Vingroup presents investment plan for railway connecting to Can Gio worth more than 4 billion USD

The urban railway line connecting the center of Ho Chi Minh City with Can Gio district, proposed by Vingroup Corporation with an investment capital of more than 4 billion USD, is expected to be completed in 2028.

In the document, Vingroup said that, based on the working session on March 6, 2025 with the Department of Transport and Public Works and relevant agencies on the planning of the urban railway route connecting to Can Gio, after researching and working with the consulting unit, the Group proposed an investment plan.

The urban railway will connect from the center of Ho Chi Minh City to the Can Gio coastal urban area.

Regarding the route, the project connects the center of Ho Chi Minh City to Can Gio district, passing through District 7, Nha Be district and Can Gio.

The project starts from Nguyen Van Linh Street (between the intersection with Nguyen Thi Thap Street and Ly Thuc Man Street), Tan Phu Ward, District 7; the end point is at the 39-hectare land adjacent to the Can Gio coastal urban tourism project, Long Hoa Commune, Can Gio District.

The investment scale of the project is a double track, 1435 mm gauge, elevated with a length of 48.5 km, designed infrastructure with a speed of 250 km/h, axle load of 17 tons/axle.

The project will arrange 2 stations and a depot expected to be located in District 7 on a 20-hectare plot of land, and the depot expected to be located on a 39-hectare plot of land, Long Hoa commune, Can Gio district.

For the Soai Rap River overpass project, a railway bridge and a road bridge will be built together. Regarding the train's carrying capacity, it will meet the carrying capacity of 30,000 - 40,000 people/direction/hour.

Regarding the investment form, Vingroup proposed to implement it in the form of public-private partnership, Build - Own - Operate contract (BOO contract).

In which, Vingroup will invest in construction with its own capital and mobilized capital according to the provisions of law, own, exploit and operate the project after completion.

Regarding the implementation progress, the investment preparation phase from 2025 includes: preparing and completing the Pre-Feasibility Study Report, submitting it to competent authorities for inclusion in the urban railway development plan and approving the investment policy. After that, preparing and appraising the Feasibility Study Report and deciding on project investment….

Construction will begin in 2026 - 2028. It is expected that the project will be tested and handed over in 2028.

According to preliminary calculations by the consulting unit, the urban railway project connecting the center of Ho Chi Minh City with Can Gio district has a total investment of VND102,370 billion (USD4.09 billion).

Of which, site clearance costs are 8,664 billion VND, construction costs are 37,537 billion VND, equipment costs are 25,777 billion VND. The remaining costs include taxes, project management costs, consulting costs, etc.

Vingroup Corporation proposed that the City People's Committee consider, approve and direct relevant units to support, guide and coordinate with the Corporation to deploy related work to soon complete the investment and construction of the Project.

Regarding this Project, according to the conclusion announcement at the 16th meeting of the State Steering Committee for important national projects and works, key to the transport sector on March 19, Prime Minister Pham Minh Chinh assigned Ho Chi Minh City to urgently study and implement urban railway projects connecting Can Gio and Long Thanh Airport, reporting the results in April 2025.
