Due to site clearance problems, a bid package for the National Highway 19 upgrade project is at risk of missing the deadline.

Speaking with Giao Thong Newspaper, a representative of the project management board to enhance traffic connectivity in the Central Highlands region (National Highway 19 upgrade project) said that at present, the total construction output of the project has reached 92% of the construction volume.

Of which, as of April 30, 2024, 5/8 bid packages (XL03, XL05, XL06, XL07 and XL02) have been completed as required.

The remaining packages are being implemented, including: XL01, XL04A, XL04B with construction time extended to June 30, 2024.

The project to enhance traffic connectivity in the Central Highlands region upgrades about 127km of National Highway 19 and builds about 27-35km of new bypass with a total investment of nearly 156 million USD.

Of which, the World Bank's International Development Association (IDA) loan is 150 million USD; Counterpart capital is equivalent to 3.7 million USD.

Regarding the specific progress of each package being implemented, the project management board leader said that package XL04B will be basically completed by December 31, 2023.

However, the contractor is completing the drainage ditch along the route from Km155 - Km160 because the local authorities have just agreed with the ditch centerline design plan according to the design documents in the previous step and proposed to adjust the ditch aperture accordingly. It is expected that these items will be completed on time as extended.

"For package XL04A, it is scheduled to be completed by June 30, 2024. Currently, the contractor has completed the entire volume of C19 carpet.

With the C12.5 asphalt concrete paving work, there are currently 2.5km left within the construction scope of Vina Delta Joint Stock Company, expected to be completed before May 15, 2024.

In addition, the joint venture contractor is implementing the traffic safety system and completing the package items. It is expected that the entire package will be completed before May 31, 2024, 1 month earlier than planned," the project management board representative informed.

Difficult to reach the finish line if the site clearance is not cleared in May

The current concern in the project is the XL01 package constructing the section Km 50+000 - Km 67+000 (through Binh Dinh province).

According to the representative of the executive board, at present, the section from Km 50+000 - Km 60+000, which goes through the plain, has basically completed the asphalt concrete paving, and the Ba La bridge is under construction.

The most difficult part is the section of the road leading to Ba La bridge and Bau Sen bridge that is still stuck with site clearance.

Specifically, in the Bau Sen bridgehead area, there are still 2 households on the A2 pier that have not agreed on a compensation plan;

At the Ba La bridgehead, there are still 17 households on pier A2 and 20 households on pier A1 who have not agreed with the compensation plan.

Regarding power line relocation, there are 03 power poles (on the left side of the route) within the A2 access road of Ba La bridge that have not been relocated due to land clearance for households at this location.

"If the above-mentioned site clearance problems are not resolved by May 2024, the contractor will not be able to complete the project according to the schedule approved by the Ministry of Transport and the World Bank," said the project management board leader.

Particularly for the An Khe Pass area (Km 60+000 - Km 67+000), the contractor is focusing on completing the roadbed and completing the crushed stone foundation. It is expected that by June 30, 2024, the construction items under the XL01 package will be basically completed, except for the area with site clearance problems that cannot be implemented yet.
