Guidelines for establishing multi-sector, multi-field public service units at the commune level

(Chinhphu.vn) - The People's Committee at the commune level decides to establish, under its authority, 01 public service unit to provide basic, essential public services in many sectors and fields (including: culture, sports, tourism, information, communication, environment, agricultural extension, urban areas...) guaranteed by the state budget.

The Government 's Steering Committee on the arrangement of administrative units at all levels and the construction of a two-level local government organization model has just issued Official Dispatch No. 20/CV-BCĐ guiding the establishment of public service units (PSUs) to provide multi-sector and multi-field public service services at the commune level .

The official dispatch was signed and issued by Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government Steering Committee, and sent to the People's Committees of provinces and centrally run cities for implementation.

Previously, on October 8, the Steering Committee issued Official Dispatch No. 145/CV-BCĐ on perfecting the organizational system for implementing agricultural extension tasks at the local level, requesting provinces and cities to urgently deploy and ensure progress.

During the time the Government has not yet issued a Decree amending and supplementing a number of articles of Decree No. 120/2020/ND-CP on the establishment, reorganization and dissolution of public service units, based on the recommendations of a number of localities, the Government Steering Committee provides specific guidance on the establishment and organization of operations of public service units funded by the state budget under the People's Committees at the commune level to provide basic, essential, multi-sector and multi-field public service services in the locality.

Specifically, regarding the authority to establish, based on the provisions of Clause 5, Article 22 of the Law on Organization of Local Government 2025, the Government Steering Committee proposed that the Provincial People's Committee direct the Commune People's Committee to decide to establish, under its authority, 01 public service unit providing basic, essential, multi-sector, multi-field public service services (including: culture, sports, tourism, information, communication, environment, agricultural extension, urban areas...) guaranteed by the state budget.

In case the People's Committee at the commune level has established a public service unit guaranteed by the state budget, providing basic and essential public service services, it is recommended to reorganize and add tasks on agricultural extension according to the requirements in Notice No. 371-TB/VPTW dated October 4, 2025.

The document also clearly states: The provincial People's Committee is responsible for directing the names, regulating the functions, tasks, powers, and organizational structure of commune-level public service units, ensuring that they are consistent with the characteristics and management requirements in the locality , and at the same time complying with specialized instructions from ministries and central agencies.

Regarding the organizational structure, the establishment of departments under public service units must ensure that the work or field performed by the department has 02 or more work areas and has its own management process according to the requirements of the management object; the workload of the department requires the arrangement of 07 or more civil servants.

The number of deputies of the head of a public service unit proposed to be arranged shall not exceed 02 people; the number of deputies of the head of a department of a public service unit proposed to be arranged shall be 01 person.

Regarding the number of employees , based on the total number of public employees receiving salaries from the state budget (excluding educational and health service positions) assigned by competent authorities, it is recommended that the Provincial People's Committee review, balance, and allocate the number of employees receiving salaries from the budget when establishing this public service unit at the commune level, ensuring that it meets the requirements of assigned tasks and follows the direction of competent authorities.

The People's Committee at the commune level is responsible for recruiting and arranging enough civil servants to work at public service units according to the assigned number of positions.

In case of not being able to promptly recruit enough civil servants according to the assigned number, the People's Committee at the commune level is allowed to sign labor contracts with people with expertise and skills that immediately meet the task requirements as prescribed in Clause 3, Article 9 of Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government.

The establishment of multi-sector, multi-field public service units at the commune level is a step in line with the trend of streamlining the apparatus , meeting modern management requirements, while improving service efficiency for local people and businesses.

When deployed synchronously, this model will help unify management points, effectively exploit resources, reduce duplication of functions and tasks , and at the same time create conditions for people to access many types of public services right in the area, without having to go through many intermediaries.
