Vietnam will have an Artificial Intelligence Law by the end of this year.

According to Minister of Science and Technology Nguyen Manh Hung, Vietnam issued its first Artificial Intelligence (AI) Strategy in 2021, but as AI is increasingly being applied, the strategy needs to be updated. Vietnam will have an updated National AI Strategy and Artificial Intelligence (AI) Law by the end of this year.

AI - The country's intellectual infrastructure

According to Minister Nguyen Manh Hung, AI is intellectual infrastructure. AI is not only an applied technology but is becoming a national infrastructure, like electricity, telecommunications or the internet. Whoever masters AI will have a superior advantage in production, business, healthcare, education , national governance and even national defense and security. Therefore, Vietnam must have a Vietnamese AI intellectual infrastructure.

“Vietnam will quickly build a national AI supercomputing center and open shared AI data. We will implement AI like electrification, but we will AI faster, as fast as possible. Popularize AI, popularize AI education, like the previous English learning movement. Every Vietnamese person will have a digital assistant, the population will not increase, but social intelligence will at least double. At the same time, Vietnam is committed to developing and mastering digital technology , including AI, based on open standards, open source code. Open source code to develop and master Vietnamese technology, to Make in Vietnam and also to contribute to humanity," said Mr. Nguyen Manh Hung.

In terms of policy and institutions, Vietnam will issue a national AI ethics code that is in line with international standards but suitable for Vietnam's reality, and at the same time develop an AI Law and an AI strategy with core principles including risk-based management, transparency and accountability, putting people at the center, encouraging domestic AI development, AI autonomy, using AI as a driving force for rapid and sustainable growth, and protecting digital sovereignty based on three pillars: data, infrastructure, and AI technology. Vietnam's AI development will have to be based on four important pillars: transparent institutions, modern infrastructure, high-quality human resources, and humane culture.

Associate Professor, Dr. Truong Gia Binh, Chairman of the Board of Directors of FPT said: "We must have a breakthrough field and technology, and that is AI. Because AI helps increase labor productivity 10 times. If in the past, the gap between us and the world's advanced nations was very far, because of technological revolutions. But previous technological revolutions have never created a breakthrough in productivity growth. Therefore, this revolution poses great challenges and opportunities."

Mr. Truong Gia Binh emphasized that the most important solution is to innovate education: “We must change the way we teach, learn, and evaluate. If Vietnamese children from grade 1 learn with AI, work with AI, and grow up with AI, when they grow up, they can adapt to any changes in the future due to the impact of AI. The most important thing is to teach, learn, and evaluate with AI and do it as quickly as possible.”

Meanwhile, Associate Professor Dr. Dang Hoai Bac, Director of the Academy of Posts and Telecommunications Technology, noted that the education sector needs to soon integrate "AI capacity" into the training program, but must go hand in hand with humanistic value management so that students can maintain independent thinking.

Viewpoints from management agencies and experts share the same direction: Vietnam’s AI development sector must go on both feet, technological autonomy and international integration. This strategy promotes innovation while establishing risk control institutions; considers AI as a growth tool while affirming that AI must serve the people.

Create a domestic market

According to assessments, the potential for developing the AI ​​sector in Vietnam is forecast to contribute about 80 billion USD, equivalent to 12% of Vietnam's GDP in 2030 if widely applied. The rate of Vietnamese enterprises using AI in sales activities is up to 75%, many large enterprises have invested in developing AI, considering it a key technology to promote growth and long-term competitiveness.

Regarding the creation of a domestic AI market for development, Minister Nguyen Manh Hung said that without applications, there will be no market. Without a market, Vietnamese AI enterprises will remain small. Therefore, promoting AI applications in enterprises, in state agencies and key areas is the fastest way to develop AI and create Vietnamese AI enterprises.

The government will spend more on AI, the Natif Technology Innovation Fund of the Ministry of Science and Technology will spend at least 40% to support AI applications, issue vouchers for small and medium-sized enterprises using AI in Vietnam. The domestic market is the cradle to create Vietnamese AI enterprises.

"Regarding Vietnam's opportunities, with a young, dynamic, tech-savvy population of 100 million, Vietnam has the conditions to be both a fast user and a creator of AI products for itself and for the world. The Prime Minister has issued a list of strategic technologies, in which AI is the key technology that we will prioritize resources for development. We can go faster thanks to: National AI computing infrastructure, data ecosystem, Make in Vietnam digital technology enterprises and a research force, startups, a young community that loves technology. AI startups will be an important driving force for AI development in Vietnam," said Minister Nguyen Manh Hung.

Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, affirmed: “AI is developing with incredible power and speed, but also contains unpredictable risks. Therefore, discussing AI policy is important in supplementing and updating the national AI strategy. Along with the great benefits, there are also many risks from AI."
