Immediately after the Communist Party of Vietnam was born, the Party and Uncle Ho realized the need to establish a communist organization for young people.
Therefore, the first conference of the Party Central Committee (1st term) in October 1930 issued the "Resolution on Communist Youth Movement". The "Resolution on Communist Youth Movement" is the first fundamental document on the theory of youth movement of the Party, promptly responding to the demands of the developing patriotic movement among the youth and truly creating important changes in the cause of building the Youth Union organization.
Establish
The first Central Committee Conference of the Party (October 1930) laid the foundation for the birth of the Communist Youth Union. The Conference passed: "Resolution on the situation in Indochina and the urgent tasks of the Party". In particular, it passed "Resolution on Communist Youth Movement". In the Resolution it was stated: "The Party must immediately implement the Resolution of the Communist International and help the Union become independent...". "The Communist Party must urgently work among the youth masses, must lead the youth masses... To do so, it is only possible to organize a youth organization". "The Central Committee, regional committees, provinces, cities, and special committees must send a number of young comrades to be in charge of organizing the Communist Youth Union and help the Union become independent". “The Resolution on Communist Youth Movement” is the Party’s first fundamental document on youth movement theory, promptly responding to the demands of the developing patriotic movement among the youth and truly creating important changes in the cause of building the Youth Union organization. After the Party’s Resolution and the Directive of Leader Nguyen Ai Quoc, local Party cells immediately assigned Party committee members to take charge of Youth Union work. Under the Party’s leadership, the youth movement grew stronger and stronger, with many grassroots Youth Union organizations appearing in the three regions of the North, Central and South. Some localities established a system of Youth Union organizations at the commune, district and provincial levels. By the end of 1931, the number of Youth Union members nationwide reached more than 2,500. The birth of the Indochina Communist Youth Union (now the Ho Chi Minh Communist Youth Union) promptly responded to the urgent demands of the youth movement in our country at that time. This is an objective movement in accordance with the development law of the Vietnamese revolution; at the same time, it demonstrates the clear viewpoint and strategic vision of our Party and Leader Nguyen Ai Quoc on the position and importance of youth and youth work. The birth of the Communist Youth Union in Vietnam became a major historical milestone for the young generation of Vietnam. From here, young communists had their own organization under the leadership and regular, direct, and comprehensive training in all aspects of the Party; always steadfast in their faith in the Party, becoming the Party's reliable reserve force, a large force, a revolutionary shock army, a socialist school for Vietnamese youth; always striving for the Party's goals and ideals of national independence associated with socialism; building a prosperous, democratic, equitable, and civilized socialist Vietnam. Through the revolutionary climax of 1930 - 1931, with the great contributions of union members and youths nationwide, the Executive Committee of the Communist Youth International recognized the Indochinese Communist Youth Union as a part of the Communist Youth International. At the request of the Central Committee of the Vietnam Labor Youth Union, with the consent of the Politburo and President Ho Chi Minh, the 3rd National Congress of the Union (March 1961) decided to take March 26, 1931 (one of the last days of the 2nd Central Committee Conference of the Party, which discussed and decided on important issues for youth mobilization work) as the anniversary of the founding of the Ho Chi Minh Communist Youth Union.
Binh Thuan youth move forward steadily
Along with the youth of the whole country, in recent years, the whole province has actively implemented many solutions to promote the work of the Youth Union and the youth movement of Binh Thuan province to develop more and more. The contents and methods of activities of the Youth Union and the youth movement are implemented to ensure the leadership of the Party and closely follow the contents of the Resolution of the Congresses at all levels, term 2022 - 2027. The contents and methods of innovation are implemented specifically, concisely and highly feasible, applied throughout the province. The work of "Political and ideological education" has achieved positive results; the work of "Building a strong Ho Chi Minh Communist Youth Union organization, expanding the solidarity front, gathering young people" has been well implemented; The work of "Organizing activities to promote the pioneering and voluntary role of youth in participating in socio-economic development in localities and units" has been widely deployed, gradually going into depth, the scale of each activity, project, and specific tasks has been raised; the work of "Mobilizing youth to study and improve qualifications; promoting the work of caring for the legitimate and legal interests of youth, and supporting youth in starting a business" has been carried out quite well; the work of directing and implementing the tasks of the Youth Union in accordance with the actual situation of the base; the work of strengthening the advisory work for Party committees and coordinating with the government and sectors has been proactively carried out and highly appreciated... In response to the requirements and tasks of the Youth Union and the youth movement in the coming time, the requirement for all levels of the Youth Union in the whole province is to continue to implement more effectively the proposed innovative contents in all their activities. We must grasp the thoughts, feelings, and social opinions of the youth and the needs and aspirations of cadres, union members, and children. We must better train and foster Youth Union cadres who directly engage in youth mobilization work. We must strengthen the monthly grassroots work of full-time Youth Union cadres. We must promptly advise Party committees at all levels to consolidate and strengthen the team of full-time Youth Union cadres. We must strongly shift the activities of the Youth Union and Association to the grassroots, closely linked to the locality, close to each group of young people, paying attention to remote areas, ethnic minority areas, former resistance base areas and other important areas. We must proactively coordinate with political and social organizations to build and organize many revolutionary action movements to ensure practicality, effectiveness, and breakthroughs; Movements must originate from the reality, needs, aspirations and development trends of youth union members, thereby focusing on building and promoting the vanguard role of youth in conjunction with promoting "Studying and following the moral example of Ho Chi Minh"; regularly multiplying new factors, models, typical examples of good people, good deeds, thereby contributing to educating youth, arousing love for the homeland, proactively taking the lead in all fields, meeting the requirements in the new situation...
Promoting the glorious tradition of the past 93 years, the Binh Thuan Youth Union at all levels and the youth of the whole country have maintained their steadfast faith in the Party, the State and our people, turning difficulties and challenges into motivation, persistently and steadfastly performing their positions, functions and roles in the political system... to continue the glorious tradition of the Ho Chi Minh Communist Youth Union and the youth of Vietnam with unceasing efforts in studying, working creatively, protecting the Fatherland, bringing our country forward, standing shoulder to shoulder with the world powers, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of the nation.
