Case of 120 students not yet granted degrees: Quang Nam proposes urgent solution

On June 26, the Office of the People's Committee of Quang Nam province announced that Mr. Ho Quang Buu, Vice Chairman of the People's Committee of this province, signed a document handing over the authority of Principal of Quang Nam Medical College to Mr. Bui Long An, Vice Principal.

Previously, on June 14, Quang Nam Medical College sent a document to the Provincial People's Committee, requesting to issue temporary graduation certificates to graduated students.

Currently, Quang Nam Medical College only has 2 Vice Principals. According to regulations, no one has the authority to sign graduation certificates for students who have reached graduation.

Quang Nam Medical College has requested the Provincial People's Committee to allow Mr. Bui Long An, Vice Principal, to sign and issue temporary graduation certificates to 120 students graduating this term.

On June 18, the People's Committee of Quang Nam province requested the Department of Labor, War Invalids and Social Affairs to guide Quang Nam Medical College to issue temporary graduation certificates to students.

The People's Committee of Quang Nam province also assigned the Department of Home Affairs to coordinate with the Provincial Party Committee's Organizing Committee to promptly advise and seek opinions from the Provincial Party Committee's Standing Committee on assigning the Acting Principal of Quang Nam Medical College to sign and issue graduation certificates according to regulations.

According to Dan Tri reporter, as of the afternoon of June 25, 120 students had received temporary graduation certificates signed by Mr. Bui Long An, Vice Principal.

Previously, the People's Committee of Quang Nam province decided to temporarily suspend the position of Principal of Quang Nam Medical College for Mr. Huynh Tan Tuan to serve the investigation of the act of taking advantage of his position and power while performing official duties.

Regarding the violations at Quang Nam Medical College, on April 1, the Investigation Police Agency of Quang Nam Provincial Police initiated a case and prosecuted Mr. Nguyen Ba, former Party Secretary and former Principal of Quang Nam Medical College;

Mr. Huynh Tan Tuan, Principal of Quang Nam Medical College and Chief Accountant, to be investigated for the act of abusing his position and power while performing official duties; along with another defendant related to the violations. The defendants were released on bail and prohibited from leaving their place of residence.

According to the conclusion of the Quang Nam Provincial Party Committee's Inspection Committee, during the 2015-2020 and 2020-2025 terms, Quang Nam Medical College used more than 23 billion VND in funding in excess of the number of training enrollments.

The General Hospital under the Quang Nam Medical College has exceeded the health insurance medical examination and treatment expenses by more than 12 billion VND (2016-2020 period); and owed 9.4 billion VND for medicine purchases from suppliers (2016-2020 period).

Quang Nam Medical College has been slow to remedy the consequences and has so far been unable to recover most of the money owed. Violations at the school have led to long-term unpaid wages for workers, and the school’s lecturers have decided to collectively stop working.

In late 2023 and early 2024, Quang Nam province provided additional support of VND 5.8 billion for the school to pay its employees' salaries. Up to now, Quang Nam Medical College General Hospital has temporarily suspended operations but still owes more than VND 800 million in salaries and other benefits to its employees.
