"My family is in difficult circumstances, completely unable to pay back, not knowing how to handle it..." - Ms. Minh said.

According to Ms. Pham Thi Thong - Head of the Department of Labor, Invalids and Social Affairs of Tien Phuoc district, since 2000, when deciding the regime for children of resistance fighters infected with toxic chemicals, there was no assessment, only based on medical records that their working capacity was reduced. In this case, the state will provide a subsidy similar to the group of cases with an 81% disability assessment to ensure their livelihood.

In 2018, after inspecting the implementation of preferential policies for people with revolutionary contributions in the province, the Inspectorate of the Ministry of Labor, Invalids and Social Affairs issued Conclusion No. 343 pointing out errors, including support for children of resistance fighters infected with toxic chemicals. Through review, Tien Phuoc had 17 cases of incorrect policy beneficiaries. Specifically, these cases all had the ability to work and had stable jobs.

In 2020, the Department of Labor, Invalids and Social Affairs decided to suspend and recover all the support money for these 17 cases. The Department of Labor, Invalids and Social Affairs of Tien Phuoc district visited each case's home to grasp the situation and make a record. The wish of the 17 cases was not to recover the amount of money they had received. Tien Phuoc specifically reported this matter to the Department of Labor, Invalids and Social Affairs for consideration and resolution.

Recently, the Department of Labor, Invalids and Social Affairs has requested the Department of Labor, Invalids and Social Affairs of Tien Phuoc district to guide the 17 above cases to make a request not to recover and send it to the Commune People's Committee to confirm the situation. The Department of Labor, Invalids and Social Affairs of the district will compile and submit it to the Department to send to the Department of Meritorious People (under the Ministry of Labor, Invalids and Social Affairs) to request not to recover the amount of money spent.

Through investigation and implementation of Conclusion No. 343 of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs, the Department of Labor, Invalids and Social Affairs of Quang Nam has reviewed and decided to suspend 535 cases and recover a total amount of 61 billion VND. However, up to now, most of the cases have not been able to pay back.

According to the Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation Le Van Dung, Quang Nam did not commit fraud or engage in any personal gain in the spending for this policy subject. At that time, it was implemented under the social protection program, so the documents were quite simple, based only on the results of the investigation of the consequences of the war and medical records. Therefore, in the coming time, Quang Nam will propose to the National Assembly not to recover the above-mentioned amount of money.
