promote and renew traditional growth drivers in conjunction with promoting new growth drivers and developing new, advanced production forces. In particular, focus on creating breakthroughs in science and technology, innovation, digital transformation, and training high-quality human resources.

Implement international financial center projects, promote economic diplomacy associated with trade promotion. Create all favorable conditions for experts, especially talented foreign experts and overseas Vietnamese to work and develop science and innovation for Vietnam...

Arrange the machine so as not to interrupt work

During the review, Chairman of the Economic Committee Vu Hong Thanh said that the adjustment of the target to increase by 8% this year was based on the opinion of the Party Central Committee and the National Assembly's resolution on the socio-economic development plan. In the context of 2024, 15/15 targets will be met and exceeded.

The Economic Committee basically agreed on the targets, requirements, and economic growth scenarios for 2025 in the submission and report to the Government. The Government's proposed target is about 1 percentage point higher than that of 2024, higher than the forecasts of some international organizations, which is considered to demonstrate great determination and effort.

However, the auditing agency noted that the domestic and international situation still has potential difficulties and challenges. Externally, uncertain factors can negatively affect export growth as well as attracting foreign direct investment to our country.

Domestically, private investment has recovered but is still low compared to the pre-pandemic period, public investment disbursement is still slow and may be affected by restructuring and reorganization of the apparatus.

January recorded 58,300 businesses withdrawing from the market, the industrial production index increased only slightly by 0.6%, showing that business conditions in the manufacturing sector narrowed...

Therefore, the Economic Committee recommends that the Government focus on analyzing and assessing the impact of the world situation on Vietnam, especially large markets and major partners, and at the same time assess the implementation conditions to ensure feasibility. It is necessary to focus on solutions to ensure national financial security and public debt safety; and have appropriate solutions to control inflation.

Regarding solutions to achieve the target, the audit agency also suggested that it is necessary to closely follow the growth target of the Central Government, closely monitor developments in the world situation to have policy responses, increase endogenous capacity, maintain the foundation for sustainable development, especially macroeconomic stability and major balances.

Along with promoting public investment to lead private investment, research and supplement monetary and fiscal policies to support increased purchasing power, stimulate consumption and domestic tourism, cut administrative procedures, and support businesses.
