(Chinhphu.vn) - Prime Minister Pham Minh Chinh signed and issued Directive No. 31/CT-TTg dated October 18, 2025 on developing the 5-year socio-economic development plan for 2026-2030.

The Prime Minister directed to develop a 5-year plan for 2026-2030 with the spirit of drastic, synchronous, feasible and effective action, striving for GDP growth of 10%/year or more.

The period 2026-2030 is the last 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030. The world situation is forecast to continue to change rapidly, become more complex and increasingly unpredictable; difficulties, challenges and advantages, opportunities intertwine but there are more difficulties and challenges; posing urgent requirements for a new vision, new thinking, new development perspectives along with breakthrough solutions, high determination for faster and more sustainable growth, realizing the Strategy's goals by 2030 to become a developing country with modern industry, high average income and by 2045 to be a developed country, high income , bringing our country into a new era - the era of striving to develop richly, strongly and prosperously for the nation. The Prime Minister requested ministries, central and local agencies, economic groups and state-owned corporations to focus on building the 5-year Plan for the 2026-2030 period, with the spirit of drastic, synchronous, feasible and effective action, striving for an average GDP growth rate of 10% or more per year in the 2026-2030 period.

Evaluate the implementation of the 5-year Socio-Economic Development Plan 2021-2025 fully, objectively and honestly

In principle, the requirements for the assessment of the implementation of the 5-year Socio-Economic Development Plan 2021-2025, the Prime Minister requires a full, true, objective, honest assessment, with comparison with the 2016-2020 period and the world and region (if any), including: results achieved, especially the targets and objectives set in the 2021-2025 period, compared with similar targets and objectives in the 2016-2020 period; difficulties, limitations, weaknesses; analysis of objective and subjective causes to draw lessons, identify effective solutions for the 2026-2030 period.

The content of the assessment of the implementation of the 5-year socio-economic development plan 2021-2025 includes:

Assess the implementation of the general goals, key targets and major balances set out in the Resolution of the 13th National Party Congress, Resolution No. 16/2021/QH15 dated July 27, 2021 of the National Assembly, Resolutions of People's Councils at all levels on socio-economic development for the 5 years 2021-2025; including in-depth analysis of the speed and quality of economic growth, macroeconomic stability, ensuring major balances of the economy... Localities assess the promulgation and implementation of specific mechanisms and policies for socio-economic development in the area, clearly stating the results achieved and existing limitations.

Results of implementing the dual goals of preventing and fighting the COVID-19 pandemic and recovering and developing the socio-economy, including the results of implementing the Socio-Economic Recovery and Development Program.

Results of economic restructuring associated with growth model innovation, improving productivity, quality, efficiency and competitiveness. Focusing on assessing: restructuring of manufacturing and service sectors, especially developing processing and manufacturing industries associated with smart technology; developing rural economy and agriculture effectively, green, clean, ecological, organic, high-tech, adapting to climate change associated with new rural construction; developing tourism, e-commerce...; contribution of digital economy to growth, ability to complete the target of the digital economy proportion in GDP; assessing the effectiveness of restructuring a number of key areas (public investment, credit institutions, state-owned enterprises); effectively implementing Resolution No. 68-NQ/TW of the Politburo on private economic development and the development of private enterprises; promoting green economy, circular economy.

Assess the situation of resource mobilization, allocation and use (state economy, non-state economy, foreign-invested sector, etc.); resolve and remove difficulties and obstacles for long-standing projects; incentive and preferential mechanisms and policies for large and important projects, attract strategic investors, multinational corporations, etc.; develop various types of markets.

Progress of implementation and completion results of strategic infrastructure systems, focusing on evaluating: key and important national projects (such as: North-South expressway in the East; Long Thanh international airport phase 1; high-speed railway on the North-South axis and international connecting routes, connecting gateway seaports; some belt roads and urban railways in Hanoi and Ho Chi Minh City); some urgent coastal roads; important inland waterways, inter-regional...; development of energy infrastructure (electricity, renewable energy, clean energy, nuclear power...), science and technology infrastructure, innovation, telecommunications infrastructure, digital infrastructure, irrigation infrastructure, rural and urban infrastructure...

Evaluate the work of improving the quality of human resources associated with promoting innovation, application and strong development of science, technology, and national digital transformation.

