In his speech at the first plenary session, General Phan Van Giang said that we are living in a special era: an era full of turmoil but also full of opportunities. On the one hand, humanity has never had such outstanding scientific and technological achievements as today. The fourth industrial revolution, artificial intelligence, digital technology, biomedicine, renewable energy... are opening up unprecedented development possibilities.

Countries, big or small, if they know how to take advantage, can shorten the gap, rise up and integrate into the general development flow of the world . This is the belief and also the motivation for us to move towards a prosperous future.
On the other hand, opportunities come with fierce challenges. On the international level, strategic competition between countries, hegemonic ideology, and unilateral imposition have a profound impact on the structure and governance of global security. Differences in interests, if not properly handled, can turn into conflicts, creating a dangerous spiral of confrontation.
Regional hotspots - from armed conflicts to territorial sovereignty disputes - still exist, with the potential to erupt at any time, threatening peace and general stability... Along with traditional security challenges, the world is also facing increasingly complex non-traditional security challenges.
General Phan Van Giang said that to build a fair and reasonable global security governance system, the role of multilateralism and substantive defense cooperation is indispensable.
Multilateralism is the inevitable path to maintaining peace and stability.
"Only when countries sit together, respect common rules, and share responsibilities, can basic principles become reality. In the context of increasingly intertwined traditional and non-traditional security challenges, multilateralism is not only an option, but also an inevitable path to maintain peace and stability. Defense cooperation, in the spirit of transparency, self-defense and for common interests, will become an important bridge between principles and actions," General Phan Van Giang emphasized.
According to General Phan Van Giang, Vietnam supports multilateralism based on the United Nations Charter and international law. Vietnam is always deeply aware of the value of international cooperation and the spirit of global solidarity. That spirit has been concretized in many of Vietnam's major policies and decisions.
The Vietnamese Minister of National Defense proposed that it is necessary to persistently promote multilateralism to ensure a global security structure based on the fundamental principles of the United Nations Charter, especially the principles of respect for independence, sovereignty, territorial integrity and political institutions, non-interference in internal affairs and peaceful settlement of disputes; promote substantive cooperation in global issues, especially in non-traditional security areas such as climate change, cyber security, counter-terrorism and transnational crime...
General Phan Van Giang emphasized that for the above orientations to become reality, a sustainable, widely respected and universally valuable foundation is needed - that is international law. Vietnam pledges to continue to be a reliable partner, an active and responsible member of the international community, contributing to the common effort to build a law-based, fair and sustainable international order.
The 12th Beijing Xiangshan Forum was held from September 17 to 19 with the main theme "Joining hands to maintain international order and promote peaceful development", including 4 plenary sessions and 8 concurrent sessions.
Like previous events, this forum was attended by many leaders of the Ministry of National Defense, the military, experts, and scholars from many countries and international organizations.
