Many outstanding results in the third quarter of 2025
Reporting at the Press Conference, Mr. Nguyen Huu Ngoc, Deputy Chief of the Ministry's Office, said : The third quarter of 2025 marks a vibrant and effective period in the entire Culture, Sports and Tourism sector, from policy, heritage, arts, sports, tourism, press to publishing.

Accordingly, the Ministry of Culture, Sports and Tourism has continued to promote the spirit of determination and synchronization in implementing tasks according to the annual work plan, closely following the theme "Discipline - Setting an example - Responsibility - Streamlining - Efficiency - Reaching the finish line", contributing to spreading cultural values, improving the spiritual and physical life of the people and promoting sustainable tourism development.
In its direction and administration, the Ministry of Culture, Sports and Tourism focuses on implementing key Resolutions of the Government (154/NQ-CP, 226/NQ-CP, 44/NQ-CP, 66/NQ-CP, 71/NQ-CP, 229/NQ-CP, 273/NQ-CP) to achieve the growth target of 8-8.5% by 2025; at the same time, promoting administrative reform, digital transformation and innovation.
The Ministry has issued 10 documents directing administrative reform; 6 decisions promulgating administrative procedures (8 newly issued, 18 amended, 1 abolished). Received 8,055 administrative procedure files, resolved 4,838 files.
Develop two projects to submit to the Prime Minister, including: "Communication strategy, promoting Vietnam's image/brand abroad until 2030" and "Strategy for developing cultural industries until 2030, vision 2045".
In the field of culture and family: The Ministry successfully organized the "Celebration of the 80th anniversary of the establishment of the Cultural Sector (August 28, 1945–August 28, 2025)" with the participation of General Secretary To Lam and Prime Minister Pham Minh Chinh.

Implementing a series of activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, including major art programs: "Vietnam in me", "80 years of Independence - Freedom - Happiness", "I love my Fatherland" and the exhibition "80 years of achievements of the Country" attracted more than 10 million visitors.
Heritage conservation has achieved many successes with UNESCO recognizing the Yen Tu – Vinh Nghiem – Con Son, Kiep Bac Complex as a World Cultural Heritage; at the same time adjusting the boundary of the Phong Nha – Ke Bang World Natural Heritage (international Vietnam – Laos).
The Prime Minister has ranked 4 special national relics, issued decisions to rank 15 national relics, and included 66 intangible heritages in the National List (bringing the total to 722 heritages).
In the field of grassroots - family - ethnic culture, the Ministry has completed the Decree guiding the "Law on Advertising", organized the "National Mobile Propaganda Contest" and the "Composing propaganda posters to celebrate National Day" contest; deployed the "Project to digitize Vietnamese festival data (2021-2025)".
Issue new guidelines on "Project 6 on preserving ethnic minority culture"; organize "The 6th Cham Ethnic Cultural Festival" in Khanh Hoa.
In the field of cinema, the Ministry issued the Project for the 24th Vietnam Film Festival in Ho Chi Minh City; licensed the classification of 87 feature films, 37 documentaries, and 19 animated films; and did not allow the distribution of 3 films.
In the field of performing arts and literature, the Ministry organizes many large art programs on important occasions; directs the implementation of the "Vietnam National Anthem" to become the official, unified version used throughout the political system, compatriots, soldiers, schools, units, domestic agencies and diplomatic missions, overseas Vietnamese.

Fine arts, photography and exhibition activities took place vigorously: organizing "Youth Photography Festival 2025", "3rd International Photography Festival", "National Achievement Exhibition"; designing a logo to celebrate the 80th anniversary of the country's founding, and making a mockup and badge for the 14th National Party Congress.
In the field of Copyright and cultural industry, the Ministry continues to develop a draft Law (copyright, related rights and general provisions) and a Decree.
At the same time, build a set of statistical indicators on Vietnam's cultural industries; a project to build a database and create a digital map of cultural industries; a project to award national creativity and brands for cultural industries.
The Ministry has received 8,573 applications for copyright and related rights registration on the Online Public Service Portal and electronic single window; and issued 8,003 certificates of copyright and related rights registration.
Regarding the field of physical training and sports, the Ministry has issued a Decision approving 3 projects; Directive No. 354/CT-BVHTTDL dated August 22, 2025 on promoting the Campaign "All people practice physical exercise following the example of great Uncle Ho" for the period 2021-2030.

In mass sports, the Ministry implemented a plan to participate in the 13th Southeast Asian Para Games in Thailand; coordinated the organization of 8 mass sports tournaments in the third quarter as planned.
High-performance sports focus on preparing forces to participate in the 33rd SEA Games in Thailand, the 4th Asian Youth Games (AYG 4) in Bahrain and international sporting events in 2025.
The Ministry of Construction will develop a framework charter for competitions at the 10th National Sports Congress in 2026; coordinate with localities, federations, and national sports associations to organize 65 national and international sports tournaments in Vietnam, along with 5 training courses as planned.
International competition results achieved 633 medals (282 gold, 172 silver, 179 bronze).
Notably, the Vietnam U23 football team won the Southeast Asian U23 Championship; the women's volleyball team won the SEA V.League 2025 championship; and the women's sepak takraw team won the world championship.
In the tourism sector, the Ministry has issued 1 Circular, perfecting the State Steering Committee on Tourism.
Licensed 282 international travel businesses, bringing the total to 4,385 businesses; issued 1,370 new tour guide cards, bringing the total number of valid cards to 42,928.
The country currently has 282 5-star accommodation establishments (93,058 rooms) and 339 4-star establishments (46,713 rooms).

