Reviewing the location of two key projects in the Southeast Quang Tri Economic Zone

Priority is given to joint ventures and associations.

According to the Management Board of Quang Tri Economic Zone, on September 18, the Management Board held a working session with the Departments of Construction, Industry and Trade; representatives of Vietnam Electricity Group; representatives of Vietnam National Coal - Mineral Industries Group and related affiliated units on the implementation plan of the Quang Tri Thermal Power Plant project and the Quang Tri Coal Transit, Processing and Trading Warehouse project.

Perspective of Quang Tri Thermal Power Plant project

Accordingly, representatives of departments and branches attending the meeting also requested the Northern Coal Trading Joint Stock Company - Vinacomin and the Power Project Management Board 2 (Vietnam Electricity Group) to report to the leaders of the two Groups (owners) on the implementation of investment in the Quang Tri Thermal Power Plant project and the Quang Tri Coal Transfer, Processing and Trading Warehouse project in the form of independent or joint venture. In particular, the two companies must send a confirmation document to the Provincial People's Committee and the Economic Zone Management Board before September 30, 2025.

Regarding this content, the delegates of departments and branches attending the meeting said that if the two projects are implemented independently, the implementation process will encounter difficulties in site clearance (GPMB) due to the difference in compensation support prices for GPMB of the two adjacent projects.

Because the Quang Tri Thermal Power Plant project will have its land reclaimed by the State to support compensation for site clearance, and the Quang Tri Coal Transit, Processing and Trading Warehouse project will be implemented through the form of receiving transfer and capital contribution in the form of land use rights to carry out the investment project.

Consider two location options

Regarding the location of the two projects, the location of the Quang Tri Thermal Power Plant project was agreed upon by the People's Committee of Quang Tri province in Notice No. 98/TB-VP dated June 8, 2025 on the concluding opinion of the acting Chairman of the Provincial People's Committee Hoang Nam at the working session to listen to the report on the proposed plan for site arrangement of the Quang Tri Thermal Power Plant project.

The location of the Quang Tri Coal Transit, Processing and Trading Warehouse has been reported to the Standing Committee of the Provincial Party Committee according to Notice No. 21-TB/VPTU of the Provincial Party Committee Office on the Conclusion of the Standing Committee of the Provincial Party Committee at the working session (on the afternoon of September 10) with the Vietnam National Coal - Mineral Industries Group on the implementation of projects in the province.

On that basis, the delegates of departments and branches attending the meeting agreed to study and propose 2 options. Option 1, maintain the location of the 2 agreed projects, adjust the location of the slag dump to the back of the main factory (adjacent to the distribution yard).

The advantage of this option is that the slag dumps and construction areas are located near the main factory, convenient for construction, management and operation. The current location of the slag dumps and construction areas is unpopulated, convenient for compensation and site clearance to ensure project progress. Far from existing residential areas, it does not affect people during construction.

Does not affect the adjacent land in attracting investment for businesses needing a location near the sea. The slag dump is arranged neatly, far from main roads, minimizing the impact on the surrounding area. The remaining area is about more than 200 hectares (including the sea surface), enough to attract a large-scale project.

Planning area for implementing Quang Tri Thermal Power Plant project

The disadvantage of this option is that the land clearance is small, the relocation of households to the resettlement area is only about 11 households, not ensuring the exploitation and effective use of the infrastructure of the Hai Khe Resettlement Area. Meanwhile, in the past time, the people here have been ready to move to the new resettlement area; along with that, for nearly 10 years, the people in this area have not been allowed to repair, build houses, or divide land plots because it is located in the planning area for the implementation of the Thermal Power Plant project.

At the same time, the Quang Tri Coal Transit, Processing and Trading Warehouse project area with about 70 households will have difficulty negotiating and receiving transfers to clear the land for project implementation.

Option 2: Adjust the location of the slag dump to the proposed area of the Quang Tri Coal Transit, Processing and Trading Warehouse project; adjust the Quang Tri Coal Transit, Processing and Trading Warehouse project to behind the main factory and slag dump.

The disadvantage of this plan is that it is necessary to adjust the location of the Quang Tri Coal Transit, Processing and Trading Warehouse project, which has been reported to the Standing Committee of the Provincial Party Committee according to Notice No. 21-TB/VPTU of the Provincial Party Committee Office on the Conclusion of the Standing Committee of the Provincial Party Committee at the working session with the Vietnam National Coal - Mineral Industries Group on the implementation of projects in the province.

At the meeting, Vinacomin Northern Coal Trading Joint Stock Company proposed to the Quang Tri Economic Zone Management Board to implement the project according to Option 1 (maintaining the location of the two agreed projects: the Quang Tri Coal Transit, Processing and Trading Warehouse project located next to the Southeast of Quang Tri Thermal Power Plant and one side facing the sea). The site clearance for the Vinacomin Northern Coal Trading Joint Stock Company project will comply with the provisions of law.

Previously, on the afternoon of September 10, the Vietnam National Coal - Mineral Industries Group had a working session with the Standing Committee of the Quang Tri Provincial Party Committee on the implementation of the project of a coal transit, processing and blending warehouse in the province. Accordingly, the Vietnam National Coal - Mineral Industries Group said that it had directed the Northern Coal Trading Joint Stock Company to apply for investment in the Quang Tri coal transit, processing and blending warehouse project in the Southeast of My Thuy Port, in the Southeast Quang Tri Economic Zone with a total estimated investment of 800 billion VND. The project has an expected area of about 40 hectares (the North borders the sea, the West borders the Quang Tri Thermal Power Plant), a designed capacity of 4 - 5 million tons/year and will expand to 8 - 10 million tons/year.

The project aims to import coal from Laos to blend with domestic coal and imported coal from Australia, the US, South Africa... to ensure meeting the requirements and supplying thermal power plants, coal consumers in the Central and Southern regions, industrial zones using heat from domestic coal...

At this meeting, the People's Committee of Quang Tri province agreed on the location for the Quang Tri Coal Transfer, Processing and Trading Warehouse project according to the proposed location of the Northern Coal Trading Joint Stock Company - Vinacomin (located next to the Quang Tri Thermal Power Plant to the Southeast and has one side facing the sea).

Regarding the Quang Tri Thermal Power Plant project, the Prime Minister recently assigned Quang Tri province to coordinate with EVN to carefully review, analyze, clarify urgent investment requirements for the project according to the provisions of law; evaluate the characteristics and advantages of the project in the general context of similar projects in other localities, feasibility and commitment on investment, completion time, and putting the project into operation before December 31, 2030; report to the Ministry of Industry and Trade for assessment and proposal to report to the Prime Minister in September 2025.

The Management Board of Quang Tri Economic Zone also proposed that the People's Committee of Quang Tri province unify the policy of Local adjustment of the Master Plan for the construction of the Southeast Quang Tri Economic Zone and Local adjustment of the zoning plan for the construction of the Southeast Quang Tri Economic Zone, phase 1, scale 1/2000 for the planning area of the thermal power center (area of about 400 hectares) to ensure compliance with the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15, 2025 and related regulations to facilitate the promotion and attraction of key projects, contributing to the socio-economic development of the locality.
