This afternoon, Senior Lieutenant General Khamliang Outhakaysone, Lao Minister of National Defense, chaired the welcoming ceremony and held talks with General Phan Van Giang.
Senior Lieutenant General Khamliang Outhakaysone expressed his condolences for the great loss of life and property of the Vietnamese people due to recent storms and floods. He also congratulated the successful organization of the Congress of the Vietnam People's Army Party Committee for the 2025-2030 term. He said that Laos always remembers and appreciates the support, assistance and great contributions of Vietnam.

At the talks, General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone were pleased to see that the contents of the Cooperation Protocol for the 2025-2029 period and the Cooperation Plan for 2025 have been effectively and substantially coordinated and implemented by the two sides.
The two countries' armies have exchanged information and situations, thereby effectively advising the Party and State leaders on strategic issues affecting each country's defense and security. Vietnam and Laos also promote cooperation in military and service branches; logistics, engineering, and defense industry.
The two ministers agreed to continue to coordinate and effectively carry out propaganda and education work on the history, significance and importance of the great Vietnam-Laos relationship in the coming time, especially for the younger generation.

The two countries' armies continue to attach importance to cooperation in human resource training, considering this an issue of long-term strategic significance, serving as the core to consolidate the foundation of the special relationship between the two countries and the two armies; strengthen cooperation in technical logistics, capacity development and information technology infrastructure; continue to support each other in multilateral forums...
General Phan Van Giang emphasized that this year, Laos will celebrate the 50th anniversary of its National Day. This is a great event not only for Laos but also for the common joy of the Vietnamese people.
With experience in organizing recent major events, the Vietnamese Ministry of National Defense is ready to support and accompany the Lao Ministry of National Defense. The Vietnamese Ministry of National Defense respectfully presents the Lao Ministry of National Defense with 3 Vinfast command vehicles, white gloves, and gaiters for the parade; and also presents the Lao side with fireworks produced by the Vietnamese defense industry to celebrate this historic anniversary.
General Phan Van Giang and Senior Lieutenant General Khamliang Outhakaysone also believe that the annual meeting between the three Defense Ministers and the joint search and rescue exercise between the armies of Vietnam, Laos and Cambodia taking place tomorrow will be a great success, continuing to deepen the solidarity and close relationship between the three countries in general and the three armies in particular.

Also this afternoon, General Phan Van Giang paid a courtesy visit to Lao General Secretary and President Thongloun Sisoulith.
General Phan Van Giang affirmed that Vietnam always remembers the great, valuable, wholehearted, righteous and effective support of Laos, especially the support and facilitation in searching for, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos.
General Phan Van Giang informed General Secretary and President Thongloun Sisoulith about the recent situation in Vietnam and the results of cooperation between the two Ministries of National Defense.
The Minister of National Defense hopes that the Lao General Secretary and President will continue to pay attention and create conditions for bilateral defense cooperation to continuously deepen, become practical, and effective.

General Secretary and President Thongloun Sisoulith congratulated Vietnam on the great, outstanding and comprehensive achievements it has made under the wise and talented leadership of the Communist Party of Vietnam over the past 95 years, especially 80 years of nation building.
Lao leaders expressed their joy at the special solidarity relationship between Laos and Vietnam that is increasingly developing and deepening.
General Secretary and President Thongloun Sisoulith emphasized that 2025 is of special importance, as it is the final year of the Party Congress term, leading up to each Party Congress in early 2026. The two countries are continuing to closely coordinate and share experiences in preparing for the congress, contributing to the successful organization of the new National Congress of each Party.
He also highly appreciated the tradition and results of cooperation between the two countries' armies, and suggested continuing to closely coordinate to effectively implement protocols, programs and cooperation plans, so that defense cooperation always deserves to be an important pillar of Laos-Vietnam relations.
Paying a courtesy call to Lao Prime Minister Sonexay Siphandone, General Phan Van Giang informed about the talks with Senior Lieutenant General Khamliang Outhakaysone.

The Minister affirmed that the Vietnamese Ministry of National Defense will closely coordinate with the Lao Ministry of National Defense to comprehensively, effectively and substantially implement cooperation contents.
Prime Minister Sonexay Siphandone stressed that Laos always appreciates and remembers Vietnam's selfless and pure support for Laos in the past struggle for national liberation as well as in the country's development today. He stressed that promoting defense cooperation with Vietnam is one of Laos' top priorities.
