The project still has problems with site clearance at 20 column foundation locations and 42 anchor spaces.
The 500/220 kV Nho Quan – Phu Ly – Thuong Tin transmission line project has a length of about 80 km, aiming to enhance the grid connection capacity and power transmission of the 500 kV Nho Quan – Thuong Tin axis; at the same time, increase the power supply to the 220 kV Phu Ly transformer station, meeting the load demand of Ninh Binh, Phu Tho provinces, the southern area of Hanoi and neighboring areas, contributing to improving the reliability and flexibility in operating the 500–220 kV transmission grid system in the region.
The project is invested by EVNNPT and managed by the Northern Power Project Management Board (NPMB).
The entire line has 233 pole positions and 110 corridor anchorages, of which the section passing through Ninh Binh province includes 131 pole foundation positions and 71 anchorages. The main problem of the entire line is concentrated mainly in Ninh Binh. When it was first handed over, the handover was only 111 pole foundation positions and 29 anchorages.
Of the 20 remaining column foundation locations that have not been handed over, 18 are located in Tam Chuc ward, 1 is located in Nguyen Uy ward and 1 is located in Ly Thuong Kiet ward.
Of the 42 remaining anchorages that have not been handed over, 1 anchorage is located in Gia Lam commune and the remaining 41 anchorages are located in Tam Chuc, Kim Bang, Nguyen Uy and Ly Thuong Kiet wards.

The main reason is that the number of commune and ward officials doing compensation work is thin, and many projects are being implemented at the same time, leading to the work of inventory, determining land origin, and appraising plans being delayed compared to the set schedule.
Communes and wards are facing difficulties in planning and approving resettlement for the safety corridor.
Currently, there are many corridor columns with constructions, houses, structures, and plants with heights that violate electrical safety and need to be handled soon to ensure corridor safety.
Local involvement is a key factor in helping the project complete on schedule.
Currently, the progress of compensation, site clearance and handover of the project in Ninh Binh province has been delayed compared to the plan and is affecting the project's progress.
In order to complete the project in 2025 as directed by the Prime Minister , EVNNPT Deputy General Director Hoang Van Tuyen requested the Ninh Binh Provincial People's Committee to direct the Management Board of Investment, Urban Development and Land Fund of Region 2, the People's Committees of communes/wards where the power line passes, especially Tam Chuc Ward, to increase staff to do compensation work, closely coordinate with EVNNPT/NPMB to soon approve compensation plans in September 2025 to soon hand over the site for construction implementation.
EVNNPT/NPMB has arranged for full staff to work on compensation and site clearance to be on duty regularly to coordinate with departments and offices of the People's Committees of communes and wards.
Propose that the People's Committee of Ninh Binh province promptly direct departments, branches and sectors to urgently review and find solutions for cases where assets are located on land that is not residential land and perennial trees; at the same time, direct relevant localities to conduct inventory and count corridors to promptly take measures to ensure safety of the corridor when energizing the project in the coming time.
Speaking at the meeting, Mr. Hoang Trong Hieu, Deputy Chief of the Steering Committee Office, thanked the leaders of Ninh Binh province and the People's Committees of communes and wards for their support and assistance in the compensation and site clearance work for the project. However, up to now, Ninh Binh province is still a locality with problems in site clearance work that may affect the progress of completing this project.
From this reality, Mr. Hoang Trong Hieu suggested that localities in the province mobilize the entire political system, propagate and encourage people to hand over the site early, and consider administrative measures to complete the project to ensure progress.
Along with that, EVNNPT closely coordinates with local authorities to resolve compensation and site clearance. Increase qualified and experienced staff to do site clearance work for local authorities at 2 levels. Promptly report difficulties and problems to the province for timely instructions.
Along with that, provide construction plans and measures for each foundation position and route corridor during project implementation for the locality to coordinate most effectively.

At the meeting, Mr. Nguyen Cao Son, Vice Chairman of Ninh Binh Provincial People's Committee, said: Ninh Binh Province is fully aware of the importance of this project to ensure electricity supply for the province as well as serve the socio-economic development of the region.
Realizing that this is a project with slow site clearance, in the coming time, Ninh Binh will invite the Ministry of Industry and Trade, EVN and its affiliated units to work together to best coordinate the implementation of power projects, solving any difficulties.
Regarding the 500/220kV Nho Quan - Phu Ly - Thuong Tin transmission line project, Mr. Nguyen Cao Son requested the Provincial People's Committee Office to specifically announce each work content of each department, branch, and locality after the meeting, with a specific timeline to urge implementation and review weekly meetings.
For communes and wards, it is necessary to focus on inventorying corridors and approving compensation plans in September 2025; along with that, mobilizing the entire political system to participate in propaganda and mobilizing households to give up land for the project.
In case of correct and complete calculation, it is necessary to develop a plan to enforce recovery or protect construction.
As a key project in the national transmission grid development strategy, the 500/220kV Nho Quan – Phu Ly – Thuong Tin line is being strongly directed by EVNNPT, closely coordinating with local units and authorities to remove obstacles and speed up construction progress.
The synchronous and proactive participation of local authorities will be the key factor in helping the project to be completed on schedule, ensuring quality, contributing to enhancing transmission capacity, serving the socio-economic development of Ninh Binh province and the region.