Results of implementing sectoral, provincial, regional and national planning; regional development, regional linkage; economic zone development, urban development, smart cities, marine economic development; building policy mechanisms for smart cities; building new rural areas; piloting some specific mechanisms and policies in some localities; building a financial center with the ability to compete and connect with international and regional partners...

Assess the implementation of cultural, social and health goals. Results of management, resource use and environmental protection; proactively prevent and combat natural disasters, adapt to climate change...

Assess the work of improving the effectiveness and efficiency of state management and the capacity to create development (such as building e-Government, digital Government, administrative reform, streamlining the payroll associated with improving the quality of the staff; salary reform...); arrange and streamline the political system apparatus, reorganize administrative units at all levels and build a 2-level local government organization model; tighten discipline and administrative discipline along with encouraging and protecting innovative, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest; prevent and fight corruption, negativity, practice thrift and fight waste; receive citizens, resolve complaints and denunciations...

Building the 5-year Socio-Economic Development Plan 2026-2030 must have a new, breakthrough development vision and mindset.

Regarding the development of the 5-year Socio-Economic Development Plan for 2026-2030, the Directive requires that the Plan must closely follow the guidelines, policies, Resolutions and Conclusions of the Party Central Committee, Politburo, Secretariat, National Assembly, Government; the content of documents of Party Congresses at all levels; and the directions of the General Secretary, Prime Minister and key leaders.

The development orientation must ensure the following contents: rapid but sustainable economic growth with the target of double-digit growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances; establishing a new growth model, restructuring the economy, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force, developing high-quality human resources and effectively exploiting the advantages of deep international integration; improving the material and spiritual life of the people, ensuring social security; not sacrificing progress, social equity and the environment in exchange for mere economic growth. The goal is to aim for rapid, sustainable, inclusive, comprehensive growth and bring benefits to all people.

Develop the 5-year Plan 2026-2030 on the basis of a comprehensive and accurate assessment of the implementation results of the 5-year Plan 2021-2025; fully forecast the context and situation of the world, region and country in the coming time; must have a new and breakthrough development vision and mindset to grasp and make good use of opportunities, overcome challenges as well as overcome limitations and weaknesses of the 2021-2025 period; combine strengthening and promoting internal resources with exploiting, mobilizing and effectively utilizing external resources, in which internal resources are fundamental and play a decisive role, and external resources are important and breakthrough.

The main indicators of the 5-year Plan 2026-2030 must ensure feasibility, clarity, suitability with reality and closely follow the 10-year Strategy 2021-2030. Indicators by sector and field must ensure accuracy, synchronization and consistency of information and statistical data nationwide, serving well the work of monitoring, evaluating and planning.

The proposed tasks and solutions must be: (1) breakthrough, innovative, strong, drastic, feasible, effective, suitable for implementation capacity and specific, action-oriented for sectors, levels and localities with the spirit: "The Party has directed, the Government has agreed, the National Assembly agrees, the People support, the Fatherland expects, then only discuss and do, not discuss backtracking"; (2) ensure "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority" and quantifiable; (3) mobilize, allocate and effectively use resources, in which closely link the goals of the socio-economic development plan, financial plan and medium-term public investment plan for the 2026-2030 period; (4) promote proactiveness, creativity, flexibility, innovation, daring to think, daring to do, daring to take responsibility for the common interest; (5) mobilize the participation of the entire political system, all economic sectors, all businesses and people in the socio-economic development process.

The 5-year socio-economic development plan for 2026-2030 is expected to include the following contents:

Context of the development of the 5-year socio-economic development plan for 2026-2030; General objectives of the 5-year socio-economic development plan for the period 2026-2030; Main targets and some major balances, in which, we must strive to achieve some main targets of the country such as: average GDP growth rate for the period 2026-2030 reaching 10%/year or more; GDP per capita; growth rate of social labor productivity; proportion of processing and manufacturing industry/GDP;...

