Maintain and improve the achieved new rural criteria
Nghia Tam Commune is located in the southwest of Van Chan district, 40 km from the district center, with a convenient transportation system. The natural area is over 4,400 hectares, the population is 8,000 people with over 2,000 households, mainly Kinh and Tay ethnic groups.
This is one of the localities that reached the new rural area target early (in 2017) in Van Chan district. In 2023, the commune has a plan to build an advanced new rural area with specific orientations.
Typically, this locality has determined to continue improving the quality of criteria for communes meeting new rural standards, aiming to build advanced new rural communes and model new rural communes.

Along with that, constantly improve the quality of life and spirit of rural people, ensure sustainable rural growth and development; have a developed economy ; synchronous and gradually modern and suitable socio-economic infrastructure; clean ecological environment; cultural identity of the countryside is preserved and promoted; social security and order are ensured.
In particular, the construction of new rural areas is associated with the effective implementation of the Project on restructuring the agricultural sector and mechanizing rural agriculture in depth, effectively and sustainably.
In particular, promoting the transformation of crop and livestock structure; enhancing the application of scientific and technical advances and biotechnology in production. Mobilizing people to invest in machinery and equipment to effectively implement mechanization in agricultural production, organizing production to increase income, especially replicating effective models.

The locality sets a target that by the end of 2023, the commune will achieve 19/19 criteria for an advanced new rural commune, with an average income per capita of 51 million VND/person/year.
By the end of 2025, it will reach 59 million VND/person/year. In addition, build, complete, operate effectively and practically, bring value to smart commune models, develop digital transformation models for effective application in agricultural production, especially effective application to local key products.

At the same time, build synchronous infrastructure, build concentrated commodity production areas for the commune's key products, ensure quality, food safety, effective business, adapt to climate change; New-style cooperatives link up to do business effectively, thereby helping to minimize the number of poor households in the commune.
Building advanced new rural areas, not passively, waiting, or relying
To accomplish those goals, the implementation must be carried out proactively, with close coordination in the work of mobilizing and propagating people to organize the implementation of the criteria, not passively waiting or relying on capital from superiors, but determining which criteria are favorable to implement first, taking advantage of all local resources, especially resources from the people, to invest in production development, increase income and reduce poverty.

With the motto "State and people work together", all new rural criteria are effectively implemented by localities, creating a profound change in people's awareness of the meaning and importance of building advanced new rural areas.
Thanks to that, many policies have received positive responses from the people, especially the movement to participate in developing household economy, converting crop and livestock varieties to help increase productivity and product quality, thereby improving the material and spiritual life of the people, and the poverty rate has also decreased significantly.
Khe Tho is one of the villages with relatively developed economic conditions in Nghia Tam commune with many economic models bringing high income.
Sharing about the process of building new rural areas in the locality, Mr. Nguyen Duc Long - Secretary of Khe Tho village Party Cell affirmed: "Khe Tho village has a total of 98 households with more than 300 people.
If in the past, when there were no concrete roads, people's lives were difficult, the average income of people in the village was only about 40 million VND/person/year, now it has increased to over 50 million VND/person/year.
Since the new rural construction program, especially the construction of rural traffic infrastructure, we have mobilized people to contribute to the construction of roads. In general, people are very enthusiastic and supportive. Up to now, Khe Tho village has had about 99% of village roads and alleys concreted with a length of more than 5,000m.

Mr. Long added that after 3 years of implementation, from 2022 to 2024, villagers have contributed about 1.2 billion VND to build rural roads. In addition, villagers also contributed to build many other projects such as irrigation canals, stadiums, and village hall renovations.
Talking to PV Dan Viet, Mr. Hoang Dinh Hien - Chairman of Nghia Tam Commune People's Committee said: The economy of people in Nghia Tam commune mainly relies on agricultural production, focusing on rice cultivation and forestry. In recent years, people's lives have been increasingly improved and enhanced. Currently, there are about 500 poor households in the commune (accounting for 0.07%).
According to Mr. Hien, the commune is in the process of building an advanced new rural area. The locality is maintaining and continuing to improve the 19 new rural criteria that have been achieved.
The biggest difficulty in the process of building new advanced rural areas is that infrastructure has not been invested synchronously, especially cultural houses and schools that lack classrooms.
Along with that, environmental criteria, traffic routes are not synchronized, in the commune there is no place to collect and treat waste. In addition, the planning of non-concentrated livestock areas also makes it difficult to implement the above environmental criteria.
