Vinh Long identifies 'four pillars' for rapid and sustainable development

The Congress passed a Resolution setting out the goal of striving for 2030, bringing Vinh Long province to develop rapidly and sustainably in the new era; becoming the center of marine economy and renewable energy production center of the Mekong Delta region and the whole country. Vinh Long province will adjust, supplement and implement the planning for the period 2021 - 2030, with a vision to 2050, close to reality, science, suitable for the new development space, linked with the planning of the Mekong Delta region, in order to exploit and promote the maximum efficiency of potential and resources.

The province has identified four pillars of development and prioritized resources for implementation, including: Marine economy and renewable energy; ecological agriculture , high technology; connecting infrastructure and logistics services; cultural heritage and human resources. The focus of Vinh Long province is to concentrate on developing seaports, coastal logistics, offshore and coastal wind power, marine tourism; investing in reclaimed land areas associated with coastal urban areas; developing aquaculture, fishing and seafood processing according to sustainable value chains.

The Congress set out 31 specific targets, and identified 6 key tasks, 3 breakthroughs and 12 groups of solutions for the 2025 - 2030 term. These are to continue to promote Party building and rectification, a clean and strong political system in all aspects; to innovate the growth model, restructure the economy towards relying mainly on science - technology and innovation, improve productivity, quality, efficiency and competitiveness of the economy; to make breakthroughs in science, technology, innovation and digital transformation; to promote linkages and restructure the development space as a center of marine economy, one of the centers of renewable energy production in the Mekong Delta and the whole country; to effectively manage and use resources, protect the environment, and proactively respond to climate change.

Along with that, the province devotes appropriate resources to building and comprehensively developing Vinh Long culture and people; continuing to fundamentally and comprehensively innovate education and training, improving the quality of human resources; managing sustainable social development, ensuring social progress and equity; strengthening national defense and security, building a regular, elite, and modern revolutionary armed force; promoting the synchronous and effective implementation of foreign affairs activities.

The Congress set out a number of key targets: The average growth rate of gross regional domestic product (GRDP) in the province is 10%; the total product in the area calculated at current prices by 2030 will reach 589,730 billion VND. The average GRDP per capita by 2030 is 169.46 million VND/person/year; the proportion of added value of the digital economy in GRDP is 10.08%; the total state budget revenue in the area by 2030 will reach 127,120 billion VND; the human development index (HDI) by 2030 will reach about 0.78; the number of employed workers in the economy will reach 1,934 thousand people or more. The rate of new party members admitted each year will reach 100% of the target of the Central Executive Committee Resolution...

The important breakthroughs proposed by Vinh Long province are to invest in developing synchronous socio-economic infrastructure in terms of strategic transport systems, seaports, river ports, logistics, linked with digital infrastructure, information technology infrastructure, ensuring effective inter-regional connectivity in the Mekong Delta and the Southeast region. The province focuses on developing infrastructure for industrial parks and clusters, economic zones, gradually forming dynamic marine economic zones, aiming to form a renewable energy production center of the whole country.

Vinh Long focuses on improving the quality of human resources, especially human resources serving key and new socio-economic sectors; continues to strongly innovate personnel work, building a team of leaders and managers with virtue, talent, prestige, breakthrough thinking, creativity, strategic vision, daring to think, daring to do, daring to take responsibility for the benefit of the people. The province has a mechanism to discover, attract, employ and promote the role of intellectuals, experts and entrepreneurs in the socio-economic development of the province.

The Congress also announced the decisions of the Politburo and Secretariat to appoint the Provincial Party Committee's Inspection Committee consisting of 13 comrades; the delegation to attend the 14th National Congress of the Party consists of 49 official comrades and 5 alternate delegates. Comrade Bui Van No, member of the Provincial Party Committee Standing Committee, Chairman of the Vinh Long Provincial Party Committee's Inspection Committee, was appointed to hold the position of Chairman of the Provincial Party Committee's Inspection Committee for the 2025-2030 term.

In his closing speech at the Congress, comrade Tran Van Lau, Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term, on behalf of the Presidium, affirmed that the 1st Provincial Party Congress for the 2025-2030 term promotes the spirit of responsibility, intellectual contribution, and solidarity towards the goal of bringing Vinh Long to rapid and sustainable development.

The Provincial Party Committee continues to innovate leadership style and methods, be proactive, creative, innovative, dare to think, dare to do, dare to take responsibility. The entire Party Committee promotes the strength of each member of the Executive Committee, cadres, party members, and people of all walks of life to turn challenges into opportunities, advantages into strength, determined to successfully implement goals, targets, and tasks, especially the 6 key tasks and 3 strategic breakthroughs in infrastructure development. The province promotes the development of marine economy, renewable energy, high-tech agriculture, and combines breakthroughs in tourism development, gradually turning Vinh Long into one of the important economic centers of the region.