Main directions and tasks:

Prioritize the allocation of resources to perfect the legal system with a streamlined, reasonable, and scientific structure. Ensure that the work of building and enforcing laws closely follows reality, seizes all opportunities, and unleashes all resources, which is a "breakthrough of breakthroughs" in perfecting the country's development institutions. Promote the improvement of the investment and business environment, encourage innovation, start-ups, develop the science and technology market, attract all resources for development; focus on reviewing and cutting administrative procedures, shifting from "pre-inspection" to "post-inspection", reducing compliance costs for people and businesses. Ensure discipline and administrative discipline in performing public duties. Continue to perfect the mechanism for detecting, attracting, recruiting, promoting and rewarding talents to work in state agencies and public service units.

Establish a new growth model, restructure the economy, promote industrialization and modernization, with science and technology, innovation and digital transformation as the main driving force, creating a strong breakthrough; rapid but sustainable growth associated with inflation control, maintaining macroeconomic stability and increasing resource mobilization for development. Focus on removing barriers, difficulties and obstacles of all types of markets. Strongly consolidate the state-owned enterprise sector, especially state-owned economic groups; continue to restructure weak credit institutions, specially controlled credit institutions and public investment. Deploy breakthrough, focused and highly feasible solutions to promote the removal of difficulties and obstacles in investment, and release resources in the period 2026-2030. Promote green economy, circular economy.

Private economic development is the leading driving force for growth and innovation; prioritize the building of regional and global private economic groups; actively support small and medium enterprises, and foster the household and cooperative economic sectors.

Continue to promote breakthroughs in science and technology development, innovation and national digital transformation according to Resolution No. 57-NQ/TW of the Politburo. Develop and implement breakthrough mechanisms and policies, prioritize resources for science and technology development, focusing on 11 strategic technology groups. Promote the development of digital economy, artificial intelligence, creative industries, strategic technology, sharing economy, data economy, smart manufacturing, e-commerce and consumption of products and services in the digital environment.

Focus on developing high-quality human resources according to international standards, meeting the requirements of developing strategic industries and technologies; continue to improve the quality of education and training, comprehensively develop the capacity, qualities and physical fitness of learners associated with building and promoting the system of cultural values ​​and Vietnamese people, meeting the requirements of the new situation. The education system must be extensively innovated, focusing on developing creative skills, entrepreneurship skills, STEM (Science, Technology, Engineering, Mathematics), foreign languages ​​(making English the second language in schools), digital skills and modern technology.

Developing synchronous and modern infrastructure, effectively exploiting new development space, developing urban areas and promoting new rural construction. Focus on investment, basically completing the national infrastructure framework (such as: the North-South expressway in the East, gateway seaports combined with international transit, major airports, high-speed railway lines on the North-South axis, international connecting railway lines; national 500 kV power transmission system...), developing the urban railway system in Hanoi, Ho Chi Minh City, connecting Tan Son Nhat and Long Thanh airports and expressways to ensure the target of 5,000 km of expressways; Restarting the construction of two nuclear power plants in Ninh Thuan, with the goal of completing the investment and construction work before December 31, 2030; Promoting the development of energy infrastructure to meet the requirements of high economic growth in the new period, ensuring energy security...

Develop culture and society, achieve social progress and justice; improve the material and spiritual life and health of the people. Fully and promptly implement and innovate social security and welfare regimes and policies, especially for those with meritorious services, the elderly, children, gender equality, people in remote, border, ethnic minority and mountainous areas...

Effectively and sustainably manage and use important resources and minerals; strengthen environmental protection; proactively respond to climate change, prevent, combat and mitigate natural disasters.

Consolidate and strengthen national defense, ensure national security, maintain social order and safety, create a peaceful and stable environment for national development; build a truly clean, strong, disciplined, elite and modern People's Army and People's Police; develop a self-reliant, self-reliant, dual-purpose, modern defense and security industry, closely linked and becoming a spearhead of national industry, internationally competitive, deeply participating in the global value chain; firmly protect the socialist Fatherland of Vietnam.

Improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy and technological diplomacy; maintain a peaceful and stable environment, promote the country's role, position and prestige, and create favorable conditions to attract resources for national development.

The Directive requires that, based on the above-mentioned main goals, orientations and tasks, ministries, central and local agencies specify solutions and policies to develop the 5-year Socio-Economic Development Plan 2026-2030, ensuring consistency in principles and common goals, in accordance with practical conditions and development level of each sector, field and locality; closely following the list of key national projects proposed in the draft Documents of the 14th National Congress of the Party./.