Tourism promotion and advertising activities have been stepped up, notably the signing of a cooperation agreement to develop medical tourism with the Ministry of Health; the appointment of a Vietnam Tourism Ambassador (2025-2030); the organization of the 2025 National Travel Conference, the ITE HCMC 2025 International Tourism Fair, the 12th Vietnam - Taiwan Tourism Cooperation Conference...
In the field of press and communication, the Ministry submitted to the Government Resolution 278/NQ-CP approving the Draft Law on Press (amended); granted 33 press operation licenses, revoked 25; established 2 press centers, and issued 1,550 reporter cards.
Social media platforms removed 10,713 violating posts on Facebook (96%), 705 videos on YouTube (92%), and 798 pieces of content on TikTok (97%), contributing to cleaning up the online environment.
In the field of publishing, printing and distribution: The Ministry continues to develop the Law amending and supplementing the Law on Publishing; promulgating 1 Circular, granting 1,385 certificates of publishing registration, 35 licenses for printing for foreign countries, and 317 certificates of importing publications for business purposes.

In the field of culture, family, the Ministry of Collect comments and instructions from the Government Standing Committee, complete the draft Resolution on cultural revival and development in the new era, report to the Government, and submit to the Politburo for consideration and promulgation.
Coordinate with the Ministry of Industry and Trade to prepare for the organization of the Autumn Exhibition Fair 2025 in October 2025 at the National Exhibition Center.
Submit to the Prime Minister the Plan to implement Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo to continue implementing Resolution No. 23-NQ/TW of the Politburo (10th tenure) on "Continuing to build and develop literature and arts in the new period". Organize a preliminary review of Decree 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities.
Complete the "Project on building a database and creating a digital map of cultural industries and the "Set of statistical indicators on cultural industries" to submit to competent authorities for consideration and decision; Project on "Creative awards and building national brands for cultural industries"; Project on "System of typical art works for the period 2025-2030, vision to 2045"; Design the delegate badge model and decorative mockup of the 14th National Party Congress.
Continue preparations for the Government Party Congress and the 14th National Party Congress (Art program for the Opening session, other sideline art activities...).

Organizing the "Residential Area Mass Arts Festival" and "National Large-Panel Propaganda Painting Exhibition"; Closing and Awarding Ceremony of the National Finals of the "Reading Culture Ambassador 2025" Contest; "Vietnamese Cultural Days in China and North Korea", "World Cultural Day in Hanoi"; "Russian Cultural Days in Vietnam"; "24th Vietnam Film Festival"; "Film Series commemorating the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025)".
In physical education and sports, submit to the Prime Minister for approval the Program for developing key sports to prepare for participation in the Olympics and ASIAD for the period 2026 - 2046 and develop projects and legal documents in 2025.
Organize the ASEAN Sports Ministers Meeting (AMMS8) and related meetings in Vietnam; Attend the Asian Youth Games in Bahrain. Focus on preparing athletes to participate in the 33rd SEA Games in Thailand and international sporting events in 2025.
About tourism Complete the project to establish a Vietnam Tourism Promotion Office in Laos; Project to establish a Vietnam Tourism Promotion Office abroad.
At the same time, deploy the plan to organize the "National Green Tourism Annual Forum"; Plan to implement the Project "Some models of night tourism development"; Criteria set to evaluate the national digital platform on Tourism Management and Business; tasks under the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas by 2025.

Promoting the role of creation and leadership in spreading cultural values
Journalism and media, continued Coordinate with the National Assembly Committees to receive and complete the draft Law on Press (amended); implement the project "National press and media data storage and analysis system"; approve the Project to develop 01 national foreign information portal/website to become a platform to promote the national image; report on the summary of the "Strategy for developing basic information for the period 2021 - 2025" and the draft "Basic Information Development Strategy for the period 2026 - 2030".
Promote foreign information in the press: positive information about the situation in Vietnam in foreign press; evaluate the effectiveness of foreign information in the press.
Deploy tasks to promote the development of the online gaming industry; promote the organization of international e-sports tournaments in Vietnam; Organize: "Happy Vietnam 2025 Human Rights Media Award"; "Vietnam iContent 2025 Festival of Vietnamese Content Creators" with a series of activities including: Workshops, Discussions, Exhibitions, Award Ceremony to honor groups and individuals with positive contributions to the community...
In publishing, printing and distribution, continue to coordinate with the Vietnam Publishing Association in organizing the 8th National Book Award in 2025; Implement the Action Plan of the Central Interdisciplinary Team for Anti-piracy.
At the press conference, leaders of the units answered many issues of interest to the press such as solutions to achieve the goal of attracting 25 million international tourists, visa exemption policy; the issue of merging theaters under the Ministry; film management on cyberspace, the amended and supplemented Press Law, etc.
