Duc Hoa commune - established on the basis of merging Duc Hoa Ha and Huu Thanh communes and Duc Hoa town - has a natural area of 63.31km² and a population of more than 117,000 people, with 15 hamlets, is one of the localities with the highest population size and fastest urbanization rate in the province.

The main advantage is the system of industrial parks (IPs), industrial clusters (ICs), Duc Hoa commune has 6 IPs with a total area of nearly 2,000 hectares. Of which, 4 IPs are in operation with an area of over 1,722 hectares, the average occupancy rate is 74.86%. In parallel, the area also has 27 residential, resettlement and urban area projects, along with 91 investment projects in production and business outside IPs, ICs and about 2,851 registered individual business households. This is an important foundation to help Duc Hoa commune rapidly develop its socio-economy, create more jobs, and contribute to increasing people's income.

Before the merger, Huu Thanh commune was recognized as meeting the NTM standards in 2023, Duc Hoa Ha commune was recognized as a NTM in 2024, and Duc Hoa town was recognized as a civilized urban area in the same year. This is a favorable basis for Duc Hoa commune to have a solid foundation to continue improving its quality after the merger, moving towards advanced NTM.

Through review, Duc Hoa commune has completed 14/19 advanced NTM criteria according to Decision No. 32/2024/QD-UBND of the People's Committee of Long An province (old). Some outstanding criteria such as traffic, irrigation, electricity, health, national defense - security, political system, and qualified employment. Duc Hoa commune is focusing resources to implement the remaining criteria in the period of 2025-2030.

To overcome difficulties, the locality has determined to take people and businesses as the center, considering people as the main subjects, and the State playing a supporting role. Socio -political organizations of Hiep Hoa commune join hands to plant trees and build new rural areas.

The Fatherland Front and organizations play a core role in mobilizing members and union members to set an example in implementing the models: 5-no, 3-clean families; Flower roads; Cultural hamlets;... Investment capital sources are public and transparent to create trust and consensus among the people. Thanks to that, people are increasingly active in contributing their efforts, donating land, and supporting costs for infrastructure projects and landscape beautification.

The Resolution of the Congress of the Duc Hoa Commune Party Committee for the 2025-2030 term sets the goal of bringing the commune to meet the advanced NTM standards. According to the Commune People's Committee Chairwoman Le Thi Ngoc Hoa, the development orientation is to promote industry, trade and services, combined with clean agriculture and high-tech application. At the same time, the locality continues to invest in synchronous infrastructure, improve the quality of education, health care, and culture; promote administrative reform, digital transformation, and build a serving government.

Since embarking on the new rural construction, Hiep Hoa commune has always been open, transparent, and widely consulted with the people. The planning is consistent with reality and has been agreed and supported by the people. "People know, people discuss, people do, people check, people supervise, people benefit" has become a consistent motto, turning the new rural construction from the Party and State's policy into the work of each household. The strength of that consensus is most clearly demonstrated in the traffic infrastructure. In recent years, dozens of hamlet and alley roads have been concreted and expanded to meet standards.

The rural traffic route in Hoa Thuan 1 hamlet, Hiep Hoa commune has a total length of nearly 2.5km, including two main routes, the road surface is 4-4.5m wide, meeting the standards for large trucks and 16-seat vehicles to travel safely. The total cost of building the route is nearly 5.3 billion VND. In addition, the route is also equipped with a lighting system, making it convenient for about 200 households living along the route to travel at night.

When there was a policy to build a road, Mr. Huynh Van Rao (residing in Hoa Thuan 1 hamlet) took the lead in donating more than 100 square meters of land to widen the road surface. Mr. Rao shared: “In the past, this road was degraded, muddy in the rainy season, dusty in the dry season, people had a hard time traveling! Now the road is wide, has lights, big vehicles can go right to their houses, children can go to school conveniently, and agricultural products can be transported more easily. I donated a little land just hoping to contribute to the locality to build my hometown more prosperous and beautiful.”

According to information from the People's Committee of Hiep Hoa commune, in the period of 2021-2025, hundreds of households have contributed money, labor and land to build schools, medical stations, bridges, roads, canals and ditches in the fields. In addition, many movements have been strongly spread such as Green Sunday; Flower Road; Family of 5 no, 3 clean;... not only creating a green, clean and beautiful landscape but also connecting the community, raising awareness of environmental protection, creating a new look for the rural area of Hiep Hoa.

The Resolution of the Party Congress of Hiep Hoa Commune for the 2025-2030 term sets out a breakthrough program to mobilize all resources to build a commune that meets advanced NTM standards during the term. Despite many positive results, the locality still faces challenges such as: some criteria on income, security, order, environment, etc. are not really sustainable; the risk of falling back into poverty still exists. To solve this problem, the commune has determined to continue promoting the role of the people as the main subject, and strengthen propaganda so that everyone understands that NTM construction is a long-term and persistent process.

With political determination, people's consensus and good exploitation of existing potential and advantages, localities in the province have gradually realized the goals of building new rural areas, advanced new rural areas and model new rural areas./.
